ANALYSIS OF EFFECTIVENESS OF THE RISK MANAGEMENT SYSTEM FOR OCCURRENCE OF OCCUPATIONAL DISEASES FOR THE MOST DANGEROUS PROFESSIONS IN BELARUSIAN RAILWAY

Abstract. The work examines the most dangerous, according to the results of certification of workplaces, professions of railway transport: driver (assistant) of an electric locomotive and a diesel locomotive, an attendant at a railway station, a track fitter, an electrician of a contact network. An analysis of the legislative acts in force in the Republic of Belarus, as well as local regulatory legal acts created on their basis, OSH management systems based on STB ISO 45001, the results of workplace certification showed the need to create a systematic approach to managing the risks of developing occupational diseases in the most dangerous professions on the railway. The work systematizes the factors that have the greatest influence on the risk of developing occupational diseases, based on the generalization and analysis of certification of workplaces, the leading production factors of the listed professions are highlighted.

The problem of industrial injuries and occupational diseases of workers is relevant for all countries, including the Republic of Kazakhstan, where more than 200 people die every year and more than 2,000 are injured at workplaces due to hazardous and harmful production factors, including insufficient natural or artificial illumination of workplaces. The aim of the work is to study the level of illumination of workplaces at enterprises of the Republic of Kazakhstan and to establish the influence of this factor on the working conditions. The object of the study is workplaces and employees of one of the largest machine-building plants, where 60 employees were interviewed, and instrumental measurements of illumination levels were performed in two workshops. The questionnaire method and methods for assessing workplaces by the level of illumination were used. The analysis showed that the largest number of surveyed workers (58.4%) were not satisfied with the level of illumination; according to the instrumental measurements of illumination, 40.9% and 46.6% of workplaces were harmful and dangerous. Employees working under harmful conditions are entitled to a number of benefits and compensations. Thus, the creation of rational working conditions, including illumination of workplaces, helps to minimize injuries and occupational diseases and increase the efficiency and productivity of labor.

The tests performed by the authors have shown that diesel locomotive engines efficiently operate using a mixture of diesel oil and about 40% of rapeseed oil methyl ester (RME) while their ecological and economical parameters do not differ much from those of the locomotives operating on pure diesel oil. When biodiesel is used, the pollutants released into the atmosphere by an engine are less harmful. Therefore, the respective laws of the Republic of Lithuania provide for some financial incentives and allowances to transport enterprises using biological diesel oil. The paper presents a mathematical model for determining the expenses associated with the use of biological diesel oil.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

Developing countries face various challenges in implementing bio-risk management systems in the laboratory. In addition, educational settings are considered as workplaces with biohazard risks. Every activity in a laboratory facility carries many potential hazards that can impact human health and the environment and may cause laboratory incidents, including Laboratory Acquired Infections (LAIs). In an effort to minimize the impact and occurrence of these incidents, it is necessary to evaluate the implementation of a bio-risk management system in every activity that involves handling biological agents. This study was conducted in an Indonesian higher-education institution, herein coded as University Y. This is a descriptive, semi-quantitative study aimed at analysing and evaluating the implementation of the bio-risk management systems used in laboratories by analysing the achievements obtained by each laboratory. The study used primary data that were collected using a checklist which referred to ISO 35001: 2019 on Laboratory Bio-risk Management. The checklist consisted of 202 items forming seven main elements. In addition, secondary data obtained from literature and document review were also used. The results show that out of 11 laboratories examined, only 2 laboratories met 50% of the requirements, which were Laboratory A and B, achieving good performance. Regarding the clauses of standards, a gap analysis identified leadership, performance evaluation, and support as elements with the lowest achievement. Therefore, corrective action should be developed by enhancing the commitment from management as well as improving documentation, policy, education and training.

Abstract: Introduction. In the context of the COVID-19 pandemic, it is necessary to look for new approaches to the prevention, diagnosis and treatment of skin diseases in the working population. Study objective. To study the hygienic influence of harmful and dangerous factors of the working environment and the severity of the labor process on the structure of the general dermatological morbidity in railway transport workers who ensure the safety of train traffic in the conditions of the COVID-19 pandemic. Materials and methods. The complex of harmful production factors affecting railway transport workers was studied according to the sanitary and hygienic characteristics of the working conditions of employees of the Altai region of the West Siberian Railway of JSC "Russian Railways". The structure of the general dermatological morbidity was studied according to the statistical coupons of outpatient patients who applied to a dermatovenerologist in the CHUZ " CB "Russian Railways-Medicine" Barnaul for the period 2019-2020. Results. The conducted complex of hygienic, epidemiological and statistical studies showed that the combined impact of chemical, meteorological, physical, biological harmful production factors and the severity of the labor process (class 3.1-3.5) in railway transport workers who ensure the safety of train traffic leads to the development of such production-related skin diseases as contact dermatitis and psoriasis. In the context of the COVID-19 pandemic, skin infections (62.8%) predominate over non-infectious dermatoses in the structure of the total dermatological morbidity. The share of primary morbidity increased to 90.8%. The first rank is occupied by pyoderma (47.5%), the second – allergodermatoses (20.0%), the third – mycoses (11.6%). Conclusion. The COVID-19 pandemic leads to changes in the epidemiological and clinical features of dermatoses in the working population, which must be taken into account in their prevention, diagnosis and treatment.
