Seismic activation in the period of foreshocks (prior to the mainshock) described by the model of self-developing processes (SDP) is possibly a manifestation of explosive instability of low frequency straining waves in metastable medium. To highlight so nontrivial relationship of continuous wave motions and discrete seismic events flow is a goal of this narrative. Thus, the rationale of the SDP model (the equation, in reality) has been modified, which is of importance in relevance with the article by the Malyshevs in the current issue (A.I. Malyshev, L.K. Malysheva. Precedent-extrapolation estimate of the seismic hazard in the Sakhalin and South Kurils region) which is to improve the seismic hazard estimates by means of this model. A new way to reveal the very beginning of blow-up regime after quasi-stationary one is proposed.

This article is all about assessment of the FPV residents' contribution to development of named region. Despite the fact that the FPV is one of mechanisms of public stimulus for the socio-economic development of the Far East, providing a business support package, currently it doesn't have a significant impact on the regional development. The actual performance of residents' activity does not meet the planned results

Currently, the socio-economic development of the country, any of its subjects is closely linked to the dynamics of demographic processes. The paper provides a traditional analysis of statistical data on the formation of the population of Khabarovsk krai, shows the current distribution of the population of the region on its territory. The study presents the results of the analysis of the processes of natural population movement and shows the role of migration flows (intraregional, interregional and international) in the formation of the dynamics, quantitative and qualitative characteristics of the population of Khabarovsk krai in comparison with the general Far East indicators. The paper identifies the main areas of migration attraction of the population of Khabarovsk krai. There is shown the dynamics of the population of Khabarovsk krai in comparison with other subjects of the Far East. The analysis of the natural reproduction of the population in Khabarovsk krai, presented in the paper, shows the dynamics of fertility and mortality in the region and their opportunities for formation of the demographic potential in the future. The article discusses the current and prospective age structure of the population of Khabarovsk krai, compares it with similar indicators for the Far East region as a whole. Analysis of the transformation of the population structure by age revealed the situation with the reduction of labor potential, which entails the necessity to attract labor using interregional and external migration. On the basis of the established trends in the dynamics of the population, an assumption is made about the possible risks of achieving the indicators provided for by the Concept of demographic policy in the Far East of Russia. The prospective population of Khabarovsk krai is offered for consideration in two variants, the need for implementation of the task to secure population is substantiated.

Abstract Characteristics of sea ice extent (SIE) have been rapidly changing in the Pacific Arctic sector (PAS) in recent years. The SIE variability in PAS during the late spring and early summer (i.e., April–May–June, AMJ) plays a key role in determining the SIE during the following fall when SIE is at a minimum. We find that the Pacific Decadal Oscillation (PDO), which is the most dominant variability of sea surface temperature (SST) on the low-frequency timescales, differently influences the SIE in PAS during AMJ before and after the mid-1990s. While a positive phase of PDO during the previous winter acts to increases SIE during AMJ before the mid-1990s, it acts to decrease SIE during AMJ after the mid-1990s. Further analysis indicates that atmospheric circulation associated with PDO differently influences the variability of SIE in the PAS during AMJ by modulating poleward moisture transport across the Alaska or the Far East Asia peninsula. This results in the change in the relationship of PDO and SIE in the PAS before and after the mid-1990s.
