Bridging Before and After: Library Science’s Soviet Legacy in Ukraine

My paper examines the current state of library and information science in Ukraine, framing this in the context of its historical legacy as a part of the former Soviet Union. It is based on extensive research using Ukrainian, English and Russian sources as well as considerable time spent observing conditions in Ukraine and interviewing local librarians and information science educators across the country as part of my Fulbright fellowship there.Cet article examine l'état actuel de la bibliothéconomie et des sciences de l'information en Ukraine, dans le contexte de l'héritage historique de cette ancienne république soviétique. Mes travaux se basent sur une recherche exhaustive de sources en ukrainien, en anglais et en russe, ainsi que sur de nombreuses d'heures d'observation des conditions en Ukraine et d'entrevues avec des bibliothécaires et des éducateurs en sciences de l'information de partout au pays. Cette étude est rendue possible grâce à une bourse de recherche de la Fondation Fulbright.

Internationalization of education is of particular importance both for improving the quality of library and information education and for strengthening scientific, cultural, and political development in countries in Central Asia. The discussion in this chapter is divided into two parts: 1) library and information education in Tajikistan and Uzbekistan as part of the Central Asian republics of the former Soviet Union, which specifically provides an overview of the current policies of the higher education internationalization, current state of library development and library education, the challenges and recommendations for improvement; and 2) challenges and opportunities common in Uzbekistan, Tajikistan, Kazakhstan, and Kyrgyzstan and a general conclusion internationalization of Library and information science education in these four countries.

In the Central Asian republics of the former Soviet Union (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) with the total population over 50 million people, there are more than 25 thousand libraries. Kazakhstan and Kyrgyzstan are two of the countries that made strides in economic reforms along with other areas of development, including the libraries. This chapter, which emphasizes the development of Library and Information Science education, provides an overview of the current policies of the higher education internationalization and the current state of library development and library education. From the current initiatives, challenges and opportunities are drawn, and a summary on similar internationalization practices are presented.

PurposeThis article presents a secondary analysis of previously published data in order to drive discussion of the library profession’s current state of preparedness in working with patrons with disabilities.Design/methodology/approachThis article used a secondary analysis of survey data that have been previously published to determine what the continuum of data said about the current state of preparedness in the profession when working with people with disabilities.FindingsA comparison of the data from both surveys reveals that there are not only gaps in library graduate school education related to disability and accessibility but also that those gaps are not being addressed through professional development and staff training after students enter the workforce.Research limitations/implicationsThis was a secondary analysis of data, so no new data could be added. There was also no representation from library graduate school administration.Practical implicationsAn awareness is built that there needs to be more instruction for library graduate students and library employees on topics related to disability, accessibility and assistive technologies.Originality/valueThe topic has never been studied before in this kind of continuum of data, and the use of the secondary analysis of data with the library and information science profession is exceedingly rare.

The paper examines how academic social media utilisation can enhance research activities of Library and Information Science educators in Nigerian universities. The study highlighted the various research activities of Library and Information Science educators such as information gathering, collaboration, and dissemination of research findings and measurement of impacts. In addition, the authors elaborated on the benefits of academic social media such as Research gate, Academia.edu, Google Scholar, LinkedIn, Open Researcher Contributor Identity and Mendeley to include profile creation, information gathering, search for potential collaborators, instant research result dissemination, measurement of impact and management of research. The study stated that factors such as social influence, technical factors and personal factors can influence use of academic social media platforms. This article focuses on the problem of public administration in the countries of the former Soviet Union. It reveals the economic development issues of the states of the post-Soviet space, considers the main common and distinctive features for the newly independent states. The central problem raised in the article is the determination of the current state of the modernization process in post-Soviet societies. The author assumes the presence of demodernization and presents an argument in confirming his opinion. In addition, the article reveals the issues of the modern political state of such countries of the former USSR as Russia, Ukraine and Uzbekistan. The author traces the process of demodernization and dependence of political and social development on the governing elitist groups, leading to authoritarianism as opposed to the supposed democracy and modernization.

Many post-Soviet countries are still improving their Environmental Impact Assessment (EIA) systems, and Armenia is no exception. In recent years, approximation to and harmonisation with the laws of the European Union has seen Armenia increasingly adopt and apply EU regulations and directives, and this process was supported by adoption of the new law on EIA and Expertise in 2014. The main objectives of this study are to review and analyse the current state of the Armenian EIA system and to assess its legal framework. We applied a method divided into two parts: review and analysis of the legislative aspects of the EIA system in Armenia and the circulation of a survey-questionnaire to EIA experts to establish current practices. The findings of this research provided positive and negative factors which can both be used to improve the assessment system in Armenia. While the most significant EIA strength combines the existence of a systematic law and public involvement in this process, the law has weaknesses in its monitoring, informative and quality control provisions. Moreover, public participation has many weaknesses in practice, including the definition of stakeholders and the lack of guidelines and manuals which challenges expert action. Finally, this paper has explored the major positives and negatives of the Armenian EIA system in practice, and we consider that this should help other Former Soviet Union (FSU) countries define and combat the challenges of their EIA systems.

The aim of this chapter is to assess the current state of application of systematic reviews (SRs) in library and information science (LIS) field and determine how information scientists can advance the SRs as a methodology. The literature shows that there is an increasing number of SRs in LIS although there are still knowledge gaps about the use of SRs as a methodology. The quality of reporting in primary studies in LIS is still poor, and hence, it becomes difficult to appraise the value of the study undertaken. In order to advance the use of SRs in LIS domain, it is important to introduce SRs in LIS education curricular, integrate SRs as part of the continuing scientist development programmes (CPD), use automated SR software to minimize workload, introduce SRs a formal role and service in the libraries, collaborate with research teams as co-authors to conduct SRs not only in the topics defined by research teams, but also in LIS topics, and create SR databases and tools in LIS.

Purpose The subject of this paper is the application of holograms in cultural institutions. The purpose of this paper is to define the potential areas of hologram use in libraries, particularly in education and promotion, and also in services. Design/methodology/approach The method of analysis and criticism of literature was used. Based on a search conducted through Google Scholar for the 2006-2016 period, the current state of research on the use of holograms in cultural institutions was established. Subsequently, in order to find examples of hologram use in libraries, museums, galleries, and social organizations, an established set of queries was used to systematically search network resources using global search engines and metasearch engines. The initial list of results was narrowed down to the most relevant. On the basis of the above fact, the main areas of hologram use in cultural institutions were defined and examples of best practices were selected according to chosen criteria. The comparative method then was used to determine potential areas of application of holographic techniques in libraries. Finally, SWOT analysis – the situational analysis method known to management sciences – was used to determine opportunities and threats related to the use of holograms in cultural institutions. Findings Holograms have broad potential use in libraries that is even broader than initially assumed because they are not limited to education, promotion and services, and can also be used in documentation, research and exhibitions. The use of holograms can bring many benefits, but it is also associated with certain risks that need to be considered. Practical implications The results can be widely used in practice as a framework for the implementation of holographic techniques in libraries. Social implications The paper can help initiate debate on the opportunities and risks of using holograms in cultural institutions. Originality/value The issue of the use of holograms has not yet been widely discussed in library and information science scientific journals.

In an increasingly globalized world, social justice issues dominate the news. Libraries are often viewed as places where social justice ideals are upheld and promoted. This paper uses a content analysis methodology of 10 North American library and information science program websites to discover how social justice education is marketed to potential students through an examination of open access course descriptions, mission statements, and core learning objectives where available. Findings indicate that social justice is embedded in library and information science programs, but there are limited opportunities for prospective students to seek out these courses due to a lack of open access course descriptions and mission statements and shortage of integration in required courses. If library and information science educators want to attract future librarians with strong social justice agendas, then the promotional materials will need to be more explicit in regards to how these programs can aid students in building a social justice mindset.
