Anti-Indian factions in Bangladeshi Politics (1971 – 2014): A Brief Survey

India played an active role in the liberation war of Bangladesh in 1971. The relation between the two countries remained cordial in the initial years but it soon soured with the coup d’etat of 1975. This also marked the rise of the anti-Indian elements in the Bangladeshi politics. This article makes a brief survey of anti- Indian elements that has remained a part and parcel of the political fabric of Bangladesh since 1971. It also looks into the ways in which the anti-India stance has been instrumental in garnering popular support to hold on to political power. The article begins with the background of the creation of Bangladesh and India’s active role in it which was followed by the friendship treaty signed between the two countries. Then it moves to the changing scenario following the coup d’état of 1975 which marked the visible changes within the polity of Bangladesh. The nature of nationalism underwent change moving from secularism to a religious character which found expression in the policies of the state. The military rule most often found it convenient to use the anti-Indian stance in order to please the fundamentalist elements of the country in its bid to garner popular support. The issues of water sharing, refugees and issues of fomenting possible insurgency with active support of India were highlighted. Even after the restoration of democracy, the anti-Indian factions remained active in opposing the government of Sheikh Hasina’s foreign policy with regard to India. Radical religious factions, who had throughout opposed the liberation war, still play a major role in fanning the anti-Indian sentiments in Bangladeshi politics.

As a wealthy American businessman and former ambassador, William Pawley was a key actor in PBSUCCESS, the covert operation that brought down the government of Jacobo Arbenz Guzmán in Guatemala in 1954.The anti-Arbenz rebels, led by Colonel Carlos Castillo Armas, could not have defeated the Guatemalan army on their own. The key to a successful coup was getting the army to act on their behalf, and in this regard, control of the air was vital. Pawley, owing to his knowledge of Latin America and experience in aviation, played a central role in ensuring that the rebels enjoyed air superiority during their move against the president. At a more abstract level, Pawley exempli fied the role non-governmental actors played in the formulation and implementation of U.S. foreign policy during the Cold War. The “state-private network,” as it has been dubbed, remains a rich vein for scholarly investigation.

 The article is devoted to conservative projects of reforming the State Duma, which was established in Russia in 1906. Those projects can be divided into two groups. Some projects were proposed by Russian nationalists (M.O. Menshikov, I.P. Balashov), who supported Stolypin and claimed to be one of the two main forces of the parliamentary majority. Nationalists sought to preserve the legislative powers of the Duma and stressed that the reform was supposed to strengthen parliamentarism. The projects of the nationalists proposed only partial adjustments to the parliamentary system, but still changing the Basic State Laws (in other words the coup d’état). The government did not support this path. The other projects were initiated by right-wing conservatives (L.A. Tikhomirov, K.N. Paskhalov, prince V.P. Meshchersky). Right-wing conservatives proposed turning the Duma into a legislative institution. This completely changed the political configuration and eliminated the “The Third of June” system. Both nationalist and right-wing projects were rejected by the government, albeit for different reasons: either due to their indeterminate character (nationalist projects) or due to their radicalism (right-wing projects). The ministers invariably considered the reorganization of the Duma more difficult than finding ways to cooperate with it.

This chapter highlights how, in many respects, the military (MGK) was the author of its own decline, a result of infighting and internal and external plots and intrigue. By the AKP’s second term, tensions arose within the military’s lower officer ranks about how to deal with what they considered to be the AKP’s challenge to the secular nature of the state. This created disarray within the ranks while at the same time spurious conspiracies to overthrow the government emerged, leading to a purge within the military’s officer class. By the time the AKP entered its third term in office, the military was a spent force in Turkish politics ushering in a new era in the political and cultural dynamics of the country.

The paper analyzes the decision-making process with respect to foreign policy and defense in the French Fifth Republic. The author discusses the constitutional rights of the President, Prime Minister and Parliament to emphasize that the notion of the exclusive domain (domaine réservé) of the head of the state has no legal grounds. In particular, she stresses the variations in the practice of exercising power in these terms under two distinct political situations: when the president and government are from the same political option, and when they are not. She notes that given the political homogeneity of the President and the majority in the National Assembly, the President, as the actual head of the unified party, becomes the focal point in the creation and implementation of the policies for ‘his’ France, in particular of the country’s foreign policy. This defies the stipulations of Articles 20 and 21 of the Constitution, by virtue of which the government, headed by the Prime Minister, “determines and conducts the policy of the nation.” The paper devotes considerable space to an analysis of the political influence of cohabitation, i.e. the coexistence of a President of the Republic and a majority in the National Assembly who represent different political orientations. This characterized the political system of France for nine years (1986–1988, 1993–1995, 1997–2002) during the evolution of the actual dependency on the Presidential and Prime Ministerial power axis (or the Elysée–Matignon axis, as these state organs are commonly referred to) in the process of shaping and conducting the international and European policy of the state. The role of the Minister of Foreign Affairs is taken into account regarding the outcome of these changeable relations.

[The pillar of throne? The question of loyalty of the Bulgarian army during the state crisis in 1885–1886] In 1885, as a result of the unification of northern and southern Bulgaria without the consent of European powers, the political tensions in the Balkans successively increased. One of the consequences was the outbreak of Serbian‑Bulgarian war. The victory of Bulgarians paradoxically contributed to the deep crisis in the country and led to the abdication of Prince Alexander von Battenberg. A group of officers played an active role in these events. In August 1886 they carried out a coup d’état and the abdication of ruler. Soon a counter‑attack was organized, and the political power fell into the hands of politicians sympathizing with Prince Alexander. The dethroned ruler returned to the country. However, the persisting state of tensions and pressure from Russia forced the prince to abdicate again. The article presents the process of growing crisis of the Bulgarian state and the course of coup d’etat aimed at depriving the Bulgarian ruler of power, its consequences, as well as explaining the motives of conspirators.

This paper considers the effect of violence on the emotions of IS fighters and the resultant consequences of those emotions as a factor in their choice to use violence. By interrogating the human aspect of the fighters, I am focusing not on religion but on human agency as a factor in the violence. In this regard, this paper is about reorienting the question about the violence of IS not as “religious” violence but as a response to how these fighters perceive what is happening to them and their homeland. It is about politicising the political, about the violence of the state and its coalition of killing as opposed to a consistent effort to frame the violence into an explanation of “extremist religious ideology.” This shift in analysis is significant because of the increasing harm that is caused by the rise in Islamophobia where all Muslims are considered “radical” and are dehumanised. This is by no means a new project; rather it reflects the ongoing project of distortion of and animosity toward Islam, the suspension of ethics and the naturalisation of war. It is about an advocacy for war by hegemonic powers and (puppet regimes) states against racialised groups in the name of defending liberal values. Furthermore, the myth of religious violence has served to advance the goals of power which have been used in domestic and foreign policy to marginalise and dehumanise Muslims and to portray the violence of the secular state as a justified intervention in order to protect Western civilisation and the secular subject.

Abstract From 1949, Quemoy became the battlefront between the warring Nationalists and Communists as well as the frontline between Cold War nations. Under military rule, social and ideological control suppressed the community power of traditional clans and severed their connection with fellow countrymen living abroad. For 43 long years up until 1992, Quemoy was transformed from an open hometown of the Chinese diaspora into a closed battlefield and forbidden zone. During the war period, most of the Quemoy diasporic Chinese paid close attention to the state of their hometown including the security of their family members and property. In the early 1950s, they tried to keep themselves informed of the situation in Quemoy through any available medium and build up a new channel of remittances. Furthermore, as formal visits of the overseas Chinese were an important symbol of legitimacy for the KMT, Quemoy emigrants had been invited by the military authority to visit their hometown since 1950. This was in fact the only channel for the Chinese diaspora to go home. Using official files, newspapers and records of oral histories, this article analyzes the relationship between the Chinese diaspora and the battlefield, Quemoy, and takes a look at the interactions between family and clan members of the Chinese diaspora during 1949-1960s. It is a discussion of a special intermittence and continuity of local history.

The new foreign policy team is more professional and with an Asian focus than its older counterpart. Although still fragmented, it may have stronger leadership and better coordination. This is critically important because China is at a defining moment as to its international role. Xi Jinping's closer ties with the military and his hands-on style may encourage assertive nationalism and more active role of the military in foreign affairs.

The militarycoup d'étatwhich installed General Maximiliano Hernández Martínez as President of El Salvador during December 1931 created a crisis involving the 1923 Washington Treaties. By the terms of these accords, the Central American nadons had pledged to withhold recognition from governments seizing power through force in any of the isthmian republics. Although not a signatory of the treaty, the United States based its recognition policy on this principle. Through this means the State Department had attempted to impose some stability in Central America, by discouraging revolts. With the co-operation of the isthmian governments, United States diplomats endeavored to bring pressure to bear on the leaders of any uprising, to deny them the fruits of their victory, and thus reduce the constant series ofcoupsandcounter-coupsthat normally characterized Central American politics.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.
