The purpose of the article is to reveal the current topics on the development of small and medium-sized businesses in the country and support provided to them from the state. In this article, analytical work is carried out on the branches of small and medium-sized businesses, and several types of methodological guidelines are given. The definitions and concepts expressed by several authors regarding social business were presented, as well as the types of business used in foreign practice. The purpose of the study is to present the research and author's proposals of scientists related to the development and effective functioning of small and medium-sized businesses in accordance with the topic, and to present the results of the analysis and research. Often, business development in regional regions is lagging behind. For its development, it is necessary to solve the issues of informatization on the part of the state and local authorities. Therefore, we believe that this methodological guide and several proposed solutions will be taken into account. We expect that Kazakhstan will develop the informatization base, increase access to various programs and legislative acts related to small and medium-sized businesses. The results of several analyses were presented, examining the support provided by the state to the development of small and medium-sized businesses in Kazakhstan. The assessment of the effectiveness of state support for small and medium-sized businesses is carried out according to the indicators of the economic efficiency of the allocated funds. The increase in the indicator of social efficiency indicates the interest and involvement of small and medium-sized businesses in state support programs in Kazakhstan.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.
