Immigration restrictions imposed by national governments are arguably the factor most responsible for the European Refugee Crisis (ERC). As immigration policies do not fall under the remit of European Union sovereignty, the union’s democratic nations are free to operate their own regimes. Although the primary drivers of national immigration policies have been identified as both economic and cultural in nature, empirical evidence suggests that the latter is of greater significance. Given that the perceived fear of value incompatibilities forms the basis of all cultural arguments against immigration, it was necessary to investigate the accuracy of perceptions of Muslim Asylum Seeker Values (MASV) by administering surveys in two countries at the opposite end of the immigration policy spectrum: Hungary and the Netherlands. Hungarians significantly overestimated MASV extremity while Dutch people underestimated them. Moreover, the results indicated that perceptions of MASV extremity correlate with immigration policy preferences.

Case studies in the Netherlands and the UK of asylum applicants excluded or under consideration of exclusion pursuant to Article 1Fa of the Refugee Convention reveal that some applicants falsely implicated themselves in serious crimes or behaviours in order to enhance their refugee claim. This may have serious consequences for the excluded persons themselves, as well as for national governments dealing with them. For this reason we suggest immigration authorities could consider forewarning asylum applicants i.e. before their interview, about the existence, purpose and possible consequences of exclusion on the basis of Article 1F.

During the 2015 refugee crisis in Europe, temporary refugee shelters arose in the Netherlands to shelter the large influx of asylum seekers. The largest shelter was located in the eastern part of the country. This shelter, where tents housed nearly 3,000 asylum seekers, was managed with a firm top-down approach. However, many residents of the shelter—mainly Syrians and Eritreans—developed horizontal relations with the local receiving society, using social media to establish contact and exchange services and goods. This case study shows how various types of crisis communication played a role and how the different worlds came together. Connectivity is discussed in relation to inclusion, based on resilient (non-)humanitarian approaches that link society with social media. Moreover, we argue that the refugee crisis can be better understood by looking through the lens of connectivity, practices, and migration infrastructure instead of focusing only on state policies.

The following Article deals with the issue of whether the Federal Republic of Germany is responsible for examining the applications for international protection of third-country nationals who, since the start of the European refugee crisis have arrived at the German land border or, alternatively, whether Germany is obligated to refuse entry to such persons and relegate them to an adjacent transit country. In most cases, this would require Austria, in particular, to examine these applications for protection. The position outlined in this inquiry may be applied to all internal borders between European Union Member States.

The refugee crisis that emerged in 2015 was considered to be one of the worst political and humanitarian disasters and the huge influx of immigrants that arrived in Europe caused collective concerns among the receiving countries. The general attitude towards immigrants in Germany has been positive for years but the Syrian crisis prompted the German policies to become more lenient towards the refugees. Therefore, this paper analyzes Germany’s policy shift towards refugees after 2015 and examines the reasons behind the positive stance towards immigrants from the existing literature. The paper discusses the role of different factors ranging from economic, foreign policy considerations, ideological concerns to humanitarian values. In addition, this paper highlights the gaps in the literature and proposes directions for future research to comprehend German policies on immigrants. The research concludes with the findings that humanitarian values and past experiences have played a crucial role in shaping Germany’s refugee policy during the European refugee crisis.

Between 2015 and 2017, the European Union (EU) was confronted with a major crisis in its history, the so-called “European refugee crisis.” Since the multifaceted crisis has provoked many different responses, it is also likely to have influenced individuals’ assessments of immigrants and European integration. Using data from three waves of the European Social Survey (ESS) — the wave before the crisis in 2012, the wave at the beginning of the crisis in 2014, and the wave right after the (perceived) height of the crisis in 2016 — we test the degree to which the European refugee crisis increased Europeans’ anti-immigrant sentiment and Euroscepticism, as well as the influence of Europeans’ anti-immigrant attitudes on their level of Euroscepticism. As suggested by prior research, our results indicate that there is indeed a consistent and solid relationship between more critical attitudes toward immigrants and increased Euroscepticism. Surprisingly, however, we find that the crisis increased neither anti-immigrant sentiments nor critical attitudes toward the EU and did not reinforce the link between rejection of immigrants and rejection of the EU. These findings imply that even under a strong external shock, fundamental political attitudes remain constant.

The article analyzes the stages of the formation of a common immigration policy of the European Union. The article argues that the elimination of the stages is due to the need for answers to the challenges of both economic needs and the circumstances of the environment caused by regional and global threats. On the whole, it can be assumed that an increase in the role of the institutions in the area of immigration policy under the Lisabon Treaty will help to strengthen the protection of the rights of immigrants and deepen European integration. At the same time, it can be stated that certain areas of the Unions immigration policy will continue to be at different levels of harmonization: from the most „communitarization” (asylum policy, the fight against illegal immigration), to a large extent remaining in the competence of national governments (economic immigration). Investing any resources and energy in integration policies today could contribute to making the European Union a more prosperous, cohesive, and inclusive place for society. However, notwithstanding the efforts made, third-country nationals continue to fare worse than domestic citizens in terms of employment, education, and social inclusion outcomes. The article examines and subsequently reviews various trends in integrating foreigners (primarily third-countries nationals and asylum seekers) on social and economic level after the outbreak of migrant and refugee crisis in 2015 until the present day. Our research suggests that the concerned group of immigrants continue to face barriers in the education system, on the labour market, and in accessing decent housing and adequate health care. All of the aforementioned aspects have become the main focus of all parties involved. Through funding, initiatives, and specific measures undertaken by both the EU and Member States with NGOs strengthen and support integration across key policy areas, albeit deficiencies are still observed.

This chapter examines the connection between colonialism and the emotion of compassion in contemporary immigration policy by reviewing key discourses present in the colonial and immigration histories of Australia, the UK and the United States. It first provides an overview of the history of British colonialism and how it gave rise to the ‘civilising process’, along with the rise of the discourse of ‘benevolent colonialism’ during the second wave of empire. It then considers the emergence and development of exclusionary immigration policies from the 1890s to 2000s, focusing on the links made between race and immigration in these periods, the creation of a distinction between ‘deserving’ refugees and ‘undeserving’ asylum seekers, and the criminalisation of migration. The chapter shows how anxieties and fears about immigration have shaped the emotional regimes of immigration policy and how such regimes have been constructed around attempts to identify and exclude undesirable immigrants.

In recent years, Norway has emerged as an important destination of asylum for refugees. During the refugee crisis of 2015, Norway, with a total population of slightly above 5 million, received more than 31,000 applications for asylum. This was close to the total number of asylum seekers it had received in the last three years. This article discusses Norway’s history as an asylum destination as well as policies for the protection and integration of refugees. It focuses on how the refugee crisis of 2015 unfolded in Norway. The domestic political discourse and the response of civil society organizations are analysed. The article also looks at the changes introduced in the asylum policy and the role of the European Union in determining Norway’s response to the crisis.

AbstractOne of the justifications offered by European imperial powers for the violent conquest, subjection, and, often, slaughter of indigenous peoples in past centuries was those peoples’ violation of a duty of hospitality. Today, many of these same powers—including European Union member states and former settler colonies such as the United States and Australia—take increasingly extreme measures to avoid granting hospitality to refugees and asylum seekers. Put plainly, whereas the powerful once demanded hospitality from the vulnerable, they now deny it to them. This essay examines this hypocritical inhospitality of former centers of empire and former settler colonies and concludes that, given that certain states accrued vast wealth and territory from the European colonial project, which they justified in part by appeals to a duty of hospitality, these states are bound now to extend hospitality to vulnerable outsiders not simply as a matter of charity, but as justice and restitution for grave historical wrongs.
