Pengelolaan sampah berbasis masyarakat (PSBM) adalah sistem penanganan sampah yang direncanakan, disusun, dioperasikan, dikelola dan dimiliki oleh masyarakat. Peran PSBM sangat penting dalam ikut membantu mengurangi permasalahan sampah kota, sehingga konsep tersebut banyak dilakukan di berbagai tempat, termasuk di Rawasari. Penelitian ini dilakukan untuk mengetahui perkembangan kegiatan PSBM di Rawasari, yang secara khusus bertujuan: (i) monitoring dan evaluasi, (ii) pembinaan dan pendampingan, (iii) sosialisasi dan publikasi. Hasil penelitian menunjukkan bahwa kegiatan PSBM di Rawasari berjalan dengan baik, berkat adanya pembinaan yang baik dan berkesinambungan. Hal ini tergambar dari peningkatan jumlah keluarga yang berpartisipasi dalam kegiatan pengomposan dan daur ulang sampah anorganik. Hasil tersebut juga tidak terlepas dari peran kader lingkungan yang ada serta kerjasama yang baik antar stakeholders, baik yang berasal dari pemerintah setempat, instansi kebersihan, lembaga penelitian, LSM, lembaga asing, dan warga setempat. Adanya kegiatan sosialisasi keberhasilan PSBM di RW 01 dan RW 02 melalui kegiatan pencanangan gerakan PSBM oleh Gubernur DKI Jakarta, ikut mendorong keberhasilan PSBM di Rawasari. Pemerintah DKI Jakarta menyadari bahwa peran serta masyarakat, sangat efektif dalam menekan jumlah timbulan sampah. Untuk itu, kegiatan PSBM telah dijadikan sebagai salah satu program utama pengelolaan sampah. kata kunci: pengelolaan sampah, kader lingkungan, daur ulang, pengomposanAbstractCommunity-based solid waste management (CBSWM) is the solid waste management that are planned, developed, operated, managed and owned by the local community. CBSWM is very important role to reduce the problem of municipal solid waste. This concept is widely applied in various places, including in Rawasari, Central Jakarta. The study was conducted to determine the progress of the CBSWM in Rawasari, which specifically aims to: (i) monitoring and evaluation, (ii) coaching and mentoring, (iii) socializing and publication. The results showed that the activity of CBSWM in Rawasari is going well. This is illustrated by the increasing number of families who participate in composting and recycling of anorganic waste. These good results are affected by the roles of environmental cadres as well as good cooperation between stakeholders, such as local governments, research institutions, NGOs, international agencies, and local residents. The Jakarta administration realizes that the roles of the community are very effective in reducing the amount of waste generation. Abstract Solid Waste Management Service (SWMS) is an important public good, although most local governments in developing countries have failed to effectively provide it to their populace. Ineffective SWMS has serious environmental and public health ramifications. Consequently, other players such as Non-Governmental Organizations (NGOs), private companies and Community Based Organizations (CBOs) have to be involved in the delivery of SWMS. This study assessed the level of beneficiary for households’ satisfaction with SWMS as rendered by Okoa Maisha Project (OMP - the Swahili translation for project of saving lives) operating under the auspices of Where Talent Lives (WTL) - a local CBO located in Mnarani Village in Kilifi County in Kenya. The study revealed that majority of the respondents (52.4%, n=152) were very satisfied with the overall SWMS as rendered by OMP. The satisfaction was mostly due to quality variables such as householders’ education on solid waste management (54%, n=157), neatness of waste collection crew (52.4%, n=152) and reliability of waste collection (49.7%, n=144). Relative to other indicators, the respondents ranked low quality variables such as frequency of waste collection from households and the behaviour of the waste collection crew towards the residents. The study concludes by emphasising on the need for assessment of SWMS as provided by CBOs for improved service delivery. The study recommends routine supervision of the SWMS rendered by donor or government sponsored projects for effective and sustainable service delivery to the beneficiary householders and the community

Abstract The critical step of policymaking and planning for the local governments to select appropriate waste management methods and accomplish the required programs and projects, is comprehensive information on solid waste generation. Since in the last decade there has not been a comprehensive and integrated study for identifying waste management practices at a nationwide level, so this paper presents an overview of the current solid waste generation, characteristics and disposal method covering all 31 provinces of Iran based on available information and integrated waste management plans. The results show the average of solid waste generation (municipal and rural) throughout the country is 630 grams per capita per day. Although this is 10 percent higher than its level in the past decade, it is still lower than the global average per capita (740 grams per day). Solid waste composition in Iran comprises primarily organic, with 70 percent, followed by paper and plastic that account 7 percent, make up the waste stream. In addition, on average over 90 percent of generated solid waste in Iran is still openly dumped that increase healthy and environmental risk. So it is suggested that due to obtain accurate and reliable data, a comprehensive waste monitoring plan at the national level should be defined and waste composition and generation rate determined and updated through a standard method within certain interval time. According to the data of this research, planning and financial support for source separation can decrease environmental, economic and social problems in current solid waste management systems.

Local governments face the need to achieve sustainability in the provision of public services, and to do so, proper governance is essential. This work proposes a method to assess governance in local waste management systems based on a set of indicators that are flexible and robust enough to allow objective and reliable evaluation even where the information that is available is deficient. The proposal is based on a set of indicators divided into six categories that represent an increasing order of governance maturity: institutional framework; government effectiveness; transparency and accountability; network creation; participation; and corruption control. The article presents the proposal and a first test in two Mexican municipalities, which are an example of municipal solid waste management systems in an incipient stage of development, where there may be serious limitations in terms of access to information. The results show that the methodology can be replicated in different contexts and can be useful for making decisions about improvements in municipal solid waste management systems or for comparing them with others. In addition, sufficient information was obtained for a first diagnosis of the cases studied, which indicates the coherence of the proposed framework. Points for practitioners Proper governance is essential to achieve sustainability in the provision of public services. The assessment of local governance must be robust enough to motivate changes and, at the same time, flexible enough to allow reliable evaluation where the quality of service and the availability of information may be scant. We propose a new framework for the assessment of governance in municipal solid waste management systems that meets these requirements, based on a set of indicators clustered according to governance maturity.

Kampung Rawajati di Jakarta yang menerapkan sistem pengelolaan sampah berbasis masyarakat merupakan alternatif upaya mengatasi sampah rumah tangga. Penelitian ini bertujuan mengetahui pengaruh sistem tersebut terhadap penurunan berat sampah rumah tangga. Dengan desain studi potong lintang, penelitian ini dilakukan pada sampel 175 ibu rumah tangga yang dipilih secara acak. Hasil penelitian ini menunjukan bahwa pengelolaan sampah berbasis masyarakat dapat menurunkan berat sampah sebesar 28,3%. Analisis regresi linier ganda memperlihatkan bahwa kegiatan pengelolaan yang berpengaruh terhadap penurunan berat sampah adalah kegiatan reuse, daur ulang, dan pembuatan kompos (nilai-p < 0,05). Pembuatan kompos merupakan variabel yang berkontribusi terhadap penurunan berat sampah 657,3 gram setelah dikontrol variabel perancu. Penurunan berat sampah ditemukan lebih besar pada rumah tangga yang mendapat pelatihan. Tidak ada perbedaan penurunan berat sampah menurut jumlah anggota keluarga, penghasilan rumah tangga, dan pengetahuan ibu. Disarankan agar Pemerintah DKI Jakarta dapat melakukan replikasi model pengelolaan sampah berbasis masyarakat kepada wilayah lainnya, dengan memberikan pelatihan pengelolaan sampah kepada masyarakat.Kata kunci : Pengelolaan sampah berbasis masyarakat, berat sampah, pengolahan dan minimasi sampahAbstractKampung Rawajati in Jakarta applies community-based solid waste management system as an alternative way to overcome household waste problem. The objective of the research is to assess the effect of community-based solid waste management on reduction of household waste weight. This study has crosssectional study design and was conducted on 175 housewife as respondent who were selected randomly. The data was collected by interview using structured questionnaire and weighing of household waste. The result shows that the community-based solid waste management can reduce 28.3% of household waste weight (weight before: 1.845 gram/house/day and after: 1.324 gram/house/day). Multiple linear regression analysis shows that variables affecting thereduction of solid waste including re-using activity, recycling, and composting (p-value <0.05). Composting represents the biggest effect to reduction (657.26 gram) after controlled by potential confounders. The reduction was higher among household with waste training and number of trained household member. It was found that number of family member, family income, and mother knowledge are not significant. It was recommended to the Government of DKI Jakarta to replicate this community-based waste management system to other regions by providing training facilities on solid waste management.Keywords: Community-based on solid waste management, waste weight, processing and minimizing of solid waste

Solid waste management in any large urban city like Lahore requires special disposal measures. In thisregard, Lakhodair landfill and Mehmood booti dump sites collect and handle major bulk of all the solid waste comingfrom ten towns of Lahore, with the city’s waste generation rate of being 0.84kg/capita per day. Spatial expanse of boththe sites was calculated in Arc GIS 10.3 system. The findings clearly showed that the extent of both these dump siteshad increased during 2006-2016 due to an enormous rise in solid waste generation. During 2006, the area of MehmoodBooti dump site and Lakhodair Landfill site was only 15 hectares and 17 hectares respectively. By 2016, this area hadincreased to 32 hectares and 52 hectares respectively. The mapping of these two sites can help in future researchesbased on investigating the disease patterns among people residing around these sites and by determining methaneemissions in the study area.

Generation of solid waste (SW) is a major problem in urban areas, thus its management is one of the important obligatory functions to not only urban local authority but also for the inhabitants. The citizens expressed their concerns about the waste management system in KCC and associated problems that they are encountering. Waste generation in Khulna City Corporation is around 455 tons of municipal solid waste/day and generation rate is now 0.75 Kg/capita/day on an average. Existing public utility services and facilities are not adequate to meet the demand of disposing these massive amounts of wastes and that’s why several problems are arising. There are some deterrents in the KCC’s solid waste Management system, arising from both the city corporation authority and the citizen of different levels. With a view to address the problem from through community participation, this paper intends to evaluate the potential of community based solid waste management approach in context of Khulna city.

The population growth, changing consumption patterns, and rapid urbanization contribute significantly to the growing volumes of solid waste that are generated in urban settings. As the rate of urbanization increases, demand on the services of solid waste management increases. The rapid urban growth in Langkawi Island, Malaysia, combined with the increasing rates of solid waste production has provided evidence that the traditional solid waste management practices, particularly the methods of waste collection and disposal, are inefficient and quite nonsustainable. Accordingly, municipal managers and planners in Langkawi need to look for and adopt a model for solid waste management that emphasizes an efficient and sustainable management of solid wastes in Langkawi Island. This study presents the current practices of solid waste management in Langkawi Island, describes the composition of the solid waste generated in that area, and presents views of local residents and tourist on issues related to solid waste management like the aesthetic value of the island environment. The most important issue of this paper is that it is the first time that integrated solid waste management is investigated in the Langkawi Island.

Al substances that are left directly or indirectly into the environment that may cause harm to human health and the environment are regarded as waste. Waste generation occurs as a result of daily activities during production of goods and after their use by consumers. In order to decrease and/or eliminate the negative effects onto the environment, a proper waste management is crucial for the societies and governments. In this chapter, the subject is explained starting from the brief historical aspects of waste and waste management and continuing with explanation of the main concepts and their types, focusing on solid waste management and recycling. Various examples are given.
