Based on reliable factual material, the article presents an analysis of the objective epizootic situation on cattle leukemia that developed in 2020 in Dagestan Republic as a whole and in individual rural areas, urban districts and areas of distant pasture farming. The number of unfavorable points, cases of illness and the coefficient of focality are indicated. The level of infection of animals with BLV for the analyzed period was 1,35 %, the incidence rate - 17,43 %. At the same time, the value of the focal incidence indicator was 3,45. BLV infection is registered in most municipal districts and has an uneven distribution. According to epizootological data for the period under review, 11 administrative districts, the cities Dagestanskie Ogni, Derbent, Kizlyar and Bakres, Derbent, Ulankholsk zones of distant-pasture animal husbandry, are safe in terms of BLV infection. In 30 municipalities, the number of animals infected with the leukemia virus ranged from 0,10 to 3,00 %, in other 10 districts - from 3,25 to 7,51 %. At the beginning of 2020, there were 111 leukemia-unfavorable points in the region. During the year, 24 new foci were identified, 19 foci of infection were healed and by the end of the year 116 remained, including 38 - in the public sector, 78 - in the individual. The values on morbidity and ill-being are of an increasing nature. This situation is explained by the introduction of large-scale anti-leukemic measures of serological diagnostics, which made it possible to concentrate the implementation of health-improving measures in farms with the most widespread infection. In this situation, one of the ways to solve the problem is full coverage of diagnostic studies of animals, isolated rearing of young animals, exclusion of joint keeping, grazing and calving of healthy and infected animals, increasing the frequency of serological testing of seronegative animals until two consecutive negative results are obtained.

Purpose: Engineering, procurement, and construction (EPC) contracts are on their way to becoming the most common type of contract used by the private sector for large-scale infrastructure projects. Every project requires a strong relationship between all of the experts participating in EPC projects and the client. This relationship must be solidly established by an architect; otherwise, the project may fail for all parties involved, including the client, contractor, lenders, government, and others. The purpose of this study is to identify if the working of the EPC contracts is favourable for the architectural profession, and to identify the way in which the working could be improved. Methodology: A qualitative approach was applied to analyze the critical points of EPC contracts based upon reviews of related case studies from the public sector and supplementary interviews with professionals in the field. Main Finding: The architect's role in an EPC contract is not crucial and is equal to other stakeholders involved in the project. Also, EPC contractors have the power to dictate the workflow of the project and hence, architects might have to compromise in terms of the design, compensation, etc. Implications: It is very important for every project to have an outcome based on each stakeholders/consultants inputs specially on larger projects, this article is a step towards understanding the role of architects under an EPC contract as the future projects will come under its purview.  Novelty: The study is done under the lens of a newly graduated architect and not as any other professional, thereby trying to develop an understanding for fresh architects.

The paper explores the effect of large-scale privatization of public sector activities on public-private sector pay differential, for groups of workers according to educational qualification on average and across the pay distribution in Serbia, from 2004 until 2008. The paper finds that both unskilled and skilled men and women in the public sector saw significant improvements in their financial position relative to their private sector counterparts with the progress of the economic transition. The results showed that the size of the public sector pay premium declines both with higher educational level and higher percentile of earnings distribution. This indicates, between and within groups, the inequality-reducing feature of the public sector pay determination.

Coordinating the response of multiple public agencies to a large-scale crisis is a challenge that has been studied predominantly according to the information-processing view. In this paper, the authors extend this view with the notion of emergence giving special attention to information and communication technology (ICT). The extended framework is applied in a case study of crisis response exercises in the public sector. The findings suggest that current practices concentrate on standards and hierarchy, but mutual adjustment and emergent coordination also occur and are susceptible to analysis and equally relevant to understand coordination practices. In addition, ICT can provide information processing capabilities needed for coordination but may also create information processing needs by increasing the volume of data and the interconnectedness of responders. Applying the extended framework improves the understanding of coordination and forms the basis for its future use in designing ICT to support coordination in crisis response and e-government.

The rapid adoption of computer networks, such as the Internet and the World Wide Web (WWW), within various segments of society has spurred an increased interest in using such technologies to enhance the performance of organizations in both the public and private sectors. While private sector organizations now commonly employ electronic commerce, or e-commerce, strategies to either augment existing business activities or cultivate new groups of customers, organizations at all levels of government have also begun to pay renewed attention to the prospects of using new forms of information and communication technology (ICT) in order to improve the production and delivery of services. As with many technologies, the increased use of ICT by government was in response not only to the increased use of ICT by government stakeholders, such as citizens or businesses, but also in response to a growing call for governmental reform during the 1990s. As public organizations at the federal, state, and even local level began to initiate organizational reforms that sought to bring private sector norms to government, they often sought to employ ICT as means to increase efficiencies and organizational coordination (Gore, 1998; Osborne & Gaebler, 1993). Such attempts to reform the operations of public organizations were a key factor in promoting an increased interest in use of new forms of ICT (Fountain, 2001). This growing focus on the broader use of ICT by public organizations came to be known as digital government. The term, digital government, grew to mean the development, adoption, and use of ICT within a public organization’s internal information systems, as well as the use of ICT to enhance an organization’s interaction with external stakeholders such as private-sector vendors, interest groups, or individual citizens. Some scholars more specifically characterize this broader use of ICT by public organizations according to its intended purpose. Electronic government, or e-government, has often been used to describe the use of ICT by public organizations to provide programmatic information or services to citizens and other stakeholders (Watson & Mundy, 2001). For example, providing an online method through which citizens could conduct financial transactions, such as tax or license payments, would be a typical e-government activity. Other uses of ICT include the promotion of various types of political activity and are often described as electronic politics, or e-politics. These types of ICT-based activities are often characterized as those that may influence citizens’ knowledge of, or participation in, the political processes. For instance, the ability of an elected body of government, such as a state legislature, to put information about proposed legislation online for public comment or to actually allow citizens to contact members of the legislature directly would be a simple example of e-politics. However, ICT is not a panacea for every organizational challenge. ICT can introduce additional challenges to the organization. For example, the increased attention on employing ICT to achieve agency goals has also brought to the forefront the potential difficulty in successfully developing large-scale ICT systems within U.S. government agencies. For example, the Federal Bureau of Investigation’s (FBI) recent announcement that it may have to scrap its project to develop a Virtual Case File system that was estimated to cost $170 million (Freiden, 2005). The adoption of new ICT is often marked by setbacks or failures to meet expected project goals, and this characteristic is certainly not limited to public organizations. However, adherence to public sector norms of openness and transparency often means that when significant problems do occur, they happen within view of the public. More significantly, such examples highlight the difficulty of managing the development and adoption of large-scale ICT systems within the public sector. However conceptualized or defined, the development, adoption, and use of ICT by public organizations is a phenomena oriented around the use of technology with the intended purpose of initiating change in an organization’s technical and social structure. Since the development and adoption of new ICT, or new ways of employing existing ICT, are necessarily concerned with employing new technologies or social practices to accomplish an organizational goal, they meet the basic definition of technological innovations (Rogers, 1995; Tornatsky & Fleischer, 1990). If public organizations are to improve their ability to adopt and implement new ICT, they should better understand the lessons and issues highlighted by a broader literature concerning technological innovation.

Learning outcomes The learning outcomes are to understand the definition of public value and the strategic drivers behind public value creation, understand the nature of social innovation in the public sector, identify the critical opportunities and challenges involved in sustaining innovation in the public sector and identify the role that non-profit organizations can play in supporting and sustaining social innovation. Case overview/synopsis This case puts participants in the shoes of a global health innovator’s leadership team as the organization approaches a funding crisis. The organization, VillageReach, is on a quest to expand across the public health system of Mozambique and experiences a funding dilemma. The case reveals the challenges of working with governments to achieve large-scale, systemic change. It explores the conundrum of using international donor funding to embed new practices in government service delivery. Ultimately, it asks participants to choose between the pursuit of new, small-scale innovative projects and the large-scale rollout of a national programme. Complexity academic level This teaching case is written for courses focused on social entrepreneurship, social innovation and social change. It can also be used in courses focused on non-profit management and public sector innovation. Specifically, the teaching case is suitable for two audiences: social enterprise and non-profit managers focused on strategy, development and operations (the case focuses on an enterprise that relies primarily on donor funding) and health-care managers and administrators. The issue of reforming the institute of state (public) procurement is one of the key directions of the modernization of the administrative sector of our state. Increasing the efficiency of this institute should be recognized as one of the conditions for ensuring stable economic growth. In this regard, issues relating to the assessment of the efficiency of the use of public funds are of particular interest. The indicators of the efficiency of the activity of the public procurement sector in Ukraine in the context of the introduction of the “ProZorro” electronic procurement system are calculated and analyzed. The existing works of the individual scientists in the direction of developing indicators of the efficiency that can be used to evaluate the results of the operation of the procurement logistics system in the public sector in Ukraine are generalized. As a result, approaches have been identified that can be used to determine the effectiveness of the participation of customers, private sector representatives and the system of electronic public procurement in general. On the basis of retrospective data of past years and the first half of the current year, a number of estimates of absolute and relative savings, as well as indicators of the effectiveness of the open bidding in the public sector of Ukraine have been identified. The dynamics of these indicators before and after the introduction of the “ProZorro” electronic procurement system was analyzed. The analysis shows that the first results of the functioning of the “ProZorro” system demonstrate the existence of negative trend of competition and reduction in the amount of savings in public funds. Ensuring high efficiency and competitiveness, integrity and transparency of the procurement process are the main tasks of the Ukrainian government in the field of public procurement. The authors argue that the introduction of the “ProZorro” system can help to solve them successfully, and the application of the analytics module enables to calculate the savings from the use of this system.

Abstract The current study is a result of the Hungarian government’s aspiration to cut bureaucracy and increase public administration’s efficiency, thus impacting personnel and reorganizing the labour market. The public-sector headcount reduction is being justified in terms of Hungary’s inadequate private-/public-sector employment ratio. This reorganization can come to fruition only via the development of intellectual capital and a well-designed system for retraining and further education. In cases of retraining and further education offered by the state, we must be wary of generational differences and possible motivations, while also keeping in mind the influence education can have on the market, society, and the individual. Our research has shown that the demand for a given type of instruction is also influenced by the generational differences among those who wish to learn. Overall, our respondents showed an interest in learning.

Research background: The digitalization of the global economy is the most common phenomenon in the 21st century. Most Public sector organizations have already started their journeys towards digitalization, and many of them have dealt with their contemporary challenges with success. At the center of these transformations are metrics and indicators used for evaluating digital progress. Already existing measures focus on numerical measures of the presence of digital technology in the public sector (output measures), but do not evaluate the quality of the digitalized public sector (outcome measures). Purpose of the article: This paper attempts to evaluate metrics and indicators used for measuring the digital progress in the public sector. Methods: Three particular aspects of digitalization in the top five leading countries (Finland, Sweden, Denmark, Netherlands, and Malta) were examined: I. success rate of public sector IT projects (measured by how often projects are scrapped); II. The price comparability between the public sector and private sector IT projects; and III. The relative modernity of government IT systems (compared to private sector systems). Findings & Value added: The findings of this paper present key metrics and indicators that can be used to evaluate public sector digital progress. Policymakers will need to redefine digitalization goals and areas of investments, while researchers can contribute more insights to the individual impact of these metrics and indicators on the development of a digital public sector. To this end, the paper contributes to a better understanding of the essential metrics and indicators to measure digitalization progress in the public sector.
