It is widely believed that a virtuous state always commits to uphold and consistently implement ethical values. If ethics cannot be maintained in the public sector, it would drive unethical behaviors of public officials that ultimately damage the public reputation and cause nepotism, irregularities, waste of public resources, loss of lives and properties, etc. Meanwhile, implementing ethical values into practice for public sector management requires a systematical approach and policies. Since the culture of a nation also influences people's behaviors, thus the role of cultural values should be considered in the management of ethical values in the public sector. This study examines the masterpiece work of Mawlana Jalal al-Din Rumi, The Mathnawi, as an example of a cultural resource. This study has two main purposes: Firstly, it aims to raise awareness about the advice of Mawlana Jalaleddin Rumi regarding the essentials of ethical management in the public sector through Mathnawi. The second aim is to encourage readers to analyze and evaluate their own cultural resources to understand and implement the ethical management philosophies they envisage through a systematic perspective. This study argues that the core elements of Mathnawi with supporting local cultural values can play a crucial role in strengthening the practice of ethical management in public sector organizations. Therefore, it can be said that Mathnawi includes advice regarding the key essentials of ethics management.

The public administration reform in the Czech Republic set off with a reform of the territorial public administration at the end of the 90s. The reform established a joint public administration model in the territories, power decentralization, and de‐concentration of operative functions from ministries to regions and municipalities. The reform outcomes largely depend on the quality of human resources in public administration, their ethical values, and status in the society. The public sector always needs to solve a traditional ethics dilemma whether public officials serve citizen or politician purposes. The paper is aimed at ethical values in the Czech public administration, ethics dilemmas in the public sector, and human resource management in territorial self‐governments supporting ethical behaviour. An abnormal situation comes into being in the Czech Republic as public officials incline to serving neither citizens nor politicians. Some municipal authorities strive to improve public administration ethics by designing and implementing new HR practices, codes of ethics and anticorruption programmes.

Public officials can be offered hospitality, excursions, seminars or different kinds of benefits by the business sector. These kinds of benefits can be seen to be a customary practice or the management of public relations. Finnish law does not give any clear-cut answers when a certain benefit can be seen as lawful (as a gift) or unlawful (as a bribe). The aim of this research is to clarify, based on the Finnish Criminal Code, by Finnish case law, as well as soft law instruments, the thin line between unlawful and lawful benefits in this business–public sector interaction. The article also discusses the concept of the management of public relations which the Finnish courts have mentioned as the factor that can justify the benefits given to the public officials by business sector.

The last decades’ serious organizational scandals that mainly stem from corruption and conflicting interests but also from bribery, favoritism and other wrongdoings have ac-centuated the need for finding instruments for achieving more ethical organizations and management. Ethics management is particularly important in the public sector because public employees and holders of public office are responsible for increasing wellbeing and providing common good for all citizens. Only accountable management striving for integrity through ethical practices and decision making will guarantee ethical organiza-tional behavior. In spite of increasing research on ethics in general and ethics manage-ment in particular, increase in organizational scandals indicates that there is knowledge gap concerning ethical instruments that help to solve ethical problems. The aim of this paper is to shed light on ethical theories and instruments, and wrongdoings in public sec-tor organizations. The main questions are; why is there so much wrongdoing; how can it be reduced; and how can more ethical organization and management be achieved. This is a review paper aiming to provide a review of ethical theories and instruments and dis-cuss serious wrongdoings and the role of ethics in the public sector. The paper contrib-utes to the fields of management and organization, ethics, and public management.

New public management reflects a paradigm and orientation shift regarding the cornerstone of management in the public sector. With this new type of management, emphasis was given to accountability in order to, on the one hand, instill the need to render accounts when talking about the way decisions are taken (responsibility) and the way public resources are used (clarity) and, on the other hand, the citizens having the possibility of getting information which will allow them to make the public officials responsible. Considering the importance of accountability, this chapter was an attempt to carry out a bibliographic review, as a way of getting to know the different approaches to the concept, as well as getting to know the mechanisms that have been created in order to give explanations whether for the performance or accomplishment of a responsibility and if this is inherent to the responsibilities of the public officials.

The public sector plays a significant role in the state of society. Public servants are expected to meet challenges and perform and improve public sector performance and tackle corruption allegedly due to the lack of ethics in governance. The highest standards of ethics in the country are embodied in the Constitution of the Republic of the Philippines enunciated in RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees). The paper assessed the extent of the practice of work ethics of government employees in the areas of commitment to the public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the public, nationalism, patriotism, commitment to democracy, and simple living. Likewise, the study investigated the level of job performance of government employees in terms of quality, efficiency, and timeliness. Also, it correlated the relationship between work ethics and job performance. Moreover, the study explored the challenges encountered by local government employees in the practice of work ethics and job performance.

Modern Public Sector Management are groups of public officials with the authority to formulate, interpret and implement government policies and programmes to achieve desired socio-economic development goals using a series of processes from planning, organising to leading and controlling. This paper explores whether or not the delivery of goods and services to the public is implemented in accordance with the objectives of the Qur’an and Sunnah, and in the light of the discussion made by a number of Islamic scholars that ‘none of the existing Muslim Countries has so far achieved a form of government that could be called genuinely Islamic’. By reflecting upon those claims, this paper examines the concept of Islamic Governance and the Maqāsid of the Sharī’ah and suggests approaches towards making Islamic values and principles play a more prominent role in the conduct of public affairs in Negara Brunei Darussalam.

Even though there is an emerging literature on information age reform of the public sector, research focused on potential and problems related to introduction of information-based reforms in developing countries is still limited. Thus in this chapter, experience in one developing country, Sri Lanka, is examined. Problems related to information-based technology is analysed and the lacuna in the literature is narrowed. It is argued that despite the great potential for IT in enhancing effective and efficient public sector in Sri Lanka, there are a number of difficulties hindering the development of computerised information systems. The upgrading of infrastructure facilities in Sri Lanka is long overdue. A lack of competent and committed individuals who could provide effective guidance in developing IT services in the public sector is another concern. The issues such as appropriate training, attractive promotion systems and remunerations for public officials need to be addressed urgently. Reforming existing organizational structures and changing officials’ attitudes towards change are essential. The increasing public awareness of the potential of IT services enhancing the quality and timeliness of the public service is essential.
