The member states of ASEAN have together identified a need to develop the ASEAN Power Grid and enable the multilateral cross-border trade of electricity in a coordinated manner within ASEAN. This has been set out in the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016–25. Moving forward from the current situation, this paper reviews the key components and feasibility of establishing an interconnected and competitive multilateral electricity market within the ASEAN countries. An indicative roadmap is developed based on an in-depth survey of experts to profile an appropriate market design for the multilateral trade of electricity in the ASEAN.

The unwillingness of contemporary Islamic banks to undertake real business risks has left many to ponder on whether the objectives laid down by the industry's founders have been realized. The need for real risk taking by Islamic banks is critical to justify the profits they earn in the forms of margins, rents, or service charges. This chapter analyzes issues relating to ownership risk (ḍamān al-milkiyyah) in Islamic banking by examining three of its popular products, namely Murabahah (mark-up sale), Ijarah (leasing), and Musharakah Mutanaqisah (diminishing partnership). Following close scrutiny, the chapter concludes that principles of ownership risk as laid down in Fiqh Muamalat (law of transactions) are violated in each of the studied products. Unfortunately, the problem extends beyond these products to include a number of other Islamic financial products. The author calls for closer attention to this important Shari'ah concept of ownership risk in designing Islamic finance products and offers some policy recommendations to improve the current situation.

This article analyzes the Great East Japan Earthquake on the 11th of March in 2011 and Fukushima Nuclear Power Plant Accident with particular emphasis on gender aspects. The distortions of Japanese society that existed well before this disaster turned out to have a major impact on this crisis. The current situation is that women are unable to fully participate in the processes of planning for rehabilitation, recovery and reconstruction, and that their human rights are not being respected. What has society learned through this disaster is that problems that exist in normal times are exacerbated under the conditions of confusion and hardship that result from a disaster. After mapping the situation, the author proceeds to policy recommendations.

The current situation of the Shaanxi provincial environmental protection industry was analysed from the three dimensions: environmental protection equipment manufacturing industry; environmental services industry; comprehensive utilization of resources and ecological environment protection. The factors of existing obstacles in development of environmental protection industry are mainly in: insufficient of demand for environmentally friendly products; unclear duty in the management of the environmental protection industry; lack of public policy support. This paper also makes policy recommendations for promoting the development of environmental protection industry.

This paper aims to diagnose the current situation of the Colombian wholesale electricity market in relation to the markets of Argentina, Ecuador, Mexico, Peru and Uruguay. The analysis has been carried out from the point of view of existing supply and demand in the market, of the market participants, of the types of market that have been able to be constituted depending on the regulatory transformations that have taken place, and of the institutional structure on which they are based. This analysis will make it possible to identify whether the Colombian market lags behind the region or whether, on the contrary, it can be considered a benchmark for the other countries in the region.

This paper presented an overview of local power producers and suppliers (local PPS) that were established in Japan since the general liberalization of the retail electricity market, with particular focus on the current situation and issues of the local PPSs in terms of their operations and their renewable energy-related efforts. Further, this paper analyzed relevant cases in Ishikari city in Hokkaido, Karatsu city in Saga prefecture, and Sakura city in Chiba prefecture, to discuss and inform future efforts towards realizing a Japanese version of Stadtwerke.
