The current situation of the Shaanxi provincial environmental protection industry was analysed from the three dimensions: environmental protection equipment manufacturing industry; environmental services industry; comprehensive utilization of resources and ecological environment protection. The factors of existing obstacles in development of environmental protection industry are mainly in: insufficient of demand for environmentally friendly products; unclear duty in the management of the environmental protection industry; lack of public policy support. This paper also makes policy recommendations for promoting the development of environmental protection industry.

In the era of sustainability as the development concept, prefabricated buildings have gradually become an important way to achieve sustainable development of the construction process due to the advantages of high construction speed, energy-saving, and environmental protection. In order to make the prefabricated building develop in a sustainable direction, it is necessary to understand the importance and performance of the critical sustainability aspects of the prefabricated building. However, the existing research has not fully explored this point, and classification research on all aspects of sustainability according to the management priorities of sustainable development is lacking. The present study determines the critical sustainability characterization items (criteria) of prefabricated buildings and uses the importance-performance analysis (IPA) method to explore the sustainability importance and performance level of prefabricated buildings in Guangzhou on the basis of the three dimensions of economic, social, and ecological sustainability. In particular, this study revises the traditional IPA method and uses the comprehensive weight obtained by the analytical network process- (ANP-) entropy weight method to obtain the importance of items. Results show that items “environmental protection” and “construction civilization” are of high importance and perform well. “Construction cost” and “product quality” are considered high-importance items with relatively poor performance; that is, these areas require urgent improvement actions. The “policy support” item at the intersection of IPA coordinates is also an aspect worthy of attention and discussion. This study provides a useful reference for decision-makers and relevant personnel on determining the priority of project management and achieving the optimal allocation of resources to promote the sustainable development of prefabricated buildings.

By considering the current situation of talents in equipment manufacturing, the development trend, and the demands for talents in equipment manufacturing industry in China, this paper will represent the achievements which have been attained in higher technical education in recent years. Meanwhile, some problems, such as low innovative and practical abilities in talents cultivating still exist. After analyzing these situations, the conclusions were deduced: educational administrators, relevant industrial enterprises and technical education colleges should cooperate in order to promote the reformation and development of higher technical education in a deep insight.

The equipment manufacturing industry accelerate the pace of development in Shaanxi province in recent years, and industrial scale jumped significantly boosted the regional industry economy. This paper calculated the industrial influence coefficient and the sensitivity coefficient of the equipment manufacturing industry, and analyzed the current situation and development trend of industry association in equipment manufacturing industry in Shaanxi province based on the table from 1997 to 2007 of Shaanxi province and 2007 input-output table of China. The results show that Shaanxi Province ripple effect equipment manufacturing industry decline, and there is disparities between Shaanxi Province and the national development level in the 27 industrial sectors. Shaanxi Province equipment manufacturing industry level has much room to improve.

Abstract Background This study seeks to answer two questions about the impacts of the 2020 Environmental Protection Agency’s enforcement regulation rollbacks: is this suspension bolstering the economic viability of industries as oil and manufacturing executives claim they will and are these regulations upholding the agency’s mission of protecting the environment? Results To answer the former question, we utilized 6 months of state employment level data from California, United States, as a method of gauging the economic health of agency-regulated industries. We implemented a machine learning model to predict weekly employment data and a t-test to indicate any significant changes in employment. We found that, following California's state-issued stay-at-home order and the agency’s regulation suspension, oil and certain manufacturing industries had statistically significant lower employment values. To answer the latter question, we used 10 years of PM2.5 levels in California, United States, as a metric for local air quality and treatment–control county pairs to isolate the impact of regulation rollbacks from the impacts of the state lockdown. Using the agency’s data, we performed a t-test to determine whether treatment–control county pairs experienced a significant change in PM2.5 levels. Even with the statewide lockdown—a measure we hypothesized would correlate with decreased mobility and pollution levels—in place, counties with oil refineries experienced the same air pollution levels when compared to historical data averaged from the years 2009 to 2019. Conclusions In contrast to the expectation that the suspension would improve the financial health of the oil and manufacturing industry, we can conclude that these industries are not witnessing economic growth with the suspension and state shutdown in place. Additionally, counties with oil refineries could be taking advantage of these rollbacks to continue emitting the same amount of PM2.5, in spite of state lockdowns. For these reasons, we ask international policymakers to reconsider the suspension of enforcement regulations as these actions do not fulfill their initial expectations. We recommend the creation and maintenance of pollution control and prevention programs that develop emission baselines, mandate the construction of pollution databases, and update records of pollution emissions.

As the world’s largest developing country, and as the home to many of the world’s factories, China plays a crucial role in the sustainable development of the world economy regarding environmental protection, energy conservation, and emission reduction issues. Based on the data from 2003–2015, this paper examined the green total factor productivity and the technological progress in the Chinese manufacturing industry. A slack-based measure (SBM) Malmquist productivity index was used to measure the bias of technological change (BTC), input-biased technological change (IBTC), and output-biased technological change (OBTC) by decomposing the technological progress. It also investigated the mechanism of environmental regulation, property right structure, enterprise-scale, energy consumption structure, and other factors on China’s technological progress bias. The empirical results showed the following: (1) there was a bias of technological progress in the Chinese manufacturing industry during the research period; (2) although China’s manufacturing industry’s output tended to become greener, it was still characterized by a preference for overall CO2 output; and (3) the impact of environmental regulations on the Chinese manufacturing industry’s technological progress had a significant threshold effect. The flexible control of environmental regulatory strength will benefit the Chinese manufacturing industry’s technological development. (4) R&D investment, export delivery value, and structure of energy consumption significantly contributed to promoting technological progress. This study provides further insight into the sustainable development of China’s manufacturing sector to promote green-biased technological progress and to achieve the dual goal of environmental protection and healthy economic growth.

Servitization has a significant impact on the upgrading and reform of the equipment manufacturing industry. From the perspective of application of high-end servitization theory in business practice of equipment manufacturing industry, based on the review of relevant literature, this paper analyzes the concept of integration delay strategy mechanism of cooperative production between enterprises and customers, and thus constructs the theoretical model framework of 4S service pilot high-end equipment manufacturing product-customer interaction experience. With the Liaoning equipment manufacturing industry as a case for quantitative analysis, the feasibility of using delay strategy in the 4S service pilot program is demonstrated, and the three-stage development plan of Liaoning 4S service pilot is outlined. The results show that: At present, in the trend of servitization of China’s equipment manufacturing enterprises, 4S service pilot high-end manufacturing product model enables equipment manufacturing enterprises to delay production time and produce according to customer orders, improve service efficiency and optimize resource allocation, and help enterprises to obtain new exclusive competitive advantages.
