Formulation of the problem. The educational sector reform, including higher education in Ukraine and its entry into the European space has changed the requirements not only for teachers. The universities image is changing, both on the part of the state and higher education institutions, and on the part of the public and students. Nowadays the educational institution success should be complemented by its individuality manifestation, an indicator of which is a certain level of image formation of the higher educational institution. The staff uniqueness of the educational institution is its component. Thus, there is no doubt about the relevance of this problem and its practical solution significance. It should be noted that the issue of the higher educational institution image creation needs to be studied. The scientific developments on the research topic are analyzed and the issue of formation of the higher educational institution image as a pedagogical problem, that requires detailed research, is clarified in this article. Materials and methods. In the scientific process, dissertation research materials, pedagogical and scientific literature were used. To achieve the goal of the study theoretical and empirical methods: analysis and systematization; observation; written and oral interview; analysis, systematization, generalization were used. Results. The following trends in the formation of the higher educational institution image should be proposed: - the management and teaching staff of the higher educational institution should consider the university image as a condition for ensuring its positioning in the market and increasing its competitiveness; - the presence of the higher educational institution image should be associated with an increase in the prestige, and, consequently, the authority and influence of the higher educational institution in the state; - the higher educational institution image influences the choice of an educational institution by students as a base for vocational training. Conclusions. Thus, an effective strategy for the formation of the higher educational institution image is a tool for influencing the perception of a higher educational institution by various subjects and stakeholders’ groups, which increases its competitiveness potential.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. Formulation of the problem. The problem of adaptation of students to institutions of higher education in our time is of great scientific and practical importance. The breakdown of dynamic stereotypes during the transition from the school system to higher education, the change in living conditions for nonresident students, a new social environment − all this accompanies the freshman and requires the formation of psychological mechanisms of adaptation of the personality of yesterday's schoolchild to new conditions of life and activity. The purpose of the research: determination of the structural components of the adaptation process, determination of the main directions of optimization of the adaptation process, creation of a multifunctional model of the student's adaptation process to the university. Conclusions. The main goal of optimizing the process of adaptation of a student to the university is to create conditions for the development, self-improvement and disclosure of the creative potential of the student's personality. So, we see the same ways of solving the indicated problems: psychological and pedagogical training of the supervisors of student groups; introduction of innovative technologies in the pedagogical process; improving the psychological and pedagogical qualifications of the teaching staff of a higher educational institution; work with gifted youth, development of students' creativity in the learning process; development of student initiative and self-government; psychological support of methodological and educational work in a higher educational institution; psychological support for the development of the student's personality in the learning process: mastering the skills of independent work, communication skills, disclosing the psychological characteristics of the development of one's creative potential, solving personal problems.

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

Today the state is focused on the innovative way of development, on the rapid development of the economy, and rapid creation and distribution of new digital technologies. The education system, as a vital area of socio-economic activity, must be reformed in accordance with the requirements of contemporary society. Numerous organizational innovations in the educational sphere of Rossiya have been made in recent years. Characteristic features of the up-to-date system of higher professional education are: liberalization; optimization of the state and non-state sector of education; the introduction of information and communication technologies as well as changes in demand and the degree of accessibility of higher education. For these purposes there should be no doubt that the basis of all are all the necessary conditions for the further reform of Russian education.The Object of Study. The system of higher education in Rossiya.The Subject of Study. Reforming the system of higher education in Rossiya.The Purpose of the Study. Evaluation of the consequences of the introduction of the Bologna System, identifying the causes of the slow progress of reforms.The Theoretical Aspect is based on the concept of Smart-education - education, aimed at obtaining a qualitatively new educational, scientific, social and commercial results in terms of the collective production of knowledge and their multiple sources.The Empirical Aspect of the subject is based on the results of research on the dynamics of spending on education, the number of state and non-state universities, the number of students and positions of Russian universities in international rankings.The Main Theoretical Provisions of the Article. The process of reforming the national system in accordance with the requirements of the Bologna process does not take into account the specifics and features that led to the loss of the accumulated progressive achievements that existed in Russian education. The transition to a new education model is stuck in an intermediate state. At the present stage of the reform of education, the main goal should be a radical update of the content of education and its resource provision. In the USSR, after graduating from higher educational institutions, graduates were sent to work at pre-determined jobs. At the stage of transition of the country to the market, this mechanism was canceled. The supplement to the Federal Law “On Education in the Russian Federation” Article 71 (August 2018), introducing quotas for the admission of citizens for targeted training, is designed to ensure competitive conditions for the selection of trained applicants who will enroll in competitive conditions, to train professionals who, after graduating from a higher educational institution, will go to work to the region where they are in demand as specialists. If the graduates did not get a job, they or the company that signs the contract with them will have to compensate for budget expenses.The implementation of these requirements of the Federal Law requires the elimination of contradictory management decisions in terms of graduate level training, adherence to the principle of social justice, provision of sufficient budget financing in accordance with institutional changes and higher flexibility of the entire educational system.The authors consider the organizational mechanism of the system of higher professional education as a system of external and internal relations arising in the course of its functioning and changing depending on the changing goals of the educational model (administrative, collegial and market) of the university and the needs of the labour market at the federal and regional levels.

The article substantiates the urgency of the problem of ethical and regulatory regulation of the process of formation of academic integrity in higher education institutions. The purpose of the article is to analyze the tools of ethical and regulatory regulation in the university community and highlight the practical experience of their implementation at the University of the State Fiscal Service of Ukraine. The content of the article reveals the essence of academic integrity, characterizes the types of its violations. The evolution of the creation of an international legal framework for the formation of academic integrity is traced. An analysis of the provisions of domestic legislation on academic integrity and the types of penalties for its violation. Normative documents of ethical and normative-legal regulation in the academic community of the University of the State Fiscal Service of Ukraine are considered. The peculiarities of the infrastructure and system organization of the university's activity on the formation of academic integrity are revealed. Based on the identified problems, the priority areas, forms and methods of the university's activities to improve the process under consideration are determined. The article uses such methods as: historical analysis; content analysis when working with ethical and administrative documents of a higher education institution; survey of research and teaching staff; quantitative analysis of automatic verification of texts of scientific articles for uniqueness. Research results. The analysis of the tools of ethical and normative-legal regulation of academic integrity revealed priority directions, mechanisms, forms and methods of work on formation of academic integrity and prevention of its violations by subjects of educational and scientific activity according to international standards. Based on the experience of the University of the State Fiscal Service of Ukraine, the organizational management system of the process of formation of academic integrity in the university community is considered. Conclusion. The optimal results of ethical and normative-legal regulation of academic integrity have been achieved at the University of the State Fiscal Service of Ukraine due to the functioning of the organizational management system of this process, created according to international standards.

[full article and abstract in English] The human potential of science is the basis for the formation of the scientific elite, which has declined significantly in recent decades in Russia. The process of forming the human resources potential of a higher school science must begin with the qualitative organization of research activities of students. Then it is necessary to conduct training of scientific personnel in postgraduate study. At the final stage after graduation from the graduate school, it is necessary to carry out measures to secure the trained scientific personnel in higher education with the replacement of a certain post. The human resources potential of science should be considered as an integral characteristic of the available capabilities of each employee. It is important not only to properly assess this potential, but be able to form it. The training of highly qualified personnel is an important strategic stage in the formation of the human potential of science and increasing the competitiveness of the university, taking into account the presence of such negative factors as the aging of scientific personnel, the transfer of scientific and teaching staff to other spheres of the economy, etc.  The competitiveness of a higher educational institution largely depends on postgraduate education, which significantly affects the rating indicators of the university. Objective of this research is carrying out a complex author’s research of the current state of training of the top skills in the Accounting, Statistics direction taking into account application of professional standards and also definition of positive and negative sides in the course of their interface. The research is conducted by means of the system analysis. The retrospective analysis of development of system of the higher education in Russia is also applied. The drawn conclusions confirm need of improvement of the existing system of the higher education in a number of the directions. It is necessary to understand that the personnel potential of science is the multidimensional category more difficult according to the contents, than the personnel capacity of the organization.

BACKGROUND AND OBJECTIVES. Management of competitiveness of higher educational institution as a science is a system of ordered knowledge in the form of concepts, theories, principles, ways and forms of management. We present scientific-methodological bases of competitiveness management in university as a system of ordered knowledge, concepts, theories including basic statements of modern competition theories, self-organization theory, system and integrative approaches of new management paradigms, which universality will contribute to the best interpretation of the process of development of appropriate principles and ways of competitiveness management in higher educational institution. These principles can be implemented with the help of the Hackathon Ecosystem, the main task of which will be to manage the competitiveness of the institution of higher education.METHODS. In the study to determine the level of competitiveness of the institution of higher education achieved with the help of the Hackathon ecosystem, the integr al indicator of competitiveness of the university as a set of quality potentials of education, competitiveness of educational services provided, efficiency of marketing activities, efficiency of investment management activities were used.FINDINGS. Management of university competitiveness as a process is a set of managerial actions, providing the achievement of objectives by transformation of resources at "input" into products at "output". We consider the university competitiveness management as a set of tools and methods for maintaining and increasing competitiveness. The main tool in this case is the quality of educational services. The factors of modern paradigm of university service quality management are revealed and the specific directions of quality assurance of university educational services are offered.CONCLUSION. The creation of an educational cluster as a group of geographically adjacent interrelated educational institutions of a certain profile (general, primary vocational, secondary vocational and higher vocational education) and related employers headed by branch ministries, state and municipal governments with a coordinating center, will increase the competitiveness of the basic university.
