After a large-scale disaster, affected local governments face challenges such as a shortage of skilled staff in disaster response operations. Human resource support from external organizations is essential. This paper summarizes the major achievements of the human support system in Japan for affected local governments from the perspective of both local and national government support in the aftermath of the Great East Japan Earthquake (GEJE). However, several issues still need to be considered. In terms of mutual support among local governments, this paper proposes the following three points for future wide-area mega-disasters: First, each local government should enhance its own disaster response capacity. Second, the entire country should use skilled human resources effectively. Third, national and local governments should prepare to receive assistance from overseas. This paper also proposes the following three points for the support of the national government’s onsite organizations. First, the national government should define a detailed plan for dispatching personnel to affected areas. Second, the national government should dispatch support teams directly to each affected prefecture, instead of setting up onsite organizations that cover multiple prefectures. Third, local governments should prepare to receive these onsite organizations.

Human resources are an important asset in the entire company operations activity. A human resources management support system should be provided to improve performance in  accordance with the company target. The purpose of this study is to design a model of operational and human resource management support systems that can integrate employee performance data, simplify management of employee data, and generate reports in the form of Key Performance Indicator (KPI) and Binusian Level. Methodology used in this study is using literature study, design, and test a model to make operational and human resource management information system. Knowledge is the currency of the new economy and consequently information is power. For this reason, it is a business imperative to grow and shape intellectual capital. Human resource management (HRM) plays a pivotal role in creating and growing intellectual capital and embedding it within organizational systems. Previous studies in HRM have demonstrated the connection between technological innovation and HRM in two conspicuously different ways. Specifically, some have illustrated how HR strategies can enhance technological innovation in organizations (Gloet & Terziovski, 2004; Jiménez-Jiménez & Sanz-Valle, 2005) while others have shown ways in which HR functions can be aligned and made more efficient by the effective use of technology (Ashbaugh & Miranda, 2002; Broderick & Boudreau, 1992; Bussler & Davis, 2001/2002). In this article, a more holistic approach is taken in viewing technology as both an input and an outcome of effective HRM. To this end, the aim here is to provide a description of some of the key ways in which HRM can enhance the development, implementation, and success of new technologies as well as how HRM can enhance its own value through the use of new technologies.

The paper considers the problems of the formation of modern global society and their impact on the development of computerization paradigms. At present, a new paradigm is emerging - socio-technical systems (STS) as the development of the paradigm of intelligent systems. The author has proposed a new definition of STS through the classical definition of the concept of the architecture of a socio-technical system, including an 8-link formula from all the main types of resource support for computer systems: a set of hardware (HRS), mathematical (MRS) and software (SRS) resource support, information (IRS) and linguistic (LRS), metrological (MetRS) and documentary (DRS) support and organizational support (ORS) or human resource of STS. In work the structure of resource support for computerization paradigms is given. The transition to STS is associated with the need to solve a number of pressing problems of society in the context of global informatization.
