Coordination of technology of railway operation of the Republic of Tajikistan and organization of railways in international traffic

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

One of the main tasks in improving management of the transportation process is the transition to enhanced quality of transport service focused on meeting users’ requirements while achieving the most economical results for all the components of the technological process stages. The quality of the services offered by railway transport is gradually becoming an increasingly significant indicator of economic efficiency for both carriers and cargo owners. Customers are ready to buy more and more qualitative services to save time, expand their business, and meet new needs. This necessitates dev elopment of modern approaches to optimizing the use of existing railway infrastructure, including by establishing priorities in organizing traffic. The objective of the research was to study the procedure for establishing dynamic priorities for organizing transit of cargo trains. To achieve this goal, a comparative analysis method, special engineering calculation methods associated with organization of train traffic were used. During the study comparative analysis of main characteristics of a number of world railways was carried out. Following clearly defined strategy of railways of the Russian Federation aimed at customer focus, this article provides preliminary research results, the findings of which revealed the expediency of establishing dynamic priorities for cargo trains transit. It is especially important to implement these approaches in the context of an operational change in the train situation in the event of emergency events on the infrastructure and for a possible reduction in the financial losses of consignors and consignees. The same approaches can rightfully be used on the railway of the Republic of Kazakhstan.

The ecological, social and safety implications of railway transport freights of dangerous cargo require addressing the fact that while hazardous substances are an integral part of people’s way of life in the modern age, they can adversely and severely affect living standards. The incorrect storage, transportation, loading and unloading of dangerous cargo could pose a serious threat to people, their property and the environment. In recent years, accidents involving the transportation of dangerous cargo have become more frequent. An indicative example in this regard is the explosion of several cisterns containing propane-butane at the railway station in the village of Hitrino – a severe accident which killed seven people and injured ninety-nine. This can be classified as an ecological and social disaster. The present article is a response to a multitude of such accidents and to issues such as poor conditions of railway infrastructure, outdated and obsolete rolling stock, lack of qualified personnel and lack of measures for limiting harmful impact on the environment. The goal of this paper is to justify the necessity for improving the environmental friendliness and safety of railway transport freights of dangerous cargo within the Republic of Bulgaria and to indicate specific measures and guidelines to this effect. The topicality of the paper is supported by the probability of reoccurrence of these ecological disasters with irreversible consequences for people and the environment.

For the rail sector of each country in the world, including Ukraine, the main condition for business success is the need to comply with the established requirements of quality of transport services and global trading networks of supply systems. This paper analyzes world trends in the freight market and the existing state of Railway Transport of Ukraine to identify the most important factors in the technology of the railways that determine the quality of transport services in the global market freight. The analysis of thecompetitiveness of railways in Ukraine transportation market, investigated the use of railway infrastructurequality, reliability analysis of the transportation process. Factors in the technology of railways of Ukrainewhich significantly affects the quality of transport services is the efficient use of railway infrastructure capacity that determines the reliability and cost of the transportation process. The necessity of fundamentallynew methods of management capacity of the railway infrastructure on the principles of self-organization.

The article provides a theoretical analysis of the problems of scientific research dedicated to training of specialists for the economic industry. As a result of the theoretical analysis, the classification of modern researches on the problem of training of future economists has been carried out: 1) research that examines problems that are common not only for the training of future economists but also systemic problems for other specialists’ training; 2) research that analyzes the problems aimed at preparation of future economists for a certain type of activity necessary for their profession, or is related to the ways of improvement of the quality of future economists’ professional training as well as the formation of pedagogical competence among future specialists in the economic field, that is, the training of teachers of economic disciplines; 3) scientific research on comparative professional pedagogy related to training of specialists in economic specialties in other countries of the world. There has been presented the classification of scientific research related to the scientific degree for which the research was submitted: in doctoral dissertations there were raised the problems which are systemic for training of not only future economists but other specialists too. A candidate level research is more focused on individual problems of future economists’ professional training, improving the quality of professional training of future economists. It has been stressed that studies aimed at studying foreign experience of economists’ training are still not sufficient, although due attention is paid to such countries as the USA, Great Britain and Germany. The research aimed at studying the experience of the Republic of Poland, which is Ukraine’s neighbour and is close to it in culture and history, has been noted as insufficient.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. Choosing a high-speed rail vehicle depends on many factors. On the one hand, there are requirements for ensuring the quality of service for passengers, on the other hand, there are constraints resulting from the parameters of available infrastructure. Also a relation of the benefit and financial costs associated with the purchase and the operation of rolling stock is essential. Technical characteristics of vehicles selected for operating a particular system is a compromise between the three groups of requirements. In this article technical parameters of railway infrastructure and rolling stock are classified and then analysed from the TSI requirements point of view.

Introduction. Currently, there are no bibliographic or statistical records that allow establishing a correlation between the physical-chemical quality characteristics of raw cow’s milk produced in the Republic of Panama and the classification it receives. Objective. To characterize and quantify the physical-chemical parameters of the quality of raw cow’s milk and correlate these characteristics with the classification that milk receives in Panama. Materials and methods. A stratified sampling was carried out according to the classification of raw cow´s milk (grade A, B, and C), 48 of grade A, 71 of grade B, and 393 of grade C. Random samples were taken in Cocle, Veraguas, Herrera and Los Santos during the rainy season from June to September 2018. In the Chiriquí province, the sampling was conducted during the dry season, from January to March 2019. In addition, it was necessary to have at least 512 producers or farms, so that the analysis reached a confidence level of 95 %, a standard deviation of 5 %, and a limit of error of 5 %. Results. The values found allow us to consider that the milk produced in Panama has the physical-chemical characteristics according to international standards. The correlation analysis indicated that the protein had a high relationship with solids non-fat (SNF), density (D), and lactose (L) (0.93, 0.91, and 0.96, respectively); also L is strongly related to SNF and D (0.94 and 0, 91, respectively). Conclusions. The analysis of variance did not allow to establish significant differences between the three existing classifications in the country, which allow a distribution of milk according to the grades of these parameters. However, it was possible to establish the existing correlation between some of these parameters.

The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region

An increase in rail freight transport performances is affected by the quality of transport services, which is influenced to the great extent by the transport infrastructure and infrastructure manager services. An increase in the quality of services provided by railway infrastructure has also been achieved through the establishment of the European rail freight corridors. At the same time, the trends in routing of goods flows and demand for transport services have contributed to the establishment of the new European rail freight corridor “Amber”. For this reason, an implementation strategy of the Amber corridor is proposed using the SWOT method and Balanced Score Card method. The draft of strategy is based on the findings contained in the study of transport and market environment of the Amber corridor.
