Knowledge Management with Partners in a Dynamic Information Environment

The purpose of this article is to analyse the interaction between the dynamic information environment (IE) and the operational environment to promote the cooperation of the higher education institution with business life and enhance the external impact of the institution on its environment. The dynamic IEs are analysed to manage the information systems and internal processes in an educational institution and their cooperating partners. This article is organised as follows: The article introduces the approach of IEs and operational environments. Then the concept of a dynamic IE is used to analyse the information systems used in the core internal processes of the higher education institution. The study also describes the partnership in a dynamic IE. Thereafter, a short case study is presented about partnership using the electronic Optima platform at the Turku University of Applied Sciences (TUAS). Finally, the results of the study are summarised in the concluding section.

The article is devoted to the analysis of the definitions “educational spaceˮ and “virtual educational space of higher education institutionˮ in the context of research methodology. The multifaceted nature of the virtual educational space has been assessed at several levels – institutional, functional, and technical. It is defined the peculiarities of the “virtual universityˮ as a modern educational institution and the components of its structure (technical (telecommunication) environment; information and communication environment; educational and methodical environment; administrative and management environment). The main ways of forming the virtual educational space in the context of its environments construction are: information environment; technological and digital environment; communicative environment and educational support, which provides educational sphere of measurement. The information environment of a higher education institution is presented as a set of information (regulatory and administrative, scientific, educational, sociocultural, and advisory), which is produced and promoted within the global, regional and local space as its own intellectual product. The basic principles of information environment– openness, accessibility, flexibility, safety, mobility and adaptability of information are highlighted. The use of resource software capabilities of the learning management system (which have been analyzed in the context of modern research) is the way to the formation of technical and digital environment of virtual educational space. Communicative environment of the virtual educational space in a higher education institution promotes the creation of various forms of communicative and social interaction of education participants. One of the most popular classes of educational systems is LMS - Learning Management System, which gives a possibility to implement support for the learning process through E-learning technology. However, such systems do not have sufficient functionality to automate other aspects of the activities of an educational institution. This situation has led to the fact that modern educational institutions are forced to use a whole set of different information systems, each of which solves a certain, strictly specialized range of tasks and complicates the effective use of automation. Thus, the aim of this research is to develop an approach to building a management system for a higher education institution based on a single hardware and software platform, which allows combining all areas of administrative and educational activities within a single system, as well as organizing the management of the educational process and monitoring of the quality of educational services. To achieve this goal, the paper addresses the task of creating a computer system for managing a higher education institution on the basis of a single, widely known platform LMS MOODLE. To accomplish this task, a unified model of interaction between the agents of the educational process has been proposed. This model makes it possible to complement the learning functions of the most popular platform with the solution of organizational tasks in managing a higher education institution and performance of workflow functions. The developed model of interaction between the agents of the educational process was used for processing the system of roles for the users of the system, which made it possible to expand the functionality of work with the database system, as well as to develop a computer based management system for an educational institution on the basis of a single platform. The proposed new technical solutions were introduced during the creation of information systems in such higher education institutions of Ukraine as Donbass State Technical University and Volodymyr Dahl East Ukrainian National University. In addition, the proposed solutions have been successfully applied to create information management systems for several general secondary schools in Lysychansk, Ukraine.

The article reveals the problem of finding pedagogical conditions of the formation of a sanitary and hygienic culture of future engineer-teacher in the field of food technologies. The peculiarities of the formation of sanitary and hygienic culture in future specialists in the educational process of higher education are highlighted. They will provide the following pedagogical conditions: providing positive motivation of future engineer-teachers of food technologies to form sanitary and hygienic culture through updating introduction of interdisciplinary links with the relevant software and methodological support; introduction of the discipline of free choice; using the potential of industrial practice to gain experience in the formation of sanitary and hygienic culture.The transition of the state from a planned to a market economy requires an increase in the competitiveness of food production, so the future engineer-teacher in the field of food technologies must meet high requirements for the level of ability and willingness to act effectively in professional activities, which involves solving various socio-psychological, economic and technical problems with the possibility of introducing new educational technologies. Purposeful activity in the direction of rethinking the formed stereotypes, the search of new pedagogical approaches in terms of increase of own professional readiness and professional and personal qualities will allow the future engineer-teacher on completion of the higher education institution to possess a complex of engineering and pedagogical knowledge necessary for future productive professional activity. The effectiveness of training depends on the environment of the higher education institution and specific conditions for the educational process, i.e., to establish the level of readiness of the future engineer-teacher, it is necessary to determine the pedagogical conditions to ensure an effective educational process. Behavioural economics have become hot topic in research and debate in last few decades. In the context of behavioural economics, it is possible to summarize resemblances and create a system based on predication and regularities of errors, by analysing consumer’s behaviour, which allows to solve issues of future process development. In paper “Applying behavioural economics in education: study of undergraduate practices of selecting educational institutions” the authors identify key factors which influence undergraduates to choose higher education institution. The purpose of this paper is therefore to identify key elements of the behavioural economics that can be used to influence undergraduate selection development in favour of higher education institution. Additionally, within the framework of the study are applied insights of behaviour economics, which help guidance general understanding of undergraduate decision making. Particularly focusing on heuristics, that undergraduates are using to ease the complexity of decision making, which can lead to systematic errors and bias. This study per se synopsizes the definite findings of developing behavioural economics, which allows to apply this knowledge to study undergraduate choice in selecting higher educational institution. In this study were used numerous methods, including literature review, interviews with representatives of higher education and behavioural economics experts and surveying undergraduates.

The article describes the features of the use of modern information systems in the activities of the department of higher education institutions. The essence of information systems and the tasks they can perform are revealed. The features of relational and social interaction are described. The basic components of the parts that form the internal information base are determined. The directions of the introduction of information and communication technologies in the management and educational activity of an educational institution are considered. The dependence of the information system effectiveness on the correct strategy for the development, acquisition and use of software products is determined. The article describes the ways of developing and developing information management systems in a higher educational institution It is proved that the information systems use is a prerequisite for the activity of a modern higher education institution, which will promote the adoption of sound strategic management decisions aimed at increasing competitiveness and creating an adequate and efficient infrastructure.

Website security is an effort to protect websites from hacker attacks connected through a network. Website security needs to be a concern in the midst of many cases of website hacking from irresponsible people, including websites at Indonesian tertiary institutions that provide information and services to the public, students, and alumni of tertiary institutions. Higher education institution websites that can be accessed widely online can create vulnerabilities against threats from hacker attacks. To minimize this vulnerability, it is necessary to test the website of the higher education institution to assess and evaluate the security system of the university's website. The research method used in this study is the Ethical Hacking method which focuses on footprinting techniques and vulnerability scanning by only testing passive attacks. The results of this study have found information related to the target website (the website of an educational institution in one of the cities in Indonesia) and several vulnerability alerts after testing vulnerability scanning with high to low risk levels so that researchers recommend improving vulnerability to minimize security holes exploited by hackers .

The construction academy organizing and realizing in practice educational process, as a rule, have branches which recruit in the structure and will organize training of students directly in the region where there is a branch, i.e. on places. In this regard, in our opinion, process of training in branches has to undergo also the procedure of internal control of educational process since is a key link in the organization of training and the intermediary between the student and the curator of a course. In article authors have proved need of carrying out internal control of educational process for branches of a higher educational institution. Have allocated the main stages and forms of control, considering specifics of the specified educational process and remoteness of branches from a higher educational institution.

The article substantiates the need to study the methodological aspects of digital communication as a separate higher education institution and in the country as a whole. It is determined that one of the tools to increase the competitiveness of educational institutions is the development of communication policy and the use of modern digital technologies. And also that the formation of digital communication policy of higher education institutions is a key issue for the promotion of educational services at this stage of the country's development. The target audience of the market of educational services for the main users of the official site of the higher educational institution is outlined. The main tasks of information and social technologies in education, which provide general computerization of students and teachers, are listed. The author highlights the main components of educational sites and their general characteristics. The author also formed a complex analysis of the site using modern methods of analysis: general characteristics, design and description of the site; qualitative for quantitative analysis of the site; analysis of the site in accordance with the requirements for the sites of educational institutions at the legislative level regarding the disclosure of information; results of psychological verbal-communicative method of site research; SEO analysis (search engine promotion) of the site. The article presents the results of the application of the proposed comprehensive analysis on the example of a specific site of a higher education institution, namely the site of the State Dnipropetrovsk University of Internal Affairs, with a thorough explanation of the results. According to the results of the study, the author came to the conclusion that the development of communication policy using integrated marketing tools, namely site development, is achieved by successfully promoting higher education institutions in the market of educational services, image formation and competitiveness of educational institutions.
