Abstract The theme of the paper is very topical in global and European context. It brings theoretical information on the concept of asocial model of early care in the Czech Republic and practical case studies and final reports related to the early care provision which demonstrate tangible activities within the system of the complex support and assistance to children with disability and their families. The author applies the theoretical-practical approach as she is of the opinion that „the practice without theory is as a blind person on the road and the theory without practice is as a cart without an axle”. The aim of the paper is to extend theoretical information on the topic in the Czech Republic by individual examples of final reports related to the provision of social prevention of the early care in the Czech Republic. The overall aim of the paper is to justify topicality and eligibility of early care in its broad reference framework, including its practical impact. The theoretical basis of the paper is elaborated with respect to the analysis and comparison of Czech and foreign literature, legislation, methodology document and other relevant written resources. The practical level is elaborated with respect to 3 cases and final reports of the provider of an early care of the social prevention. The early care in the Czech Republic represents a professional, modern and recognized system in European and global comparison and is legally anchored in the Act 108/2006 Coll. on social services. It aims on the minimization of child´s disability impact upon child´s development, especially the social inclusion of a child and a family and their capability to cope with limitating disability in natural environ, i.e. by the preservation of standard way of life. It represents a multi-dimensional model, overcoming limitation of sectoral division of the early care and facilitating complex assistance from a series of subject fields at the same time. Services for families with an endangered child in early age are the background for social, educational and pedagogical inclusion of a child and the re-socialisation and re-inclusion of a family. Early care is considered preventive, from the point of the prevention of the second disability (i.e. is effective), in the prevention of institutionalized and asylum care (i.e. is economical), in the prevention of segregation (i.e. is ethical).

AbstractInternational surveys suggest people increasingly agree the climate is changing and humans are the cause. One reading of this is that people have adopted the scientific point of view. Based on a sample of 28 ethnographic cases we argue that this conclusion might be premature. Communities merge scientific explanations with local knowledge in hybrid ways. This is possible because both discourses blame humans as the cause of the changes they observe. However, the specific factors or agents blamed differ in each case. Whereas scientists identify carbon dioxide producers in particular world regions, indigenous communities often blame themselves, since, in many lay ontologies, the weather is typically perceived as a local phenomenon, which rewards and punishes people for their actions. Thus, while survey results show approval of the scientific view, this agreement is often understood differently and leads to diverging ways of allocating meaning about humans and the weather.

AbstractThis paper explores the inequality of numeracy and education by studying school years and numeracy of the rich and poor, as well as of tall and short individuals. To estimate numeracy, the age-heaping method is used for the 18th to early 20th centuries. Testing the hypothesis that globalization might have increased the inequality of education, we find evidence that 19th century globalization actually increased inequality in Latin America, but 20th century globalization had positive effects by reducing educational inequality in a broader sample of developing countries. Moreover, we find strong evidence for Kuznets’s inverted U hypothesis, that is, rising educational inequality with GDP per capita in the period until 1913 and the opposite after 1945.

Abstract Background: Terrorist attacks are growing in complexity, increasing concerns around the use of chemical, biological, radiation, and nuclear (CBRN) agents. This has led to increasing interest in Counter-Terrorism Medicine (CTM) as a Disaster Medicine (DM) sub-specialty. This study aims to provide the epidemiology of CBRN use in terrorism, to detail specific agents used, and to develop training programs for responders. Methods: The open-source Global Terrorism Database (GTD) was searched for all CBRN attacks from January 1, 1970 through December 31, 2018. Attacks were included if they fulfilled the terrorism-related criteria as set by the GTD’s Codebook. Ambiguous events or those meeting only partial criteria were excluded. The database does not include acts of state terrorism. Results: There were 390 total CBRN incidents, causing 930 total fatal injuries (FI) and 14,167 total non-fatal injuries (NFI). A total of 347 chemical attacks (88.9% of total) caused 921 FI (99.0%) and 13,361 NFI (94.3%). Thirty-one biological attacks (8.0%) caused nine FI (1.0%) and 806 NFI (5.7%). Twelve radiation attacks (3.1%) caused zero FI and zero NFI. There were no nuclear attacks. The use of CBRN accounted for less than 0.3% of all terrorist attacks and is a high-risk, low-frequency attack methodology. The Taliban was implicated in 40 of the 347 chemical events, utilizing a mixture of agents including unconfirmed chemical gases (grey literature suggests white phosphorous and chlorine), contaminating water sources with pesticides, and the use of corrosive acid. The Sarin gas attack in Tokyo contributed to 5,500 NFI. Biological attacks accounted for 8.0% of CBRN attacks. Anthrax was used or suspected in 20 of the 31 events, followed by salmonella (5), ricin (3), fecal matter (1), botulinum toxin (1), and HIV (1). Radiation attacks accounted for 3.1% of CBRN attacks. Monazite was used in 10 of the 12 events, followed by iodine 131 (1) and undetermined irradiated plates (1). Conclusion: Currently, CBRN are low-frequency, high-impact attack modalities and remain a concern given the rising rate of terrorist events. Counter-Terrorism Medicine is a developing DM sub-specialty focusing on the mitigation of health care risks from such events. First responders and health care workers should be aware of historic use of CBRN weapons regionally and globally, and should train and prepare to respond appropriately.

Abstract Samples of peridotites and pyroxenites from the mantle and lower crustal sections of the Leka Ophiolite Complex (LOC; Norway) are examined to investigate the effects of melt-rock reaction and oxygen fugacity variations in the sub-arc oceanic lithosphere. The LOC is considered to represent supra-subduction zone (SSZ) oceanic lithosphere, but also preserves evidence of pre-SSZ magmatic processes. Here we combine field and microstructural observations with mineral chemical and structural analyses of different minerals from the major lithologies of the LOC. Wehrlite and websterite bodies in both the mantle and lower crust contain clinopyroxene likely formed at a pre-SSZ stage, characterised by high Al, high Cr, low Mg crystal cores. These clinopyroxenes also exhibit low Al, low Cr, high Mg outer rims and intracrystalline dissolution surfaces, indicative of reactive melt percolation during intrusion and disruption of these lithologies by later, SSZ-related, dunite-forming magmas. Chromian-spinel compositional variations correlate with lithology; dunite-chromitite Cr-spinels are characterised by relatively uniform and high TiO2 and Al2O3, indicating formation by melt-rock reaction associated with SSZ processes. Harzburgite Cr-spinel compositions are more variable but preserve a relatively high Al2O3, low TiO2 endmember that may reflect crystallisation in a pre-SSZ oceanic spreading centre setting. An important finding of this study is that the LOC potentially preserves the petrological signature of a transition between oceanic spreading centre processes and subsequent supra-subduction zone magmatism. Single crystal Cr-spinel Fe3+/ΣFe ratios calculated on the basis of stoichiometry (from electron microprobe [EPMA] and crystal structural [X-ray diffraction; XRD] measurements) correlate variably with those calculated by point-source (single crystal) Mössbauer spectroscopy. Average sample EPMA Fe3+/ΣFe ratios overestimate or underestimate the Mössbauer-derived values for harzburgites, and always overestimate the Mössbauer Fe3+/ΣFe ratios for dunites and chromitites. The highest Fe3+/ΣFe ratios, irrespective of method of measurement, are therefore generally associated with dunites and chromitites, and yield calculated log(fO2)FMQ values of up to ~+1.8. While this lends support to the formation of the dunites and chromitites during SSZ-related melt percolation in the lower part of the LOC, it also suggests that these melts were not highly oxidised, compared to typical arc basalts (fO2FMQ of >+2). This may in turn reflect the early (forearc) stage of subduction zone activity preserved by the LOC and implies that some of the arc tholeiitic and boninitic lava compositions preserved in the upper portion of the ophiolite are not genetically related to the mantle and lower crustal rocks, against which they exhibit tectonic contacts. Our new data also have implications for the use of ophiolite chromitites as recorders of mantle oxidation state through time; a global comparison suggests that the Fe3+/ΣFe signatures of ophiolite chromitites are likely to have more to do with local environmental petrogenetic conditions in sub-arc systems than large length-scale mantle chemical evolution.
