The purpose of the paper is to substantiate the necessity for eco-innovation supporting and provide the scientific and practical recommendations for improving eco-innovation public and private financing in the globalizing conditions of sustainable development. Methodology. In the paper, eco-innovations are considered as new technologies, new ways of organizing production and social programs that ensure the movement of society in line with the principles of the theory of sustainable development and the interaction between economic development and environmental preservation, to a greater extent due to the production of additional interrelated internal and external effects. The survey is based on the modern methods of scientific research, in particular, general and special methods of analysis of economic phenomena and processes: historical-logical method; comparative analysis; structural-comparative and graphic analysis; structural-factor analysis (to analyze the impact of environmental factors on economic development and determine the relationship between environmental indices, individual factors and GDP growth rates); correlation-regression analysis (to model the impact of environmental factors on the economic development of the world); scenario approach (to substantiate the priority areas of development of greening of the global economic space); methods of logical analysis, abstract and cognitive modeling. The results of the survey showed that along with the existing problems, there is significant potential for green financing scaling up. The study identified problems that limit the development of eco-innovation financing, which include both problems typical for “green” projects (for example, the lack of a clear definition of the term “green”), and problems typical for the financial sector as a whole (for example, underdeveloped capital markets or discrepancy in financing terms). Scientific and practical recommendations for capital attraction stimulating and the development of eco-innovation financing in the context of world economy sustainable development are proposed. It is substantiated that the main condition for the mobilization of “green” investments from the private sector is a combination of public funding, regulation and participation of private market actors in an effective public-private partnership. Practical implications. The analysis of the peculiarities of the eco-innovation financing allows to determine the impact of public financial instruments on the acceleration and increase of the effect from private financing for “green” investment. The main advantages of introducing and tracking eco-innovations in the global economic system are identified. The conclusion is made about the positive impact of the use of environmental and energy efficient technologies on the level of economic development, investment attractiveness and competitiveness of the country. Value/originality. The provided theoretical bases and practical recommendations consider current trends and conditions for sustainable development of the developed and developing countries economies, may be used by the governments of countries to develop policies towards effective environmental natural resources use and formate an environmental management system in the global economic development greening process, and are the basis for the formation of an ecological and economic model of the country’s development.

To assess the impact of sustainable development on social well- being, it is necessary to emphasize its objective and subjective factors. The complex of objective factors of well-being of modern society, in all sectors of which highly productive production of tangible and intangible goods dominates, is organically connected with the innovative development of environmentally-friendly technologies, the international diffusion of innovations in the field of “green economy”. Accordingly, the objective factors of well-being in the system of sustainable development include, firstly, reproductive ones, such as the availability of new technologies of the “green economy” and the frequency of their replacement, the productivity of resource-saving industries, the inter-sectoral expansion of the replacement of non-renewable resources, and government support for environmental entrepreneurship. Secondly, here we include the prevailing mechanisms of factor distribution and redistribution of income – the formation of natural and intellectual rents, the pricing of natural resources and the return on investment in the production of the “green economy”. Finally, thirdly, the important objective factors of social well-being in the system of sustainable development are those institutional norms that determine both production and environmental processes in the national economy. The complex result of these processes development is the environmental well-being.

Trends in the development of the main components of financial and economic security of the country indicate their significant variability and dependence on a combination of internal and external factors. An important place among the drivers of influence on the level of financial and economic security is occupied by tax revenues. Given the prolonged national and transnational market turbulence, which is observed in most sectors of the economy, one of the biggest threats to the financial and economic security of most countries is the presence of a significant volume of shadow operations. The consequences of their implementation are the lack of tax revenues in the budget and the reduction of the country's financial viability in financing economic development programs. The purpose of the article is to study the impact of tax gaps on the level of financial and economic security of the country. In the paper, the essence of the financial and economic security of the country, which is proposed to be understood as a complex concept, integrates the features of economic and financial development of the economic system. Based on the systematization of scientific literatures, the main tasks and functions of financial and economic security of the country including realization of goals and objectives of financial policy and formation of favorable conditions for economically sustainable development and growth, highlights the characteristics of this concept are substantiated. The paper identifies three characteristic features of the financial and economic security of the country: as an indicator of its ability to protect the interests of society in a volatile external and internal environment; economically sustainable development and growth; leveling threats to the internal and external environment. The role of tax gaps in reducing the level of financial and economic security of the country is substantiated, the probability of formation of tax gaps in the economy is predicted, measures to minimize tax evasion as components of increasing its financial and economic security are proposed. The established interdependencies should serve as a basis for the transformation of state economic and financial policy in Ukraine in terms of minimizing the negative impact of the shadow sector of the economy on the indicators of economic development of the state.

Gender equity in education generates a push force that accelerates progress across sectors and goals; thus sustainable development. Gender equality constitutes central position in both national and international programmes as an accelerator for achieving development. Women’s place in national development appears subordinated. Thus, this study examined gender equity in education in Nigeria and the impact on national development. Specifically, the study sought to determine the degree of women access to education, ascertain the impact of women education on socio-economic development and determine the factors that constitute barriers to women education in Nigeria. The study discovered that educated women serve as stabilizing factor in national development and recommended ‘soft competition technique’ as the approach that will grant women the needed equity in national development in Nigeria.

The processes of a green economy development, changes in approaches to the production and use of energy, the emergence of new sources of investment in the technological transition - all this is a consequence and, at the same time, the cause of structural shifts in the economies of advanced countries. In this light, the technological backwardness of the Russian economy, caused by a negative structural shift during the period of market reforms, impedes the transition to a green economy, rationalization of the use of natural resources and reduction of environmental pollution. Therefore, the development of theoretical provisions for the convergence of environmental and economic policies, the development of appropriate incentives for business are considered as an important step in the transition to sustainable development. For this purpose, the authors examine the original approaches to various paths of transition to sustainable development caused by structural shifts of a convergent nature in the economy.

This Europe and the World: A law review special issue comprises selected papers presented at a RENFORCE workshop on the theme of tensions between the EU’s trade and non-economic values, held at Utrecht University in November 2017. The symposium addresses normative dilemmas underlying the EU’s trade law and policy. Normative dilemmas subsist between, on the one hand, the EU’s basic pursuit of its commercial interests and trade liberalization, and, on the other hand, the EU’s mandate to promote and safeguard a number of non-economic values, including human rights and sustainable development. The journal symposium aims to unveil normative tensions existing in the EU’s trade and investment policy, and understand some of the key actors and processes through which normative tensions are created and also mitigated. While the tensions between economic and non-economic values in the EU’s trade law and policy have been extensively discussed in literature, the present symposium highlights some of the recent developments in the EU’s trade relations, analyses not only human rights but also sustainable development, and examines the impact of new technologies.

Abstract It is the theme of today to develop green economy and improve environmental efficiency (EE). As a comprehensive index to measure energy input, economic output and environmental development, environmental efficiency (EE) is of great significance for China to realize the sustainable development of economy and environment. China is in a critical period of industrial transformation and upgrading and ecological civilization construction, the effect of the collaborative agglomeration of manufacturing and productive services on environmental efficiency has drawn attention from policymakers. In this study, the stochastic frontier approach (SFA) with unpaid input is used to measure the environmental efficiency (EE) of 66 cities in eastern China during 2009–2018. Population structure is regarded as a mediator to investigate the impact of industrial collaborative agglomeration on environmental efficiency based on the spatial econometric model. The results show that industrial collaborative agglomeration has a positive impact on environmental efficiency, which can be moderated by population density, aging and quality at the same time, while the moderating effect of population urbanization is not significant. Therefore, it is necessary to optimize the coordinated governance system of regional ecological environment, accelerate the construction of industrial collaborative agglomeration, and promote the sustainable development of industry and ecology with the advantage of population structure in order to improve environmental efficiency (EE).
