En aras de restituir la experiencia histórica de un sujeto histórico anónimo por antonomasia, como es el sujeto campesino, emerge la necesidad de aproximarnos a sus comportamientos políticos; en suma, a sus respuestas individuales y colectivas ante la articulación de un sistema de poder que adquiere la forma de liberalismo oligárquico hasta la instauración del sufragio universal masculino, en 1890. Así pues, el análisis de los marcos político-electorales, en tanto que continuum de la realidad social, se presenta como eje fundamental para aprehender las complejas relaciones entre campo y ciudad, al tiempo que permite proyectar una mirada «desde abajo», hacia las clases campesinas, como «desde arriba», hacia la génesis histórica de las élites. Abstract For the sake of reinstating the historic experience of a historic anonymous subject par excellence, as is the peasant subject, as is the peasant subject, the need to approach his political attitude emerges; in short, his response, both individually and collectively to the articulation of a power system which comes in the shape of oligarchic liberalism until the establishment of male universal suffrage, in 1890. So, the analysis of the political-election frames, as continuum of the social reality, shows up as the fundamental axis in order to seize the complex relationships between the countryside and the cities, at the same time enabling us to take a look, both ‘from below’, at the peasant status, and ‘from the top’ to the historical genesis of the elites. The article explores some of the composite concepts of democracy that were used in Sweden, primarily by the Social Democrats during the interwar years. Should these be seen as pluralizations of the collective singular democracy or as something qualitatively new? By showing how these concepts relate to each other and to democracy as a whole, the article argues that they should be considered statements about democracy as one entity, that democracy did not only concern the political sphere, but was generally important throughout the whole of society. The article also examines the Swedish parliamentarians' attitudes toward democracy after the realization of universal suffrage, and argues that democracy was eventually perceived as such a positive concept that opponents of what was labeled democratic reforms had to reformulate the political issues into different words in order to avoid coming across as undemocratic.

ResumenEl objetivo de este artículo es presentar los aspectos teórico-metodológicos y los resultados de una investigación sobre la construcción de los sujetos en el discurso del presidente de ColombiaÁlvaro Uribe Vélez (2002-2010). En esta se propone evidenciar la orientación social del discurso y el uso de procedimientos que instauran un ethos de credibilidad en la sociedad, y que seconstituyen en mecanismos de control y de legitimación del poder. Este artigo apresenta uma análise sobre como o jornal O Estado do Maranhão (MA) se apropria da sua página no Facebook como espaço para difundir conteúdo jornalístico. A abordagem metodológica é quantitativa e qualitativa a partir da análise do conteúdo de 608 posts extraídos da fanpage do jornal e de entrevista com a responsável pela versão digital do veículo. A pesquisa tem por objetivo analisar as características dos conteúdos distribuídos pela rede social, especialmente observando o espaço destinado para temas políticos e eleitorais. A análise trabalha com as seguintes características: temas, tema eleitoral, abrangência, valência e interação. Como resultado principal ressalta-se que O Estado do Maranhão concedeu espaço considerável para o tema político-eleitoral, com baixa presença de entretenimento.   PALAVRAS-CHAVE: Jornalismo; redes sociais; eleições.   ABSTRACT This article presents an analysis of how the newspaper O Estado de Maranhão (MA) appropriates the Facebook page as a space for disseminating journalistic content. The methodological approach is quantitative and qualitative from the content analysis of 608 posts extracted from the fanpage of the newspaper and interview with the responsible for digital part of the vehicle. The research aims to analyze the characteristics of the contents distributed by the social network, especially observing the space destined for electoral subjects. The analysis discuses these characteristics: themes, electoral theme, scope and engagement. As a main result, O Estado do Maranhão granted considerable space for the political-electoral theme.   KEYWORDS: journalism; social networks; elections.     RESUMEN Este artículo presenta un análisis sobre cómo el diario El Estado de Maranhão (MA) se apropia de su página en Facebook como espacio para difundir contenido periodístico. El enfoque metodológico es cuantitativo y cualitativo a partir del análisis del contenido de 608 posts extraídos de la fanpage del periódico y de entrevista con la responsable de la parte digital del vehículo. La investigación tiene por objetivo analizar las características de los contenidos distribuidos por la red social, especialmente observando el espacio destinado a temas electorales. El análisis trabaja con las siguientes características: temas, tema electoral, alcance y la relación com os lectores. Como resultado principal se resalta que el Estado de Maranhão concedió espacio considerable para el tema político-electoral.   PALABRAS CLAVE: periodismo, redes sociales, elecciones.

Resumen: Aunque en las ultimas décadas la historia militar ha logrado evolucionar y diversificar sus objetivos de análisis, todavía son muchos los estudiosos que identifican esta disciplina con el estudio del armamento y la narración de las batallas. Por ello, el objetivo de este trabajo es poner de relieve la importancia que tiene la historia militar como herramienta de análisis con la que poder comprender los fundamentos sociales y económicos de una determinada época. Para ello, nos serviremos del estudio de las campanas que tuvieron lugar en la frontera castellano-portuguesa en el contexto de la Guerra de Sucesión de 1475.Palabras clave: Guerra, historia militar, historiografía.Abstract: Although military history has managed to develop and diversify its areas of analysis over the past few decades, there are still many researchers who identify this discipline with the study of weaponry and description of battles. The aim of this project is therefore to highlight the importance of military history as a tool for analysis, which can be used to understand the social and economic foundations of any given era. To bear this out, we analyse campaigns on the Castilian-Portuguese border during the War of Succession of 1475.Key words: War, military history, historiography.

Abstract. Until now, the development process in most Third World countries including Indonesia still places women as second-class citizens; while leaving a latent environmental crisis problem. This paper examines the influence of development practices through the face of mining corporations, and examines the experiences of the struggles of the people who are in the circle of power relations. The global ecofeminism approach of Vandana Shiva and Maria Mies is used as a linguistic nomenclature that helps explain each of the key words in concepts that have previously been tendered by the patriarchal power system. In the end, the value of ecofeminism as the ethics of life becomes a solutive choice to restore traditional and relational awareness that transcends the binary barriers of the human genitals, and transcends the boundaries of human egoism towards non-humans.Abstrak. Hingga kini, proses pembangunan di sebagian besar negara Dunia Ketiga termasuk Indonesia masih menempatkan perempuan sebagai warga kelas dua; sekaligus menyisakan problem krisis lingkungan yang laten. Tulisan ini mengkaji pengaruh praktik pembangunanisme melalui wajah korporasi tambang, serta mengkaji pengalaman perjuangan masyarakat yang berada di dalam lingkar relasi kuasa tersebut. Pendekatan ekofeminisme global Vandana Shiva dan Maria Mies digunakan sebagai nomenklatur linguistik yang membantu memaparkan setiap kata kunci dalam konsep- konsep yang sebelumnya telah tergenderkan oleh sistem kuasa patriarki. Pada akhirnya, nilai ekofeminisme sebagai etika kehidupan menjadi pilihan solutif untuk mengembalikan kesadaran tradisional dan relasional yang melampaui sekat-sekat biner kelamin manusia, serta melampaui sekat egoisme manusia terhadap non-manusia.

Este artículo es parte de las reflexiones realizadas en el marco del proyecto de Investigación “Participación ciudadana y construcción de ciudadanía en la Península de Osa, Puntarenas”, adscrito a la Vicerrectoría de Investigación de la Universidad de Costa Rica. RESUMEN Conforme la problemática ambiental se agudiza, diferentes actores sociales y profesionales incorporan este tema dentro de sus objetos de acción política, de investigación, acción social y docencia. De modo que si bien en la actualidad, Costa Rica es ubicada entre las experiencias exitosas de conservación ambiental, la historia pasada y presente demuestra que tal afirmación es falaz, y que existe un abismo importante entre las acciones políticas del Estado, y la de los sectores sociales –por lo general populares– en cuanto al tema ambiental y a los esfuerzos de protección que impulsan. Este artículo explora dimensiones de participación social en la zona sur del país, otrora enclave bananero, que en la actualidad se debate entre un desarrollo que respete y aproveche los recursos naturales existentes, o que en su lugar los deprede, generando una integración socioeconómica que cambiaría de forma radical las expresiones culturales y sociales de sus habitantes. Although Costa Rica is currently regarded as an example of successful environmental conservation stories, past and present history shows that this claim is false, and that there is a significant gap between the political actions of the State, and the social sectors-usually popular, in terms of the environmental issue and protection efforts they have both proposed. This article explores dimensions of social participation in the south of the country, a former banana enclave, which is currently being framed by a development that both respects and maximizes existing natural resources, or, in turn, it devastates them, creating a socio-economic integration that would radically change social and cultural expressions of its inhabitants. The article focuses on Michel Foucault’s work with the social history of medicine and evaluates its potential for analyzing the political impact of the COVID-19 pandemic. Foucault reveals the bond between quarantine measures in European cities and the gradual perfection of techniques of power. He uses organized anti-epidemic activities applied to leprosy and plague as examples of “compact models” of power relations that he discusses in terms of exclusion and discipline. He reveals complex relationships between the physical body of an individual and what he calls the “social body” of a state. Foucault describes how “health policy” was formed during the second half of 18th century when it drastically changed urban space and became one of the key techniques of government. In Foucault’s lectures published as Security, Territory, Population, he turns to the concept of a “prevailing” or literally “reigning” disease. The countermeasures against the disease enable the development of special techniques applicable to the population in a given historical period. He uses the statistical description of patients suffering from smallpox as an example of how a regime of power and government of the population develops by invoking security and risk assessment. In the concluding section, the author estimates the potential of Foucauldian historical analysis as a tool for anticipating the tendencies inherent in the techniques of power mobilized to combat the COVID-19 pandemic.

One of the most controversial legislative matters considered by the Seventy-eighth Congress was the question of whether or not Congress should simplify voting procedures for service men and women. The popular feeling of the nation strongly favored giving the armed forces every opportunity to vote, not inconsistent with the necessities of war. The controversy in Congress was not restricted entirely to the constitutional question of whether or not Congress had the legal power to provide soldiers with a federal ballot by which they could vote for president, vice-president, representatives, and senators, but in addition, it raised social and political questions of great magnitude. The political significance of the service vote became increasingly apparent when the Gallup Poll announced on December 4, 1943, that the soldier vote, which favored President Franklin D. Roosevelt by 61 per cent, could break the apparent even division of the electorate between the two parties and assure Roosevelt of reëlection. The social significance of liberal federal legislation on the issue was obvious, since numerous states have suffrage laws to prevent the practice of universal suffrage.

BRAZIL AND THE BELIEF IN A FUTURE THAT NEVER TAKES PLACE: reflections about the forms of recognition of the Brazilian guyEL BRASIL Y LA CRENZA EN UN FUTURO QUE NUNCA SE REALIZA: reflexiones sobre las formas de reconocimiento del sujeto brasileñoO presente artigo trata das formas de reconhecimento através das quais o sujeito brasileiro se reconhece. Dentre os elementos que compõem essas formas, está a memória e o imaginário nacional. Veremos que, no Brasil, os mitos nacionais não ajudam a organizar, não têm um papel organizador da sociedade (como em outros países), mas, antes, são instrumentos de autoilusão. O drama do país, assim, jaz no contraste entre imaginário (ou sonho) e realidade. Entre aspiração (aquilo que gostaríamos de ser) e realização (aquilo que somos na prática). Ainda veremos que o aspecto social está totalmente desvinculado do aspecto político no Brasil (ao contrário do que vemos em países desenvolvidos).Palavras-chave: Brasil; Reconhecimento; História; Memória Nacional.ABSTRACTThis article deals with the forms of recognition through which the brazilian subject is recognized. Among the elements that make up these forms, they are memory and the national imagination. We see that in Brazil, the national myths do not help to organize, do not have an organizing role of society (as in other countries), but rather are self-delusion instruments. The country’s drama thus lies in the contrast between imaginary (or dream) and reality. Between aspiration (what we would like to be) and realization (what we are in practice). En este artículo se exploraron los cambios ocurridos en la percepción social del paisaje de amenazas en la ciudad de Mexicali, México, en 2006 y 2011. Esto se llevó a cabo mediante la comparación del número y tipo de peligros que los habitantes reportaron en dos encuestas locales. Este ejercicio permitió clasificar los peligros en “constantes” y “cambiantes”, y también identificar, a través de la observación de su manifestación física en el espacio urbano, las pautas de invisibilidad social, que ameritan ser consideradas en las estrategias de prevención de desastres. Palabras clave: percepción del riesgo; percepción del peligro; paisaje de amenazas; sesgo heurístico; invisibilidad social del riesgo; Mexicali. AbstractThe article explores the changes in the social perception of hazardscape in the city of Mexicali, México in 2006 and 2011. This is done by comparing the number and type of hazards that residents reported in two local surveys. This exercise allowed classifying the hazards in “constant" and "changing" in social perception and, by observing their physical manifestation in the urban space, to identify patterns of social invisibility that deserves consideration in strategies for disaster prevention. Key words: risk perception; hazard perception; hazardscape; heuristic bias; social invisibility of risk; Mexicali.
