The issues related to the analysis of export and import of goods between two neighboring states: the Republic of Poland and the Russian Federation have been examined. Relations between the EU countries and Russia to date have been in a significant crisis. Cooperation in the economic field is reduced in the context of mutual sanctions. According to the authors, for the Russian Federation in the near future the main task should be set – economic rapprochement with the countries of the European Union and further negotiations on easing mutual sanctions, since these and other reasons significantly complicate the countertrade in goods and services and impede European integration. It is obvious, that European companies are also interested in normalizing commercial and economic relations. The limitations of non-tariff regulation in foreign trade have been considered also in the paper. It has been concluded on the need to gradually mitigate restrictive measures. And efforts in this direction should be made by both the Russian Federation and the member States of the European Union, including the Republic of Poland.

The article highlights the political relations between the Republic of Poland and the Russian Federation in the second half of the 1990s and the first five years of the 21st century. An analysis of the foreign policy relations between the two countries during this period affirms that their dialogue was mainly conflicting due to different visions of the geopolitical situation and forming a security system in the Central and Eastern Europe region. Fearing the restoration of Russian dominance in the former socialist camp, Poland sought to join Euro-Atlantic and European Union's structures. At the same time, Russia assessed the process of NATO enlargement, which Warsaw actively support, as a threat to its national interests. These two positions led to a permanent worsening of bilateral relations. The Kremlin also aimed to resolve all controversial issues through relations with the United States and Western countries, not perceiving Poland as an equal partner. It has been found out that the Polish authorities were considering the possibility of establishing relations with Russia through the development of trade and economic relations and solving problems in the field of historical memory. Significant changes for warming in relations appeared when Russian President Vladimir Putin proclaimed the course of Europeanization of the Russian Federation and its rapprochement with Euro-Atlantic structures in the first years of the 21st century. However, a new factor in the worsening of relations was the political struggle between Warsaw and Moscow to influence Ukraine and Belarus. In particular, the Orange Revolution events showed the significant involvement of both countries in Ukraine's processes and the desire to gain a dominant influence in resolving the political crisis. At the same time, the victory of the Polish-backed forces meant a geopolitical defeat for the Kremlin and thus created a serious conflict in bilateral communication. The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.
