<p>he Māori Television Service emerged in 2004 after many years of political agitation by Māori for the New Zealand government to protect and promote Māori language and culture. Given the subsequent broadcaster’s role in promoting te reo me ngā tikanga Māori, this research project seeks to answer the questions: what strategies for language revitalisation are revealed in the Māori Television Service’s governing policy documents produced from 2003-2013, and how are the Māori Television Service’s strategies for language revitalisation informed by the operating environment of the broadcaster? To answer these questions, discourse analysis of the Māori Television Service’s governing policy documents, and those which inform it, is used to reveal the broadcaster’s strategies for language revitalisation. These documents are contextualised in relation to the wider Māori language struggle, the New Zealand broadcast industry, and socio-political, cultural and economic shifts between 2003 and 2013. Such contextualisation demonstrates the purpose of the broadcaster’s strategies for language revitalisation, how and why these strategies have changed and how these shifts reflect the Māori Television Service’s negotiation of different stakeholders.  Research findings suggest that the Māori Television Service has deployed a range of strategies that enable it to meet its legislative obligations as well as respond to community and industry stakeholders. These strategies include building an audience for its language programming content, operating as a financially prudent Māori organisation, and developing programming strategies in light of technological shifts. The thesis argues that these strategies contribute to the naturalisation and normalisation of te reo me ngā tikanga Māori within the national imaginary, and that these reflect key tactics for language revitalisation as set out in the 2003 Māori Language Strategy. The thesis also identifies a shift from the Māori Television Service’s focus on language programming quantity to language programming quality, and a shift to focusing on te reo speakers over a broad viewer base, across the ten year period of the broadcaster’s existence. The thesis aligns these more recent language programming strategies in relation to current changes in language revitalisation activities. In revealing the competing pressures faced by the broadcaster, this thesis highlights the role the Māori Television Service has played in increasing the symbolic value of te reo Māori, as well as how it has contributed to language revitalisation strategies in sectors beyond broadcasting.</p>

In this first edition book, editors Jolly and Jarvis have compiled a range of important, contemporary gifted education topics. Key areas of concern focus on evidence-based practices and research findings from Australia and New Zealand. Other contributors include 14 gifted education experts from leading Australian and New Zealand Universities and organisations. Exploring Gifted Education: Australian and New Zealand Perspectives, introduced by the editors, is well organised. Jolly and Jarvis’s central thesis in their introduction is to acknowledge the disparity between policy, funding and practice in Australia and New Zealand. Specifically, in relation to Australia, they note that a coordinated, national research agenda is absent, despite recommendations published by the Australian Senate Inquiry almost 20 years ago.

In this article, we refer to the separation of solid organs from the body as bio-objects. We suggest that the transfer of these bio-objects is connected to emotions and affects that carry a range of different social and cultural meanings specific to the context of Aotearoa New Zealand. The discussion draws on research findings from a series of qualitative indepth interview studies conducted from 2008 to 2013 with Māori (the Indigenous people of Aotearoa New Zealand) and Pākehā (European settler New Zealanders) concerning their views on organ donation and transplantation. Our findings show both differences and similarities between Māori and Pākehā understandings of transplantation. Nevertheless, while many Māori draw on traditional principles, values and beliefs to reflect on their experiences in relation to embodiment, gift-giving, identity and well-being, Pākehā tend to subscribe to more Western understandings of identity in terms of health and well-being, in line with international literature on the topic. Rather than reflecting individualistic notions of the body and transplantation as the endpoint of healthcare as do Pākehā, Māori views are linked to wider conceptions of family, ancestry and belonging, demonstrating how different rationalities and ontologies affect practices and understandings surrounding organ transfer technology. In the article, we focus predominantly on Māori perspectives of organ transfer, contextualising the accounts and experiences of our research participants against the backdrop of a long history of settler colonialism and health inequalities in Aotearoa New Zealand.

<p>In the early 1890s Harry Atkinson, the subject of this thesis, travelled to England and spent a year as foundation secretary of the Manchester and Salford Labour Church. In Manchester Atkinson worked closely with the Churchʼs founder John Trevor, took part in Labour Church services and worked with a variety of British socialist intellectuals and activists including Ben Tillett, Edward Carpenter and Robert Blatchford. Atkinson returned to New Zealand in late 1893 and three years later founded the Socialist Church in Christchurch. This was not a Church in the traditional sense—rather, it was a site for the debate, discussion and dissemination of radical and socialist literature and ideas, and a platform for political agitation and social reform. Its creed was to ‘promot[e] a fellowship amongst those working for the organisation of Society on a basis of Brotherhood and Equality’. Members of the Church included Jack McCullough, James and Elizabeth McCombs and Jim Thorn. The critical, yet downplayed, role that Atkinson played working behind the scenes as an important mentor and conduit in the emergent socialist subculture in Christchurch from 1896 to 1905 has been for the most part unexplored in New Zealand labour historiography. This thesis addresses this imbalance and examines the intellectual and associational activity of Harry Atkinson during the period 1890 to 1905 and reconsiders the work and key concerns of the Christchurch Socialist Church. It argues that the form of ethical socialism Atkinson experienced in Manchester, and later promulgated through the Socialist Church, has been mischaraterised as vague or, inaccurately, Christian Socialist. By situating Atkinson’s beliefs and activities within a wider transnational context of 1890s ‘New Life’ socialism, we can see his ideas and work as part of a broader ‘world of labour’, shaped by multi-directional flows and contacts. The varied networks through which Atkinson was exposed to books and ideas are illustrated and the thesis attempts to trace the diversity of his, and others, associational activity. It suggests that the colonial New Zealand socialism of the 1890s was not ‘without doctrine’, and that individuals engaged in richer intellectual and associational lives than is often acknowledged. However, it is shown that Atkinson and members of the Church, though inspired by foreign or overseas experiences, ideas and literature, focused primarily on local issues. These are also surveyed and include agitation for municipal government, female equality and the radical reform of democratic institutions. It is argued that a reconsideration of the lived experience of Atkinson and his wider circle provides a lens to investigate some important aspects of colonial New Zealand radicalism and socialism, outside the usual foci of trade unions, the workplace and formal labour politics.</p>

Purpose This paper aims to examine indigenous governance and economies of iwi Maori (Maori tribes) in Aotearoa New Zealand. Research into persisting inequities amongst iwi that have settled treaty claims and the potential for intervention through new governance models and indigenous entrepreneurship contextualise the paper. Design/methodology/approach Kaupapa Maori (Maori philosophy) is used as an indigenous methodology to facilitate and empower transformative change, underpinned by Maori knowledge, language and culture. A multi-level approach is used to collect data from international, national and local tribal organisations. Validity is established through stakeholder engagement. Findings A central challenge in the post-treaty settlement context is exponentialising tribal capabilities because of the multiple purposes ascribed to post-settled iwi. Four themes, characterised as “unfolding tensions”, offer a critique and basis for solving tribal development challenges: how do tribes create culturally grounded global citizens; how do tribes rebalance wealth creation and wealth distribution; how do tribes recalibrate tribal institutions; and how do tribes embed entrepreneurship and innovation within their economies? Research limitations/implications As data collection is still underway, the paper is conceptual. Practical implications Five strategies to address unfolding tensions are identified for tribes to consider. Social implications Tribal governors and tribal members are implicated in the analysis, as well as the architects of post-treaty settlement governance models. Originality/value The paper contributes to theorising about tribal governance, economies and entrepreneurship.

Context Dairy farming will be increasingly scrutinised for its environmental impacts, in particular for its impacts on freshwater quality in New Zealand and elsewhere. Management and mitigation of high nitrate losses is one of the greatest water-quality challenges facing dairy farming in New Zealand and other countries. Management of critical flow pathways and nitrate-attenuation capacity could offer potential solutions to this problem and help maintain dairy-farming productivity, while reducing its water-quality impacts. Aims The present paper reviewed the key water-quality issues faced by dairy farming and assessed potential of emerging edge-of-paddock technologies, and catchment-scale nutrient-attenuation practices, to reduce nitrate losses from dairy farming to receiving water bodies. Methods We developed a conceptual catchment-scale modelling analysis assessing potential natural and built attenuation of nitrate losses from dairy farming in the Tararua and Rangitikei catchments (located in the lower part of the North Island, New Zealand). Key results This exploratory analysis suggests that a reduction of greater than 25% in the river nitrate loads from dairy-farming areas could potentially be achieved by spatially aligning dairy land with areas of high subsurface nitrate-attenuation capacity, and by managing critical flow pathways using innovative edge-of-field technologies such as controlled drainage, drainage-water harvesting for supplemental irrigation, woodchip bioreactors, and constructed wetlands in the study catchments. Conclusions The research findings highlighted the potential to better understand, map and effectively utilise existing natural and new built-in nitrate-attenuation capacity to significantly reduce water-quality impacts from dairy farming across environmentally sensitive agricultural catchments. This knowledge and tools could help farmers close the gap between what can be achieved with current, in-field mitigation practises and the nitrogen-loss allocation imposed by regulatory authorities. Implications However, the research findings presented here are based on a coarse-scale, conceptual modelling analysis, and therefore further research is recommended to develop tools and practices to better understand, map and effectively utilise existing natural and new built-in nitrogen attenuation capacity at farm-scale to achieve productive and environmentally friendly pastoral dairy farming across agricultural landscapes.

The purpose of this article is to present the research findings from a qualitative study on a type of second migration experienced by Korean-New Zealand immigrants in Australia. Data were collected from 16 in-depth interviews with those people who initially moved from South Korea to New Zealand, and then migrated to Australia. The study findings show that the participants were likely to experience ‘soft-landing’ relocation, ethnically internal belonging and identity flexibility. A critical reflection on this second-migration phenomenon is presented in order to help social work professionals broaden their perspectives on today’s fluid migration and its implications for practice.

International research findings and anecdotal evidence alike suggest that new accountancy graduates often begin their careers with inadequate oral communication skills. However, there is a lack of well-grounded empirical data concerning precisely what accountancy employers mean by “oral communication” and what specific skills they value most highly. This article describes a research project investigating the importance of 27 oral communication skills for students intending to begin an accountancy career in New Zealand, as perceived by chartered accountancy professionals. It also examines how frequently accountancy employers are finding these desired skills in new graduates. The findings reported in this study offer important guidance concerning the oral communication skills that new graduates will find most useful in the New Zealand accountancy workplace and suggest useful directions for accountancy students internationally.
