Warehouse receipt system (SRG) is a solution prepared by the government to overcome the financing constraints faced by farmers in obtaining financing or capital assistance. However, this program not widely used by farmer. The aimed of this research was to recommend strategies for improving SRG governance in West Lombok Regency. This research was conducted in West Lombok Regency with the consideration that there is a warehouse managed by PT Pertani (Persero) which is registered as an institution in the Warehouse Receipt System. This study uses secondary data and primary data. Secondary data were obtained from literature studies. Meanwhile, primary data obtained from direct observation, in-depth interviews and by using a questionnaire with experts. The data in this study were analyzed using descriptive analysis and pairwise comparison with the Analytic Hierarchy Process (AHP). The results of this study indicate that to improve SRG governance in West Lombok Regency, the government must focus on recruiting warehouse managers who are professional and have strong entrepreneurial characteristics.

 This study aims to identify and analyze the business development strategy of the ceramics industry in the Purwakarta ceramic industry center. Research uses qualitative research methods. The primary data collection technique is done through observation, interviews and questionnaires. Secondary data collection techniques are carried out through documentation studies. The data collected was then analyzed using the Analytic Hierarchy Process (AHP) technique. The results of the study show the alternative strategies the development of the ceramic industry in the order of priority as follows: the formation of forums, improvement of production and design techniques, improvement of marketing strategies and increased access to business capital credit. The results of the study recommend the implementation of a series of priority strategies in developing the ceramics industry business in the center of the ceramic industry in Purwakarta. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis strategi pengembangan bisnis industri keramik di sentra industri keramik Purwakarta. Penelitian menggunakan metode penelitian kualitatif.  Teknik pengumpulan data primer dilakukan melalui observasi, wawancara dan penyebaran kuesioner. Teknik pengumpulan data sekunder dilakukan melalui studi dokumentasi. Data yang dikumpulkan kemudian dianalisis dengan menggunakan teknik Analytic Hierarchy Process (AHP). Hasil penelitian menunjukkan alternatif strategi dengan urutan prioritas sebagai berikut: pengembangan industri keramik tersebut adalah pembentukan forum, peningkatan teknik produksi dan desain, peningkatan strategi pemasaran dan peningkatan akses kredit modal usaha. Hasil penelitian  merekomendasikan implementasi rangkaian prioritas strategi tersebut dalam pengembangan bisnis industri keramik di sentra industri keramik Purwakarta.

Coffee is an important export commodity for Indonesia, which contributes a sizeable foreign exchange. Indonesian coffee production is still fluctuating. Simalungun is a regency in North Sumatera province which have significant potential for the development of Arabica coffee commodity. However, there are some obstacles in the development of arabica coffee farming including land resources utilization, aspects of cultivation, harvest and post-harvest, and institutional aspects. Therefore, it is necessary to formulate business development strategies for arabica coffe agribusiness. This study aims to determine priority strategies from various alternatives in developing Arabica coffee. Determination of the location of the study was done purposively. Respondents in this study were experts or key people who understoodarabika coffee agribusiness. The method used in determining respondents is purposive sampling. Primary data is obtained through direct interviews conducted with respondents and secondary data obtained from books, journals and books of the agricultural service report. Several alternatives in this study were determined based on the results of discussions with the experts and also based on the literature and previous research. Some of these alternatives are then compared in a questionnaire for the respondents. The comparison is then processed using the analytic hierarchy process method (AHP). Data processing is done using the expert choice application so that a priority alternative appears. The study oncludes that based on analytic hierarchy process, the priority strategy is developing the capacity of human resources (HR) of agribusiness actors

Selection of the appropriate composition desalination units can be done with a variety of method approaches, one of the method is the Analytic Hierarchy Process. In determining the desalination unit with AHP method to consider is setting a goal, an alternative criteria and pairwise comparison. Research for the determination of the exact composition of the desalination unit in order to achieve sustainable drinking water suppy in coastal areas and small islands has been conducted. The results of the study are as follows, the energy demand of 50.83%, operator costs of 26.64%, maintenance costs of 14.13% and chemical requirement 8.4%. For an alternative composition desalination unit of RO 10 m3 / day is the best alternative composition with value of 59.61%, the composition of the next alternative is RO 20 m3/ day of 30.40% and the last alternative of the desalination unit composition is RO 120 m3/ day of 09.99%.Key words : Desalination, Mukti Stage Flash Composition, AHP

Decisions usually involve the getting the best solution, selecting the suitable experiments, most appropriate judgments, taking the quality results etc., using some techniques.  Every decision making can be considered as the choice from the set of alternatives based on a set of criteria.  The fuzzy analytic hierarchy process is a multi-criteria decision making and is dealing with decision making problems through pairwise comparisons mode [10].  The weight vectors from this comparison model are obtained by using extent analysis method.  This paper concern with an alternate method of finding the weight vectors from the original fuzzy AHP decision model (moderate fuzzy AHP model), that has the same rank as obtained in original fuzzy AHP and ideal fuzzy AHP decision models.

The Analytic Hierarchy Process (AHP) uses pairwise comparison to evaluate alternatives' advantages to a certain criterion. For decision-making problem with many different criteria and alternatives, pairwise comparison causes a prolonged decision-making period and rises fatigue in decision-makers' mentality. A question of practical value is if there exists a way to reduce judgment number and what influence the reduction will have on the overall evaluation of alternative ratings. To answer this question, we introduce scale error and judgment error into AHP judgment matrix. By expanding the scales defined in the AHP, scale error is eliminated. Taking judgment error as random variable, a new estimator to calculate priority vector is presented. In the end, an example is proved to show lowering judgment number will increase the probability of larger errors appearing in priority vector computation.

AbstractThe decline in fishermen's income was triggered by increased household needs while the income of fishermen's fate seemed to be unbearable. This is also experienced by Neyan in the Coastal Region of Mandolang District, Minahasa Regency. Their income continues to decline even more often they have no cost for their daily lives. They are in debt which is strangling their necks. They are increasingly desperate because there is no solution offered either from the government or from other relevant parties. Starting from the background, the problem is formulated as follows: 1. What causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. How do they increase their income. The research objectives are: 1. To describe and analyze what causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. To analyze how they increase their income. This research will be carried out in the Coastal Area of Mandolang District, Minahasa Regency in 2017 since it was signed a work contract with LPPM. The method in this study is purposive sampling method. Data sources are primary data and secondary data. Mereka terlbat utang yang semakin mencekik leher.  Mereka semakin putus asa karena belum ada jalan keluar yang ditawarkan baik dari pemerintah ataupun dari pihak-pihak terkait lainnya.  Bertitik tolak dari latar belakang tersebut maka masalah dirumuskan sebagai berikut: 1. Apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Bagaimana cara mereka meningkatkan pendapatan mereka. Adapun tujuan penelitian adalah : 1. Untuk mengdeskripsikan dan menganalisis apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Untuk menganalisis bagaimana cara mereka meningkatkan pendapatan mereka. Penelitian ini akan dilaksanakan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa pada tahun 2017 sejak di tandatangani kontrak kerja dengan LPPM. Metode dalam penelitian ini adalah metode purposive sampling. Sumber data adalah data primer dan data sekunder. In the era of Industry Revolution (IR) 4.0, business and industry are being transformed by a new wave of digital technology. In order to boost the economy’s prosperity in Malaysia, skilled workforce or well-trained manpower is vital in accomplishing the goal.However, it requires mainstreaming Technical and Vocational Education Training (TVET)in education system by providingcomprehensive training, effective research consultancy, holistic courses, collaboration, student placement and program attachment opportunity. Coherent from this issue, the government can produce more skill workers that can handle the rapid changing world of work. In Malaysia, there are more than 1000 TVET institutions, where 506 are considered as public institutions. However, itstill receives less attention by the students after secondary education. The identified potential factors are TVET instructors, current policy in Malaysia, social perception, employers’ perception, parents, facility, education cost and student themselves. Therefore, this study aims to rank these factors according to the levels of importance using Analytic Hierarchy Process (AHP) method. AHP is a method used to rank criteria by assigning the weight for each criterion. In this study, primary data is collected using questionnaires from 32 TVET instructors of Institut Kemahiran Belia Negara (IKBN) in northern region of Malaysia. The result of AHP shows that the variable of parents is the most influential factor with the weight of 18.81%, followed by the variable of facilities (18.56%). Conversely, the least influential factor is the variable of social perception with the weight of 7.21%. Hence, the government should implement appropriate strategies to attract more secondary school students to enroll in TVET programs. Due to the growth of skilled workers, our country is expected to transform the landscape of the manufacturing industry over the next decade. Hence, developingthe country’s productivity and curbing youth unemployment.

Experiments aimed at comparing different methods of estimating and ranking scientists and researchers on the base of their publication activity are reported. Scientometric indicators based on h-index and PageRank are being compared. For such a comparison, a graph of citations represented by a matrix was applied. An example when different methods lead to opposite results was described. For example, authors having the best PageRank-based estimations may have the least h-indices. Such a situation is possible when a high-cited author managed to obtain a key result cited by all the other authors but this author has few papers. A comparison with methods of expert estimations was carried out, which appears to be very useful for building automated systems combining various methods of algorithmic estimating and ranking. The Analytic Hierarchy Process was applied. For building pairwise comparison matrices, transitive scales with a parameter representing how much times the next level of advantage is bigger than the previous one were harnessed.

The Analytic hierarchy process (AHP) is a popular method for solving multi-criteria problems. However, the problem of the adequacy of the AHP method is not solved. Opponents of the Analytic hierarchy process believe that the AHP as a whole is erroneous and cannot be applied in practice. Proponents of the method believe that the disadvantages of the method are compensated by a simple measurement procedure. In this paper, a modification of the AHP method is proposed. A mathematical model of measurement is formulated, which contains a built-in mechanism for checking adequacy. moreover, the measurement method is preserved, and the calculation algorithm becomes even simpler. The fact is that the Analytic hierarchy process is based on the assumption that the scale of relations can be obtained by pairwise comparison using numerical judgments based on the absolute scale of numbers. Fechner’s psychophysical law is considered as a justification for the existence of the scale of relations. But there are not one, but two psychophysical laws. The existence of two psychophysical laws is a problem of psychophysics. This problem can be solved by the rating method. To overcome the disadvantages of the Analytic hierarchy process, it is also proposed to use the rating method. The use of the rating method makes it possible to use the fundamental scale of the AHP method. As an example, the problem is solved using the traditional AHP scale.

Floods are among the most destructive natural hazards that cost lives and disrupt the socioeconomic activities of residents, especially in the rapidly growing cities of developing countries. Jeddah, a coastal city situated in Saudi Arabia, has experienced severe flash flood events in recent years. With intense rainfall, extensive coastal developments, and sensitive ecosystems, the city is susceptible to severe flash flood risks. The objective of this article is to apply an Analytic Hierarchy Process (AHP) model to explore the impacts of flash flood hazards and identify the most effective approaches to reducing the flash flood impacts in Jeddah using expert’s opinions. The study utilizes experts’ judgments and employs the AHP for data analyses and modeling. The results indicated that property loss has the highest probability of occurrence in the events of a flash flood with a priority level of 42%, followed by productivity loss (28%). Injuries and death were rated the least priority of 18% and 12%, respectively. Concerning flood impact reduction alternatives, river management (41%) and early warning system (38%) are the most favorable options. The findings could assist the government to design appropriate measures to safeguard the lives and properties of the residents. The study concludes by underscoring the significance of incorporating experts’ judgments in assessing flash flood impacts.
