Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. In modern macroeconomic conditions, the mechanism of public procurement and commodity interventions is not an effective enough tool to regulate the grain market. The subject of the research is the state policy in the field of development of agroindustrial complex of the Russian Federation in order to develop proposals to improve the mechanisms of regulation of the grain market. The object of the research is the directions and mechanisms of agrarian policy of modern Russia. The work pays special attention to the analysis of the main shortcomings of the current regulatory mechanism of the domestic grain market, as well as offers a completely new alternative models to maintain the profitability of agricultural producers. It is shown that the commercial organizations involved in interventions are forced to accept price risks caused by state regulation of the market, but incompatible with their statutory goals. The study uses theoretical and empirical methods, in particular: literature review, logical, statistical and expert assessments, methods of collecting empirical data, system analysis, description and processing of the research results. The main results of the study are the following provisions. The authors propose the use of alternative models to maintain the level of income of agricultural producers in order to reduce the cost of the Federal budget and improve the efficiency of this mechanism, given the current conditions of the agro-industrial complex, in the framework of which an effective Institute can be created that regulates the grain market on the principles of public - private partnership-grain commodity and credit Corporation. Realizing functions on acceptance on storage and purchase of grain, commodity and credit Corporation will receive privileges from the state. At the same time, the removal of surplus grain in the subjects of the Russian Federation, not exporting it, by improving the competitiveness of these products through subsidies transportation tariffs will help to stabilize grain prices in the domestic market and will be the basis for the expansion of exports.

The purpose of the article is to reveal the essence, goals and objectives of the state support of small and medium entrepreneurship in the agricultural sector of the economy under modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state support for small and medium entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: empirical research (measurement, comparison, observation), theoretical research (analysis and synthesis), as well as local (specific): situation analysis (computational-constructive). Research results. It has been established that state support is one of the components of the state regulation mechanism; a system of preferential financing of priority industries and small and medium enterprises has been established; a system of measures to increase the adaptability and competitiveness of small and medium enterprises in the agricultural sector of a controlling, executive, legislative nature. It was revealed that the main tasks of state regulation of small and medium entrepreneurship in the agricultural sector are: the formation of optimal financial and credit instruments; improving the legislative and regulatory platform; stimulating the interaction of small and medium businesses in the agricultural sector with the logistics and market infrastructure; the formation of an information culture and the development of socialization of small and medium entrepreneurship in the agricultural sector, etc. The necessity of solving the problem of forming an adaptive, comprehensive and integrative system of state support for small and medium businesses in the agricultural sector, which flexibly and quickly reflects the impact of an unstable market environment, creating an adequate logistics business infrastructure at all levels of the hierarchy. Scientific novelty. The main tasks of the functioning of state support for small and medium businesses in the agricultural sector of the economy in modern conditions are revealed and a methodological approach is proposed to substantiate the main directions of modification of state support, which contribute to solving the problems of the functioning of small and medium entrepreneurship in the agricultural sector of the economy. The attention is focused on the main programs of state support for the development of entrepreneurship in the agricultural sector of Ukraine. Practical significance. It is advisable to use the methodological approach as a base in the system of tasks for the functioning of state support for small and medium entrepreneurship in the agricultural sector according to the statistical reporting of business entities and macro indicators of the country's socio-economic state. Subject. Under the current circumstances, the State and commercial banks invent how to support agricultural producers due to the high priority of agriculture for the national security and the high standards of living of people. Soft financing is a mechanism the State uses to support agricultural enterprises, thus stimulating the agricultural production through debt finance. Objectives. I identify distinctions and determine positive and negative aspects of soft financing granted for agricultural producers. Methods. I referred to official data of the Federal State Statistics Service of the Russian Federation, Ministry of Agriculture of the Russian Federation, Russian Agricultural Bank. I applied methods of analysis and synthesis, induction and deduction, the systems approach. Results. I analyzed typical traits of soft financing to agricultural enterprises. The article indicates the role of authorized banks as systemically important credit institutions in Russia as part of the soft financing mechanism. I conducted the comparative analysis of commercial lending and soft financing to businesses, pointed out key differences between their mechanisms. The article spotlights the shortage of working funds, which results from distinctions of the agricultural sector. I investigated the impact of the sectoral and intrasectoral specifics of agriculture on the lending process. Referring to the key differences of commercial lending and soft financing to agricultural producers in the Russian Federation, I figured out positive and negative aspects of soft lending. Conclusions and Relevance. Agricultural producers operate, being exposed to high risk. Therefore, commercial banks take risks into account when setting up the cost of loans. High rates on loans are unaffordable for the majority of small and medium-sized agricultural businesses, thus complicating the finance of agricultural producers’ operations. Agricultural enterprises demonstrate a rather low profitability, thus impeding the performance of lending principles, such as repayment, timeliness, serviceability.

The purpose of the article is to reveal the essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state regulation of the development of entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: methods of empirical research (measurement, comparison, observation); methods of theoretical research (analysis and synthesis); as well as local (specific) methods: methods of situation analysis (computational-constructive method). Research results. It has been established that state regulation of the development of entrepreneurship in the agricultural sector is the integrity of the implemented protectionist measures that guarantee the financial, budgetary, legal, economic, investment security of the competitive functioning of business entities in a market environment in order to optimize the conditions and consequences of entrepreneurial activity, the formation of a decent level of food security of the state, adaptation of producers to modern conditions of instability and coronacrisis. It is substantiated that the financial costs for state support of agricultural producers should be at least 1% of the volume of agricultural production, but in reality they amount to 0.4%. It was revealed that agricultural producers do not have real tax support. It has been established that the implementation of the priority of state regulation of small business entities, individual entrepreneurs and households will only contribute to an increase in the integral efficiency of the use of budgetary funds. Scientific novelty. The essence and main directions of state regulation of the development of entrepreneurship in the agricultural sector in modern conditions are disclosed and a methodological approach to substantiating the main directions of modification of state regulation that contributes to solving the problems of the functioning of entrepreneurship in the agricultural sector of the economy is proposed. Attention is focused on the main components of expenditures for programs of state support for the development of entrepreneurship in the agricultural sector for 2021-2023. Practical significance. It is advisable to use the methodological approach as a base in the system of analysis of indicators of state regulation of entrepreneurship development in the agricultural sector according to the statistical reporting of business entities and macro-indicators of the socio-economic state of the country. To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.
