The article describes the features of the use of modern information systems in the activities of the department of higher education institutions. The essence of information systems and the tasks they can perform are revealed. The features of relational and social interaction are described. The basic components of the parts that form the internal information base are determined. The directions of the introduction of information and communication technologies in the management and educational activity of an educational institution are considered. The dependence of the information system effectiveness on the correct strategy for the development, acquisition and use of software products is determined. The article describes the ways of developing and developing information management systems in a higher educational institution It is proved that the information systems use is a prerequisite for the activity of a modern higher education institution, which will promote the adoption of sound strategic management decisions aimed at increasing competitiveness and creating an adequate and efficient infrastructure.

One of the most widely researched issue on higher education relates to exposed paths that lead to academic success. Nowadays information systems represent an essential part of the education sector in many universities. In particular, the increasing of the number of students in higher education in Portugal leads to the progressive increase of student’s data contained in institutional information systems. This article aims to include the use of student data contained in the Fénix information system of a Portuguese higher educational institution, turning their information in an internal tool, to assist analysis and studies of internal academic success. Providing relevant data for queries can offer a clearer explanation of the paths to success in higher education. It can also help the identification of problems and failures aiming to support a more effective intervention of institutions and researchers to improve the academic success.

The purpose of this article is to analyse the interaction between the dynamic information environment (IE) and the operational environment to promote the cooperation of the higher education institution with business life and enhance the external impact of the institution on its environment. The dynamic IEs are analysed to manage the information systems and internal processes in an educational institution and their cooperating partners. This article is organised as follows: The article introduces the approach of IEs and operational environments. Then the concept of a dynamic IE is used to analyse the information systems used in the core internal processes of the higher education institution. The study also describes the partnership in a dynamic IE. Thereafter, a short case study is presented about partnership using the electronic Optima platform at the Turku University of Applied Sciences (TUAS). Finally, the results of the study are summarised in the concluding section.

Information technology has a significant role in the education field. One of the critical roles of information technology is in the form of managing the incoming and outgoing mails. State Polytechnic of Cilacap as a higher education institution feels this role. In this research, the author intends to develop the information systems of the incoming and outgoing mails which is accessible for mobile. The development of this information system implements the waterfall process model. The result of the user testing showed that 75% of the users responded it as excellent, 17% of the users responded it as good, and the rest responded it as enought.

Management Information Systems (MIS) is a data processing procedure based on the information technology as a tool to produce the information in a timely and effective way to support the management in decision making process. In developing a management information system, quality approach has become essential factor due to the function of quality control in assuring the performance of the organization activities. Establishing of Management Information Systems at the higher education institution driven by many reason, such as: (1) Management Information Systems is designed to support the operations, management, and decision functions of an organization, (2) Management Information Systems enable the organizations planning, control, and operational functions to be carried out effectively and the means of efficient coordination between Departments; quick and reliable referencing (3) Management Information System could be a tool by striving to  highest quality standards in the teaching and learning process, (4) Management Information Systems provides a valuable time-saving benefit to the workforce in term of quick and reliable referencing; access to relevant data and documents; use of less labor; improvement in organizational and departmental techniques; management of day-to-day activities and (5) Management Information Systems can effectively respond to the changing of society demands in their interest in dependable and reliable information as well as easily accessible with  interactively forms. This paper describes the quality approach in developing of Management Information system in Higher Education Institution, which highlighted the role Management Information Systems plays in the success of the operation and in allowing the higher education institution to evolve and meet the challenges posed by the government, students and other stakeholders.

The article describes the different approaches to the interpretation of educational innovations and innovations in education. The modern labor market requires graduates ability to operate such technologies and knowledge that meet the needs of the information society, prepare young people for new roles in this society. It is necessary to distinguish between the concepts “educational innovations” and “innovations in education”. Innovation in education is a broader concept than educational innovation. They include educational, scientific and technological, infrastructural, economic, social, legal, administrative and other innovations. Educational innovations are understood as a procedure or method of educational activity that differs significantly from established practice and is used to increase the level of efficiency in a competitive environment. Educational innovations include pedagogical innovation, scientific and methodological innovation, educational and technological innovation. It is substantiated that the education market is one of the most important elements of the national innovation system. Higher education institutions that have chosen an innovation-based development, become competitive leaders on the education market. The formation of new forms of education and the use of perfect controlling mechanisms at each educational institution will give the opportunity to create single educational space, which is able to meet the needs of society in quality education with specific opportunities of customers in the educational market. One of the most popular classes of educational systems is LMS - Learning Management System, which gives a possibility to implement support for the learning process through E-learning technology. However, such systems do not have sufficient functionality to automate other aspects of the activities of an educational institution. This situation has led to the fact that modern educational institutions are forced to use a whole set of different information systems, each of which solves a certain, strictly specialized range of tasks and complicates the effective use of automation. Thus, the aim of this research is to develop an approach to building a management system for a higher education institution based on a single hardware and software platform, which allows combining all areas of administrative and educational activities within a single system, as well as organizing the management of the educational process and monitoring of the quality of educational services. To achieve this goal, the paper addresses the task of creating a computer system for managing a higher education institution on the basis of a single, widely known platform LMS MOODLE. To accomplish this task, a unified model of interaction between the agents of the educational process has been proposed. This model makes it possible to complement the learning functions of the most popular platform with the solution of organizational tasks in managing a higher education institution and performance of workflow functions. The developed model of interaction between the agents of the educational process was used for processing the system of roles for the users of the system, which made it possible to expand the functionality of work with the database system, as well as to develop a computer based management system for an educational institution on the basis of a single platform. The proposed new technical solutions were introduced during the creation of information systems in such higher education institutions of Ukraine as Donbass State Technical University and Volodymyr Dahl East Ukrainian National University. In addition, the proposed solutions have been successfully applied to create information management systems for several general secondary schools in Lysychansk, Ukraine.

The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.

The importance and prospects for developing a model of teacher’s readiness for educational work with students at higher education institutions are determined by social factors such as: firstly, the educational influence of both the teacher and educational institution on the formation of the student’s personality, his/her initiative, creative approach to the organization of the teaching and educational process; secondly, the use of collective forms of educational activity where pedagogical education and the students’ independent activity are organically combined; thirdly, the development and improvement of the teacher’s educational activity, especially its organizational and communicative components. The developed model of teacher’s readiness for educational work is a system subordinated to certain tasks of methodological work which simultaneously allows teacher to successfully increase his/her readiness for educational work at the particular higher education institution. The model itself is a specific form of reflection, which contains information about the object. A characteristic feature of such models is their simplicity in comparison with the original or real-life situation which is modelled.
