Abstract. For the first time, the article highlights the continued interest of researchers and artists in the memorial of ancient Russian literature of the end of the 12th century, "The Tale of Igor’s Campaign" at the present stage. The peculiarities of the decoration of editions dedicated to the poem performed by domestic artists in the second half of XX — beginning of XXI centuries are investigated. The pearl of ancient Russian literature of the end of the XII century, «The Tale of Igor’s Campaign» does not leave many generations of its admirers indifferent. The 200 th anniversary of the release of the monument of Ukrainian culture has passed, and the interest in the «The Tale of Igor’s Campaign» has not subsided. The magic of this work continues to attract new researchers and artists. Anniversary dates helped to increase interest in the landmark. On the occasion of the 150 th anniversary of the first printing of the poem, J. Hnizdovsky in New York illustrated and artfully decorated the anniversary edition. A quarter of a century the design and illustrations for the poem were performed by Kyiv’s I. Selivanov. G. Yakutovich’s editions, created in the Dnipro publishing house as souvenirs, look like real masterpieces. The engravings of G. Yakutovich were already heard in another edition of «The Tale of Igor’s Campaign», which came out of print in the Kiev publishing house Veselka in 2008. In 1989, the publishing house «Soviet School» published a thorough edition of «The Tale of Igor’s Campaign», illustrations, layout and decoration of which were made by V. Lopata, and the editing and notes by O. Mishanych. The artist’s works are multifaceted in composition and imbued with special drama and symbolism with expression. Equally interesting was the 2015 edition, commissioned by the State Committee for Television and Radio Broadcasting of Ukraine under the Ukrainian Book program. Particularly noteworthy are the graphic works by V. Yefimov from Odessa and M. Bondarenko from Sumy region, who embodied their preferences and unique manners in the work on the poem.

Abstract In this article, a microbial inoculant acting as a biofertilizer is considered as a biostimulant, consisting of three strains of local salt-tolerant strains of rhizobacteria Pseudomonas stutzeri SKB308, Bacillus subtilis SKB309, Bacillus megaterium SKB310. The authors have developed and introduced into agricultural practice an experimental sample of the biological product ‘Zamin-M’, which increases the resistance of cotton to stress conditions of soil salinity. It is proved that the biological product ‘Zamin-M’ increases soil fertility has a beneficial effect on the enzymatic activity of the soil and the development of a population of beneficial microorganisms. The bioproduct ‘Zamin-M’ is presented as a new stimulant in the practice of growing cotton in saline conditions. An agricultural technique for the use of a local biological product in agriculture has been developed. The ‘Zamin-M’ is included by the State Committee of the Republic of Uzbekistan in the list of agrochemicals and pesticides permitted for use in agriculture of the Republic of Uzbekistan (certificate No. 1A1005).

Sukachev Institute of Forest Siberian Branch of the Russian Academy of Sciences USSR (1977–1988), chairman of USSR State Committee of Forestry (1988–1991), creator and the first director of CEPF RAS (1991–2004), scientific advisor of CEPF RAS (2004–2018), chairman of the Scientific Council of the Russian Academy of Sciences on forests (until 2018), editor-in-chief «Russian Journal of Forest Science» (1980–2018).

Abstract The 74th step of "100 Concrete Step of Nation Plan" initiated by the first president of the Republic of Kazakhstan (RoK) Nursultan Nazarbayev states that Kazakhstani reserves reporting system must be changed to the international standards. One of them actively proposed is the SPE-PRMS. Therefore, the main goal of the paper is to show challenges of the transition, discuss possible problems, their solution and, eventually, advantages for the companies. In the paper the main aspects of the current State Committee of Reserves (SCR) system or well-known as GKZ system inherited from the Soviet system and used in Kazakhstan are reported. Especially, we try to highlight the reserves categories of A, B, C1 and C2 and their impact on further field development in details. Also SPE-PRMS and SEC rules are shown in terms of differences and similarities with the current system. Importantly, authors demonstrate how the SPE-PRMS standards are wide-spread around the globe. Finally, details of planned shift, some recommendations and simplification of reporting process are exhibited. As the result of the study the following points are investigated. Firstly, what will be with reports just recently approved by the SCR. Especially, for the big fields whose preparation takes up to several years. Secondly, what the frequency is for the reporting. Thirdly, whether the reports will be handled through several approval stages or just submitted. Moreover, how close to SPE-PRMS the new system should be adopted taking into account Kazahstani realities and if the reports should be composed in English along with Russian, since the main purpose of the transition is to be clear and transparent for the foreign investors. Otherwise, unfamiliar language and big deviation from the well-known standards may ruin the efforts. Despite the complexity of these issues the benefits of the new system are obvious and there are several reasons. The main advantage is that the SPE-PRMS is all about economically recoverable reserves without any ties with fixed recovery factor. In addition, report is done in short time and less volume. Finally, if the norm of the report's submission without going to tedious approval process is accepted, that will ease work of the subsoil users’ because it accelerates further preparation of field development project. The study is done due to recent changes of the RoK subsoil usage regulations, where the requirement for reserves reporting system's transition to the new international standards is mentioned. However, the issue is not much highlighted in technical publications from the operating companies’ point of view. Thus, having experience with GKZ, SPE-PRMS and SEC systems the authors take this opportunity to show challenges and benefits of the decision.

Aim. The article considers materials that allow evaluating the way of establishment of medical service for customs authorities during the XIX–XX centuries. Material and methods. The study was conducted in a combination of the main methodological principles – historicism, objectivity, and comprehensiveness of the research. Materials stored in the funds of the Central Museum of the Federal Customs Service, electronic resources allowing access to the Full Collection of laws of the Russian Federation were considered. Results and discussion. Before the beginning of the 19th century there was virtually no medical care for customs officials. The key role in the establishment of medical service provision was played by the «Charter of frontier and port quarantines», which determined the presence of doctors or staff-medics in the staff of Quarantine Offices, who were supposed to provide free of charge assistance to quarantined and quarantine survivors. Later, the emphasis in providing medical care for customs officials shifted to hospitals and military hospitals. Most likely, it was due to the huge length of the Russian Empire borders, along which the customs houses, customs outposts and posts were located. The changes in socio-political system in 1917 had their effect on the processes occurring with the provision of medical services in the country and in the customs office. In the period after the Great Patriotic War, medical services to employees of the department began to be provided in the outpatient clinic created under the USSR Ministry of Foreign Trade, and since 1957 – in the outpatient clinics of the USSR State Committee on Foreign Economic Relations, as well as in the inpatient clinics which were part of the structure of the USSR Ministry of Health. Conclusion. In the Russian Empire, customs houses, customs outposts and posts were located on the border, designed to solve a complex of problems in the border areas. The study of the historical experience of their medical service allows us to make more rational managerial decisions at the level of the Federal Customs Service in the future.

Legislation on industrial safety in the Republic of Uzbekistan appeared with the adoption of the Law «On industrial safety of hazardous production facilities». This law formulates the industrial safety requirements that must be met at all stages of the operation of a hazardous production facility, from its design, location and ending with decommissioning. In accordance with Article 5 of this Law, hazardous production facilities are subject to mandatory registration in the state register by a specially authorized state body in the field of industrial safety. To meet the requirements for the implementation of the law, the State Committee for Industrial Safety adopted the relevant orders on organizing the maintenance of the state register. The article deals with the actual problem of improving the system of the Unified State Register of hazardous production facilities of the Republic of Uzbekistan. The program was developed that contains the information about hazardous production facilities, the registration, and the further maintenance of the system of the Unified State Register of hazardous production facilities are conducted. The program is implemented in the modern unified electronic register State Register of Hazardous production facilities of the Republic of Uzbekistan. The specified electronic register is introduced into the electronic document management program PEGAS of the State Committee for Industrial Safety. Maintaining the Unified State Register and accounting of hazardous production facilities, as well as the accumulation, analysis, and storage of the systematized information about operating facilities, organizations and individual entrepreneurs operating these facilities, provide efficient management and control over hazardous production facilities.

The issue of the implementation of repressions against the “Trotskyists”, “Zinovievites”, “Rightists” and other “enemies of the people” living in the Kirghiz SSR in 1937—1938 is examined in the article. Both objective and subjective prerequisites for the punitive activities of the security agencies in the first years of Soviet power are considered. The relevance of the study is due to the interest of scientists and the public in the period of Stalinist repressions, the assessment of these events. The study was carried out on the basis of materials from the archives of the State Committee for National Security. The novelty of the research is due to the fact that these documents are introduced into scientific circulation for the first time. In addition, statistics are provided on some categories of repressed in the republic, which are also published for the first time. A rethinking and political assessment of the events of this difficult period is proposed. The repressive activities against the so-called “enemies of the people” in the political aspect are analyzed, since the special services were an instrument of the ruling party and obeyed. The role and place of the security agencies, the mechanism for implementing repressions and illegal methods of conducting investigations based on archival documents of the State Committee for National Security of the Kyrgyz Republic are shown.

Abstract Desmodus rotundus is one of the wild animal species that has benefitted by habitat alteration and its population has increased due to livestock activities. Because vampire bats have caused economic losses to livestock production by feeding from these and other mammals and being the main rabies virus transmitter for cattle, population control campaigns have been implemented in Mexico. Yucatan is one of the seven most impacted States in Mexico by the number of cattle rabies cases per year, however, there is little research on vampire bat populations and attacks to cattle frequency patterns has never been analyzed so far. This study’s objective was to analyze the relationship between D. rotundus abundancy and number of bovines attacked in livestock landscapes in Yucatan. The study used data gathered by the State Committee for Protection and Promotion of Livestock in Yucatan through the National Campaign for Vampire Bat Population Control. Data from January 2014 to December 2017 was analyzed using Pearson correlation and bat abundancy and number of bovines attacked distribution maps. Greater abundancy of vampire bats and number of cattle attacked were observed in the central region of Yucatan, particularly in Izamal municipality. Positive correlation was found between 1) Abundancy of vampire bats and number of cattle in the region, 2) Total number of cattle and number of cattle attacked, and 3) Abundancy of vampire bats and number of cattle attacked. We can conclude that the relationship between abundancy of vampire bats and frequency of cattle attacked is positive.
