In order to fulfill our mission, theological librarians need to anticipate research needs of graduate students and faculty whose work often entails asking new questions, forming new connections, and seeking new avenues of inquiry that may lie beyond our subject expertise. What low-cost sources and tools are available that allow librarians to monitor research trends in relevant disciplines and thereby prepare ourselves to support those pursuing emerging research trajectories? How do we form the connections with current and incoming graduate students and new faculty that will enable us to anticipate their research needs? Experienced public services librarians will facilitate a conversation to address these and related questions. This session is sponsored by the Public Services Interest Group (PSIG).

The article analyzes the experience of leading countries in implementing the service policy of the state (Great Britain, France, Germany, Malaysia, etc.) in order to identify effective practices for reforming state policy in the context of its service orientation. The Charter of the Citizen (UK) was adopted in 1991 and was a 10-year improvement program of the public services quality. The main principles of the Charter (standards; openness; choice; politeness and courtesy; providing services properly; efficiency and low cost) were observed. Moreover, the «Charter on the delivery of public services» (France, 1992) is researched. It presented basic principles of work regulation of French civil service on the basis of equality, impartiality and continuity, as well as new principles of activities, as a reaction to changes in expectations and demands of the population, the emergence of consumers’ new needs and requests, the need for transparency and accountability, simplicity and accessibility.It is proved that the Services Consumer Charter for Public Services in Belgium (1993) is an example of a comprehensive program that seeks to improve the relationship between state bodies and institutions on the one hand and the population - customers and consumers (clients) of services - on the other one.Analysis of mantioned above and other charters helps to detect the main tasks of the public service systems reforms, in particular: increasing the efficiency of public services and reducing the cost for their delivery; deliivery of services to citizens of the proper quality; reduced deadlines for preparing responses to requests of citizens; conducting external audits to provide creation of a system aimed at continuous improvement; emphasis on achieving results, but their planning; better definition of work processes; improving the quality of informing citizens about public services delivery; openness and transparency of authorities activities; liberalization of licensing institutions; implementation of the «e-government».A characteristic feature of reforming the system of public services delivery in the countries taken under consideration is detected. This is a duration of this process. The explanation of the long terms of the reforms in the sphere increasing the efficiency of the public sector lies in the complexity and scope of the set goals and objectives, and also in a large number of parties involved in the reform process. The further research of the problematic can be dealt with analysis of the state, quality, and special features of the domestic reforms dedicated to the state service policy implementation.

To realize quality education, there needs to be a thorough and professional management of the resources available in educational institutions. One resource that needs to be managed properly in education is financial matters. In this context, finance is a source of funds that are urgently needed by schools as a tool to complement various learning facilities and infrastructure in schools, improve teacher welfare, services and the implementation of supervision programs. An indication of the success of regional autonomy is an increase in services and better public welfare, an increasingly democratic life, justice, equity, and harmonious relations between the center and the regions and between regions. This situation will only be achieved if the region can manage its government including financial administration. A good financial management system will benefit the effectiveness of public services by providing targeted services, improving the quality of public services, low cost of services due to the loss of inefficiency and savings in the use of resources, allocation of expenditure that is more oriented to the public interest, and increasing public costs awareness as the root of the implementation of public accountability.

To date, most qualitative knowledge about individual eating patterns and the food environment has been derived from traditional data collection methods, such as interviews, focus groups, and observations. However, there currently exists a large source of nutrition-related data in social media discussions that have the potential to provide opportunities to improve dietetic research and practice. Qualitative social media discussion analysis offers a new tool for dietetic researchers and practitioners to gather insights into how the public discusses various nutrition-related topics. We first consider how social media discussion data come with significant advantages including low-cost access to timely ways to gather insights from the public, while also cautioning that social media data have limitations (e.g., difficulty verifying demographic information). We then outline 3 types of social media discussion platforms in particular: (i) online news article comment sections, (ii) food and nutrition blogs, and (iii) discussion forums. We discuss how each different type of social media offers unique insights and provide a specific example from our own research using each platform. We contend that social media discussions can contribute positively to dietetic research and practice.

This chapter is not an example of comparative politics but of area studies, a field that is descriptive, cultural, historical, and contextual, seeking to analyse a country or region. The chosen area is the dominion countries of the British Commonwealth. The chosen method is the textual analysis of primary sources: speeches, writings, evidence to inquiries, and interviews by heads of the public services. This chapter analyses how the heads of the public services articulate the traditions of ‘constitutional bureaucracy’ found in Westminster systems of parliamentary government and selectively draw on past understandings to understand present-day changes. It describes traditions under challenge that reshape reforms as reforms reshape them. In each case, it is not a question of ‘in with the new, out with the old’, but of ‘in with the new alongside key components of the old’. The myths and legends of yore remain germane to the modern public service.

The valuation of the risk of losses makes easy the correct estimation of resulted threats as a result of atmospheric discharges and harms connected to them. Qualifying the need of lightning protection use for the object, we ought to take into account the risk R for the object and for the public services devices. In every case of examining risks we ought to fulfill: the identification of components RX forming the risk, counting the identified components of the risk RX, the entire risk R, identify the tolerated risk RT and compare the risk R with the tolerated value RT. As a result of such analysis we can come to a decision about the use of protection resources. In the report was realized the risk analysis of devices damages for a chosen object - the signal box with installed station - relaying devices of the railway traffic controlling with a computer adjustable control panel. From the realized analysis results that DEHN Risk Tool is a useful tool for the risk analysis of lightning losses in buildings, making possible the improvement of the calculations process, especially in the range of the choice of proper protection resources.
