The Oprichnina as a Carnival of Violence: Ivan the Terrible and Muscovite Popular Culture

This essay takes issue with Charles Halperin’s assertion, in his book on Ivan the Terrible, that the state terror imposed by the tsar in the period of the oprichnina bore no relation to the concept of carnival employed by Mikhail Bakhtin. The reviewer argues that, on the contrary, Ivan’s behaviour was heavily influenced by aspects of the “comic world” of early Rus’ identified by D.S. Likhachev and A.M. Panchenko as the Muscovite equivalent of the Western European “carnivalesque”. She examines the deposition and ritual humiliation of Metropolitan Filipp of Moscow and Archbishops Pimen and Leonid of Novgorod, and the murder of the boyar I.P. Fedorov-Cheliadnin, and shows that these had much in common with forms of popular culture. Similarly, the oprichniki themselves in some respects resembled mummers, and their monastery at Aleksandrovskaia Sloboda was carnivalesque. The oprichnina terror displayed some of the gruesome rituals of retribution found in popular uprisings of the period: this suggests that the tsar had internalized much of the imagery of popular culture; and his appropriation of its idioms may have helped to gain popular support for his public executions.

The collections of the State Historical Museum keep a single offering copy of the first-printed Apostle 1564 by Ivan Fedorov with the image of the tsar Ivan the Terrible. This portrait was made in the embossing technique on the cover of the binding and is now almost completely extinct. This extinguished image was investigated using multispectral macro photography and subsequent computer processing. It has allowed visualizing the tsar portrait. This image is the only lifetime portrait of the most famous ruler of Russia, which survived to our time. Embossing specifics on the cover of the binding suggests the use of engraving on metal for the manufacture of this image. This is one of the first example of this technique in Russia. The features of the portrait and the embossing of both covers of the binding corresponded to the Western European standards for the design of an elite book, which came to Russia along with typography. The portrait of the king on the chest of a heraldic eagle accompanied by his titles served as a representation of the royal status of Ivan IV, that had been recognized by the Oriental patriarchs for three years before. A review of the existing portraits of Ivan the Terrible led to the conclusion that the resulting image was the only lifetime portrait of the king, which has close correspondences with the reconstruction of his face on the skull, made by M. M. Gerasimov. The history of the existence of a royal copy of Apostol of 1564 from the moment of its creation to the present day is reconstructed in the article.

India played an active role in the liberation war of Bangladesh in 1971. The relation between the two countries remained cordial in the initial years but it soon soured with the coup d’etat of 1975. This also marked the rise of the anti-Indian elements in the Bangladeshi politics. This article makes a brief survey of anti- Indian elements that has remained a part and parcel of the political fabric of Bangladesh since 1971. It also looks into the ways in which the anti-India stance has been instrumental in garnering popular support to hold on to political power. The article begins with the background of the creation of Bangladesh and India’s active role in it which was followed by the friendship treaty signed between the two countries. Then it moves to the changing scenario following the coup d’état of 1975 which marked the visible changes within the polity of Bangladesh. The nature of nationalism underwent change moving from secularism to a religious character which found expression in the policies of the state. The military rule most often found it convenient to use the anti-Indian stance in order to please the fundamentalist elements of the country in its bid to garner popular support. The issues of water sharing, refugees and issues of fomenting possible insurgency with active support of India were highlighted. Even after the restoration of democracy, the anti-Indian factions remained active in opposing the government of Sheikh Hasina’s foreign policy with regard to India. Radical religious factions, who had throughout opposed the liberation war, still play a major role in fanning the anti-Indian sentiments in Bangladeshi politics.

The introduction starts with what many have seen as a worrying paradox: the illiberal turn that liberal democracies have taken with, or perhaps because of, popular support. While commentators have focused on ‘why’ liberal democracy has taken an illiberal turn, the book proposes an alternative starting point that focuses on the ‘how’ and the ‘what’: what democracy means to some of Britain’s most marginalized citizens in the first place and how these citizens engage with the state. It is by shifting the analytical focus to these questions that a more encompassing legacy of state coercion than commonly acknowledged in narratives of the punitive turn can be brought into focus, as well as the possibility of its critique and subversion. The introduction sets out council estates as a historical and ethnographic setting for such a project, outlines the methodology, and introduces the anthropological framework at the core of the book.

This article argues that a Russian analytical paradigm of carnival culture can help explain the successful presidential campaign of President Donald J. Trump. Russian philosopher and literary critic Mikhail Bakhtin developed the notion of carnival culture while analyzing Francois Rabelais’ work and its connection to the popular culture of Renaissance. Carnival ethos stood in opposition to the ‘official’ and ‘serious’ church sanctioned and feudal culture, by bringing out folklore and different forms of folk laughter that Bakhtin denoted as carnival. Carnival culture with its opposition to the official buttoned-up discourse is supposed to be polar opposite, distinguished by anti-ideology and anti-authority, in other words, anti-establishment – the foundation of Trump’s appeal to his voters. This article examines the core characteristics of carnival culture that defined Trump’s presidential campaign from the start.

Though traditionally thought of as the preserve of technical experts—lawyers, economists and accountants—the study of taxation has recently attracted growing attention, with mounting recognition that taxation is fundamentally political, and lies near the core of the relationship between states and citizens. The first, and most common, question about the politics of taxation is: what are the political barriers to more effective and equitable taxation, and how can these political barriers may be overcome? However, it is important that any discussion of the politics of taxation also consider a second question: How can the expansion of tax collection be linked to the construction of stronger fiscal contracts, thus ensuring responsiveness and accountability in the use of tax revenues? The expansion of taxation represents a transfer of wealth from private citizens to the state, but becomes publicly desirable only if it is then consistently translated in improvements in publicly provided goods and services, and broader improvements in the quality of governance. This makes it incumbent on those interested in taxation to consider not only how best to raise additional revenue, but how best to raise additional revenue in ways that increase the likelihood that new revenue will be translated into broader public benefits. It is now widely accepted that in many cases political resistance represents the most important barrier to more effective taxation in Africa—particularly with respect to the taxation of elite groups. This, in turn, reflects two broad political challenges: the expansion of taxation frequently confronts resistance from influential political and economic elites, while it has historically been very difficult to build popular coalitions in favor of taxation in contexts of limited transparency and significant distrust of taxation and the state. That said, recent research has shed growing light on the contexts in which reform is more likely, and the reform strategies that may contribute to overcoming political resistance. This has been accompanied by the growth of parallel research that has highlighted the contexts in which the expansion of taxation is most likely to spur public mobilization and demand-making—and thus the strategies that reformers might adopt in seeking to strengthen the links between revenue-raising and improvements in public services and accountability. Ultimately, it increasingly appears that the kinds of political strategies that can support more effective and equitable taxation are also likely to contribute to encouraging encourage expanded popular engagement and stronger links between taxation and public benefits. These include efforts to stress horizontal equity in tax collection, to expand transparency and popular engagement in tax debates and to more clearly link expanded revenue to specific public uses, in order to build popular support for reform. Such strategies have the potential to contribute to virtuous circles of reform in which new taxation is translated into valued public benefits; thus building popular support for the further expansion of more equitable taxation.
