In the current era of globalization, IS and IT are utilized to be able to compete and increase company productivity. Information system strategic planning is one of the keys in achieving the target expected by the company. NUSATOVEL PT has implemented an information system, but there are still some parts that have not implemented the information system. The information system strategy planning model uses the Ward and Peppard method with SWOT analysis, Value Chain analysis, and Mc Farlan's Strategic Grid. By using this method various factors that affect the company, both internal and external are analyzed to get a formula that is the basis for preparing a new IS / IT strategy in the form of an IS / IT portfolio, which can then be used as a strategic plan. Research using this method makes strategic planning for IS / IT that can provide recommendations or solutions to the development and implementation of IS / IT that is more effective and efficient for the company. The proposed information system strategy, namely Graphic Design SI, Customer Relations Manager SI, SI Services, can be implemented within the next 3 (three) years.

Strategic planning of information systems on seed producers is an action that needs to be taken in order to maintain and make the business grow faster. However, such information system usually been created through the system development life cycle (SDLC) or other methods that appropriate for business. This study used Anita Cassidy method for strategic planning of rice seed producer’s information systems in XYZ Ltd., as case study. The following stages has been done, i.e. visioning, analysis, direction, and recommendations. The final results of the stages carried out recommend business applications that can be implemented, namely: Rice seed certification information systems, E-Commerce of Rice Seeds, Rice Type Determination Applications, Irrigation Control Applications, Paddy Pest Resolution Applications, Rice Growth Monitoring Applications, Personnel Information Systems, Payroll Information System, Procurement Information System, Financial Information System. Information System should be an enabler for the business, enabling the company to innovate, persist and evolve in trying to fulfill customer needs. This research is a case study about planning of strategic information system at one of the national IS/IT solution and product provider. Using the methodology developed by Ward and Peppard, this study investigates the urgent and necessary IS for future development and future needs, with data collected directly or indirectly in the form of primary and secondary data. Based on the results of the research, the company can develop IS which sorted by priority using Mc Farlan's Strategic Grid and grouped into support application, key operational, strategic, and high potential applications which each have different benefits of each other . Furthermore, it is expected that the development is planned to be implemented gradually in the next four years with the new IS policies that can be implemented within the company.

Abstract—The need for information system development in a company is a basic requirement that must be met by each company in order to run its business processes properly. This is the basic key in a company in order to provide maximum results to find as many profits or profits. Application development or requirements in the application also provide speed for employees to carry out their activities to work properly and optimally. The development of the era requires that companies must be productive and have innovations so that the business wheel of the company can run well. This is based on the development of technology that is so fast that it requires special expertise in its application. This research is expected to be able to help some problems that exist in a company. Where its application can make it easier for employees to carry out their respective duties and roles in order to maximize their potential. The strategic planning of developing any information system is the key factor of progress any organization. Hence, SWOT (Strength, weakness, opportunities and threats) analysis for the strategic planning of developing information system has proved to be a good analysis tool for further development and progress of the universities/organization. Further, the implementation of computerized student information management system has become an important issue within the university campus to exchange such information between students and staff. Many studies have developed student information system through the converting of paper-based system to computer-based system in order to facilitate the work of staff. However, none of these studies focused on the development of such systems based on the strategic planning using SWOT technique. Therefore, this research focuses on the requirements needed to develop student information system based on the aforementioned strategic planning technique. Some universities located in the Kurdistan Region, Iraq have been tacking to do the investigation. Moreover, SWOT technique was selected to find strengths, weaknesses, opportunities and threats of developing such system. The findings of this research were processed as matching strengths with opportunities and converting weaknesses or threats to strengths or opportunities. Based on the results, it has been found that the need to address student information systems is of utmost importance now more than ever in order to survive and continue in the competition environment.

Pragmatist inquiry involves a group of inquirers who face a break in their experience and pursue existential motives. They must continuously build reciprocal intelligibility. The felicitous outcome requires reciprocal trust, transforming the group of inquirers into a temporary community. The community dimension of inquiry is illustrated through a case study: the implementation of an integrated management information system in an electricity company. It identifies the roles of two types of communities: communities of practice, characterized by common practice, and communities of inquiry, characterized by the diversity of practices but an agreed general concern. The concept of community of inquiry was initially sketched by classic pragmatist authors and later developed by organization scholars, particularly in the field of public management. It is related to Follett’s view of “group organization” as the basis of democratic life and Latour’s concept of “matter of concern.”
