The aim of the article is to characterize the experience of networking in the exchange of data, information and knowledge, to promote regional development in the Lubuskie voivodship (province). Efforts were made to get the answer to the question of how integrated information resources contribute to regional development. The cooperation of official statistics and the scientific community is based on the idea of developing a joint information system. This collaboration also invited Lubuskie Regional Territorial Observatory. Cooperation shall be implemented according to a bipolar model. Participating in this activity players create and provide complementary information. On their basis are constructed strategic planning and socio-economic diagnosis. In these institutions are prepared study work, studies and specialist reports.

The strategic planning of developing any information system is the key factor of progress any organization. Hence, SWOT (Strength, weakness, opportunities and threats) analysis for the strategic planning of developing information system has proved to be a good analysis tool for further development and progress of the universities/organization. Further, the implementation of computerized student information management system has become an important issue within the university campus to exchange such information between students and staff. Many studies have developed student information system through the converting of paper-based system to computer-based system in order to facilitate the work of staff. However, none of these studies focused on the development of such systems based on the strategic planning using SWOT technique. Therefore, this research focuses on the requirements needed to develop student information system based on the aforementioned strategic planning technique. Some universities located in the Kurdistan Region, Iraq have been tacking to do the investigation. Moreover, SWOT technique was selected to find strengths, weaknesses, opportunities and threats of developing such system. The findings of this research were processed as matching strengths with opportunities and converting weaknesses or threats to strengths or opportunities. Based on the results, it has been found that the need to address student information systems is of utmost importance now more than ever in order to survive and continue in the competition environment.

This paper aims to analyze whether Coordination and synchronization of programs or activities and budgeting in regional development planning agency is possible. Lack of synchronization and coordination between SKPD externally so as to affect the quality of development planning. The Relationship Between Strategic Planning and Budgeting Is expected to play a role other than as a control tool, but it can also be used as a performance quality appraisal tool, as well as a tool for the realization of a clean and authoritative government (good governance). There are relationship between strategic planning in Regional Development Planning Agency of sukabumi city  (Renstra) and its budgeting. The relationship particularly can be seen in the flow of Renstra (from vision to activities) and the achievement from targets.

This research was conducted in the Unit Pengelola Rumah Susun—UPRS (Flats Manager Unit) in Jakarta Provincial Government and based on the existence of problems strategic planning of information systems. The purpose of this study is to provide a proposal of Information System Strategy and Management Information System for UPRS. The strategic planning of the information systems on research was conducted using the method of Ward and Peppard. The IS strategic planning in the UPRS which is proposed in this research is hope to be used to integrate each business process and IS system which is connected to the Jakarta Smart City. IS is needed with the competent human resources to manage the IS/IT of the UPRS to increase the service quality to the flat occupants and to increase the employees productivity in implementing their job functions.
