This research is an explanatory research with a quantitative approach, which aims to test and analyze a research model where Human Capital and Social Capital predicts Human Resource Performance (HR) with Digital Knowledge Sharing as an intervening variable. The population in this study were 206 State Civil Apparatus (ASN) of 4 SKPD in the Rembang Regency Government. There were 102 ASN respondents who filled out and completed the research questionnaire. The collected data is processed using the SEM concept with the SmartPLS 3.0 Program, with the results of the study proving that the Variables of Human Capital, Social Capital and Digital Knowledge Sharing each have a significant positive effect on the Performance of Human Resources (HR), and Digital Knowledge Sharing partially mediates the influence of Social Capital on Human Resource Performance.Keywords : Human Capital, Social Capital, Digital Knowledge Sharing, and Human Resource Performance (HR)

This study investigates the effect of human capital and social capital on human resource performance, and the moderating effect of information technology. Based on a total sample of 88 respondents from the Technical Implementation Unit (UPT) of Monitor Radio Frequency Spectrum Class I Semarang and Yogyakarta which is analyzed using structural equation modeling based smartPLS 3.0, the results indicated that 1) human capital is positively related to social capital and human resorce performance; 2) social capital is positively related to human resorce performance; 3) information technology moderates the relationships between social capital and human resorce performance; and 4) information technology moderates the relationships between human capital and human resource performance.Keywords: Human capital, Social capital, Information technology, Human resource performance

<strong>English</strong><br />This paper aims to analyze the high quality of agricultural human capital and social indicators in improving the performance of national development and to formulate their communication patterns to support capacity building of human and social capital of agriculture in every line of agricultural development. The lack of agricultural human capital and social capital capacity is one of the constraints causing the accessibility limitation for Indonesian agriculture to face the global competition. The low farmer’s education attainment has caused a low capacity of farmers to manage information and to adopt new technology resulting the low products quality. At the extension level, the shortage number and quality of the extension workers has also contributed to that situation. Beside low of basic capability, most of the extension workers do not have adequate mental capacity, especially related to integrity, communication skills, and moral and ethical capacity. At the policy maker’s level, many local government institutions have no capacity to mapping agricultural resources along with their capability to make use of the available resources. With the high technical ability, agricultural human resource as a capital resource and as a social resource should have shared values and rules that expressed through personal relationships, trust, and common sense about the community responsibilities. To strengthen agricultural sector In supporting national development, agricultural sector need appropriate communication patterns for agricultural human resource improvement at each level of agricultural development. Such communication pattern should be based on the convergent-interaction communication through knowledge sharing model. This model is appropriate for both agricultural personnel and for farmers. Through active role of various institutions within the Ministry of Agriculture and with the help of modern information technology, a network to reach farmers could be achieved. The extension workers or village facilitators are required in the development of agricultural community because of its important function as problem analyst, group supervisor, trainers, innovators, and liaison officers.<br /><br /><br /><strong>Indonesian</strong><br />Tulisan ini ditujukan untuk menganalisis indikator modal manusia dan sosial pertanian yang berkualitas dalam meningkatkan kinerja pembangunan nasional, dan merumuskan pola komunikasi untuk mendukung peningkatan kapasitas modal manusia dan sosial pertanian di setiap lini pembangunan pertanian. Keterbatasan kapasitas modal manusia dan sosial pertanian merupakan salah satu penyebab kurang mampunya pertanian Indonesia dalam menghadapi persaingan global. Rendahnya tingkat pendidikan petani menyebabkan kemampuan dalam mengolah informasi dan mengadopsi teknologi relatif sangat terbatas sehingga menghasilkan produk yang berkualitas rendah. Pada tingkat penyuluh, ketersediaannya di lapangan juga sangat terbatas jumlah dan kualitasnya. Selain kemampuan dasar yang masih rendah, sebagian besar penyuluh juga belum memiliki kapasitas mental yang memadai, khususnya terkait dengan integritas, kemampuannya dalam berkomunikasi, serta kapasitas moral dan etika. Sedangkan di tingkat pengambil kebijakan, masih banyak instansi daerah yang belum mampu memetakan sumber daya pertanian di daerah secara komprehensif dan memiliki kecermatan dalam membuat konsep pemanfaatannya. Selain memiliki kemampuan teknis yang tinggi, SDM pertanian sebagai modal manusia dan sosial pertanian juga harus memiliki dan berbagi nilai (shared values) serta pengorganisasian peran-peran (rules) yang diekspresikan dalam hubungan-hubungan personal (personal relationships), kepercayaan (trust), dan common sense tentang tanggung jawab komunitas (bersama). Agar sektor pertanian semakin kuat dalam mendukung pembangunan nasional, diperlukan pola komunikasi yang tepat untuk mendukung peningkatan kapasitas SDM pertanian di setiap lini pembangunan pertanian. Pola komunikasi dalam peningkatan kapasitas SDM pertanian dalam konsep sebagai modal manusia dan sosial yang unggul mengacu pada pola komunikasi interaksional konvergen melalui model berbagi pengetahuan (knowledge sharing model). Model ini tidak hanya sesuai untuk SDM dalam kategori aparatur pertanian, namun juga sesuai untuk petani. Peran aktif berbagai institusi dalam lingkup Departemen Pertanian yang diintegrasikan dengan perkembangan teknologi informasi, upaya untuk mewujudkan jaringan informasi bidang pertanian sampai di tingkat petani dapat diwujudkan. Fasilitator atau pendamping, khususnya penyuluh pertanian sangat dibutuhkan dalam pengembangan masyarakat karena mempunyai fungsi sebagai analis masalah, pembimbing kelompok, pelatih, inovator, dan penghubung.

This study aims to analyze the determination of inhibiting reporting of human resource accounting at Shariah microfinance institutions in Kuningan Regency, with the sample number of 70 respondents of shariah microfinance institutions.��������� This study used a qualitative descriptive research method and verification with interview or questionnaire technique. Research data were tested using instrument test, classical assumption test, multiple regression test.��������� The results showed partially variable cost of human resources have a significant positive effect on human resources accounting report, variable measurement of human resources value has a significant positive effect on the human resources accounting report and together show that the variable cost of human resources and measurement value human resources to the accounting reports of human resources.�Keywords: Human Resource Cost, Human Resource Measurement Value, Human Resource Accounting Report

In the age of knowledge economy, human resource is among the most important resources for enterprises, in that it forms the unique value of human resources which plays an indispensable role in the production and operating activities. Well managed human resources can effectively promote efficiency and thus create more social values. Therefore, it has aroused wide attention in academia. The thesis first establish the human capital value model and the human cost value model, based on which the thesis established the basic framework of enterprise human capital network. Then, simulation calculation from three aspects of human resource network were carried out with the cellular automation model. Firstly, we simulated the dynamic process of the change of personnel and got the evaluation model of the human cost in the future two years of a company, which can provide reference for company cost control. Secondly, the simulation mainly focused on checking whether under high staff churn rate, a company can still maintain certain number of employees. Thirdly, we simulated the healthy status of the human resource network under certain situations. Finally, We concluded that higher staff churn rate can lead to higher vacancy rate, which will lower the efficiency of companies .The thesis also explored with the model sensitivity analysis the benefit effect over human resource network by increasing recruits, indicating that increasing recruits can decrease the vacancy rate and improve the health status of the human capital network and based on the reality, we put forward the improvement direction of the model in indicator system aspect.

AbstrakPenelitian ini sendiri bertujuan untuk mengetahui seberapa jauh pengaruh pengembangan SDM, iklim kerja dan berbagi pengetahuan terhadap kreativitas SDM di PT. GAS (Gemalindo Air Support) Batam. Perumusan masalah, tujuan penelitian ini dan hipotesis pada penelitian ini adalah untuk menganalisis pengaruh yang positif dan signifikan secara individual antara variabel independen yaitu pengembangan SDM, iklimkerja dan berbagi pengetahuan terhadap variabel dependen yaitu kreativitas SDM di PT. GAS (Gemalindo Air Support) Batam. Pada penelitian ini objek yang diambil adalah karyawan GAS (Gemalindo Air Support) Batam. Sumber data meliputi data primer dan data sekunder. Sampel pada penelitian ini berjumlah 100 responden yang merupakan karyawan PT. GAS (Gemalindo Air Support) Batam melalui teknik nonprobability sampling yaitu dengan tidak menggunakan metode sampling. The sample in this study amounted to 100 respondents who are employees of PT. GAS (Gemalindo Air Support) Batam through nonprobability sampling technique is not by using the method of sampling. Human Resources are important assets, Accounting for human resources Human Resource Accounting is an acknowledgment that people constitute human capital and human assets. The economic theory of human capital is based on the concept that humans have the skills, experience, and knowledge which are forms of capital, which are called "human capital managementthat must be owned in the world of work. Although now the world is getting more sophisticated but if there is no Human intervention, of course the machine will not work well. As in the world of work the Consumer Loan Area Of Manado of course, is in desperate need of Human Resources, in achieving  loan credit. Consumer Loan Area Manado customers must maintain and balance the development of local Human Resources. To reach the target, of course, the Consumer Loan has its own way of empolying Human Resources called sales. Sales work to product sales and must understand marketing management in Consumer Loansfor example, collaterals from each registered developer. And sales gave developers an offer so that developers would also want to join the Bank Mandiri Consumer Loan In Manado. However, the sales must also obey and understand the regulations in the Consumer Loan.and if Human Resources work well in the company where they work. Then each gets a profit, for example. Sales get a lucrative bonus from the company because it has helped to achieve the target of Home Ownership Loans. What do talented employees carry with them as they move across organizations? How portable are their expertise, resources, and performance? As organizations’ needs for talent grow and individuals’ career trajectories become increasingly diverse, these questions become more important. In this chapter, we draw from career-mobility research and develop a framework that considers the human capital, social capital, and identity issues in talent movement. We also provide implications for organizations as talent enters and exits an organization. In sum, we suggest that intake of talent per se does not necessarily lead to successful acquisition and utilization of the talent’s capital. Conversely, departure of talent does not mean an absolute loss to organizations—losing talent can potentially bring organizations unexpected gains, such as new social resources.
