Post-graduate surgical training at the Fiji National University (FNU), previously known as the Fiji School of Medicine) has recently been updated by incorporating elements from the Royal Australasian College of Surgeons (RACS) training curriculum. The revised curriculum maintains strong contextual relevance to the needs and pathologies of the Pacific Island nations.  This paper outlines why the FNU surgical postgraduate training programme should be applauded as a successful programme in the training of surgeons for the region.

There is a “world of difference,” anthropologist Epeli Hauʻofa argued, “between viewing the Pacific as ‘islands in a far sea’ and as ‘a sea of islands.’” The distinction between both perspectives, he explained, is exemplified in the two names used for the region: Pacific Islands and Oceania. The former represents a colonial vision produced by white “continental men” emphasizing the smallness and remoteness of “dry surfaces in a vast ocean far from centers of power.” This understanding has produced and sustained an “economistic and geographic deterministic view” emphasizing Pacific Island nations as “too small, too poor, and too isolated” to take care of themselves. The latter, in contrast, denotes a grand space inhabited by brave and resourceful people whose myths, legends, oral traditions, and cosmologies reveal how they did not conceive of themselves in such “microscopic proportions.” Rather, Oceanic peoples have for over two millennia viewed the sea as a “large world” where peoples, goods, and cultures moved and mingled unhindered by fixed national boundaries.

This paper discusses the history of treaty-making between Pacific island nations and European powers during the nineteenth century in order to assess the validity of the Treaty of Waitangi at international law. The author also draws some brief comparisons with treaty-making in Africa. The particular focus of the paper is an assessment of how the colonial powers would have viewed a document such as the Treaty. The conclusion of the paper is that the signatories would have presumed that the Treaty would have serious effect, and would be binding in international law.Editor’s note: This paper was originally written in 1987 as part of the Administrative Law LLM course at Victoria University of Wellington. After it was recently cited with approval in Sir Kenneth Keith's article "Public Law in New Zealand" (2003) 1 New Zealand Journal of Public and International Law 3, it transpired that access to the paper was very limited. Despite its age, and the fact that much scholarship has been done in the intervening time, on the Treaty in particular, the material is still of considerable interest. Some changes have been made to the original text to cater for the passage of time.

While New Zealand has a long history of providing special classes for the educationally handicapped, (Havill & Mitchell 1972) substantial specialized training programmes at a post-graduate level for teachers of these classes are a comparatively recent development. Apart from well-established courses for speech therapists and teachers of the deaf, the first systematic attempt to develop specialized training programmes for teachers in Special Education in New Zealand was the establishment in 1974 of a one-year post-graduate course for teachers of the Educationally Handicapped at Christchurch Teachers College.


The article presents the main historical stages of the formation and evolution of the School of medicine of V.N Karazin Kharkiv National University. The most famous scientists of the 19th and 20th centuries are covered. Their names and fates are closely associated with Karazinsky. The information about the revival and activity of the faculty from 1993 up to the present time is given. Kharkiv National University named after VN Karazin was founded on November 17, 1804, and solemnly opened 29 (17 in the old style) in January 1805. Since its inception, the Karazin University is an integral part of the cultural, scientific and educational history of Ukraine, occupying leading positions among higher education institutions throughout its existence. At the time of the University's opening, a medical faculty was established in its staff. Therefore, the history of the medical faculty begins on January 29, 1805, making it the oldest center of higher medical education in Ukraine. The glorious history of the Faculty of Medicine of Karazin University has created numerous pages in the history of medicine. The first medical students appeared in 1809-1810. Thus, in the first 30 years of the existence of the medical faculty, about 300 doctors were released. But before that, the professors of the faculty did not spend time, but taught medical sciences to students from the Kharkov college, whose leaders always supported the university and, in particular, medical education. So, in the 18th century, the Kharkiv Collegium directed to send the best students to medical schools. One of these "best" students was Joseph Mukhin, who became an outstanding physician and founder of domestic traumatology. Another pupil of the Kharkiv Collegium, who succeeded in the field of medicine, was Hryhoriy Bazylevych, who became the first domestic clinical professor.

On December 22, 2017 the Ukrainian Diplomatic Service marked the 100thanniversary of its establishment and development. In dedication to such a momentous event, the Department of International Relations of Yuriy Fedkovych Chernivtsi National University has published a book of IR Dept’s ardent activity since its establishment. It includes information both in Ukrainian and English on the backbone of the collective and their versatile activities, achievements and prospects for the future. The author delves into retracing the course of the history of Ukrainian Diplomacy formation and development. The author highlights the roots of its formation, reconsidering a long way of its development that coincided with the formation of basic elements of Ukrainian statehood that came into existence as a result of the war of national liberation – the Ukrainian Central Rada (the Central Council of Ukraine). Later, the Ukrainian or so-called State the Hetmanate was under study. The Directorat (Directory) of Ukraine, being a provisional collegiate revolutionary state committee of the Ukrainian People’s Republic, was given a thorough study. Of particular interest for the research are diplomatic activities of the West Ukrainian People`s Republic. Noteworthy, the author emphasizes on the Ukrainian Socialist Soviet Republic’s foreign policy, forced by the Bolshevist Russia. A further important implication is both the challenges of the Ukrainian statehood establishing and Ukraine’s functioning as a state, first and foremost, stemmed from the immaturity and conscience-unawareness of the Ukrainian society, that, ultimately, has led to the fact, that throughout the twentieth century Ukraine as a statehood, being incorporated into the Soviet Union, could hardly be recognized as a sovereign state. Our research suggests that since the beginning of the Ukrainian Diplomacy establishment and its further evolution, it used to be unprecedentedly fabricated and forged. On a wider level, the research is devoted to centennial fight of Ukraine against Russian violence and aggression since the WWI, when in 1917 the Russian Bolsheviks, headed by Lenin, started real Russian war against Ukraine. Apropos, in the about-a-year-negotiation run, Ukraine, eventually, failed to become sovereign. Remarkably, Ukraine finally gained its independence just in late twentieth century. Nowadays, Russia still regards Ukraine as a part of its own strategic orbit,waging out a carrot-and-stick battle. This article argues for more extensive attention by environmental historians to the role of agriculture and animals in twentieth-century industrialisation and globalisation. To contribute to this aim, this article focuses on the animal feed that enabled the rise of ‘factory farming’ and its ‘shadow places’, by analysing the history of fishmeal. The article links the story of feeding fish to pigs and chickens in one country in the global north (the Netherlands), to that of fishmeal producing countries in the global south (Peru, Chile and Angola in particular) from 1954 to 1975. Analysis of new source material about fishmeal consumption from this period shows that it saw a shift to fishmeal production in the global south rather than the global north, and a boom and bust in the global supply of fishmeal in general and its use in Dutch pigs and poultry farms in particular. Moreover, in different ways, the ocean, and production and consumption places of fishmeal functioned as shadow places of this commodity. The public health, ecological and social impacts of fishmeal – which were a consequence of its cheapness as a feed ingredient – were largely invisible on the other side of the world, until changes in the marine ecosystem of the Pacific Humboldt Current and the large fishmeal crisis of 1972–1973 suddenly changed this.
