First records of trebouxiophycean alga and fungi for the Leningrad Region, myxomycetes for the Republic of Belarus, lichens, saprobic and lichenicolous fungi for European Russia, the Nenets Autonomous Area, the Kostroma and Tver regions, the republics of Altai and Tuva, Altai and Primorye territories, bryophytes for the Orel and Ryazan regions, the arctic part of the Republic of Sakha (Yakutia), the North Koryakia are presented. The data on their localities, habitats, distribution, and specimens are provided.

Fourteen species of lichens, fifteen lichenicolous fungi and one saprobic fungus are reported for the first time for St. Petersburg, Western or Eastern Leningrad Region. The lichen Lecidella meiococca and the lichenicolous fungus Tremella phaeophysciae are reported as new to Russia, the lichen Lecania sambucina and the lichenicolous fungus Endococcus tricolorans are new for the European Russia, the lichens Buellia arborea, Chaenotheca cinerea, Bellemerea sanguinea, resinicolous calicioid fungus Chaenothecopsis mediarossica and lichenicolous fungi Arthonia molendoi, Lichenochora obscuroides, Pronectria leptaleae, Sphaerellothecium cladoniae are new for the North-Western European Russia. The most interesting records are briefly discussed.

First records of silica-scaled chrysophyte alga for the Leningrad Region and North-West of European Russia, fungi for the Pskov and Novosibirsk regions, and the Republic of Tuva, myxomycetes for the Republic of Belarus, lichens for the Yamal-Nenets Autonomous Area and West Siberia, liverworts for the Kurgan Region, mosses for the Republic of North Ossetia – Alania, the Taimyr Peninsula, the Chukotka Autonomous Area, and the Kamchatka Territory from the North Koryakia are presented. The data on their localities, habitats, distribution, and specimens are provided. The specimens are kept in the Herbarium of the Komarov Botanical Institute RAS (LE), the Herbarium of M. G. Popov at the Central Siberian Botanical Garden RAS (NSK), or the Herbarium of the Kuprevich Institute of Experimental Botany NAS of Belarus (MSK-F).

The lichen Xylographa septentrionalis is reported for the first time for Russia, Europe and Asia, the lichenicolous fungus Skyttea gregaria is new for Russia, the lichen Xylographa pallens, lichenicolous fungi Didymellopsis collematum and Intralichen lichenicola are new for the North-Western European Russia. The most interesting records are briefly discussed.

Thirteen species and one variety of lichens, nine lichenicolous and two saprobic fungi are reported for the first time for St. Petersburg, the whole Leningrad Region or its western or eastern parts. The lichens Bacidina brandii, B. neosquamulosa, Porina leptalea, Rinodina aspersa and the lichenicolous fungus Scutula dedicata are reported for the first time for Russia, lichenicolous fungus Lichenoconium aeruginosum – for European Russia, the lichen Tetramelas chloroleucus, lichenicolous fungi Lichenoconium pyxidatae and Tremella cetrariicola are new for the North-Western European Russia. The most interesting records are briefly discussed.

The article discusses main stages of scientific research of the arctic territories of the European North in the second half of the 19th – early 20th century. Drawing on historical sources and published literature, it concludes that the nature of research changed due to requirements of the time. It is known that the second half of the 19th – early 20th century was a time when society faced the task of expanding its reproduction base, which stimulated development of new spaces, introduction of new means of transport, and active inclusion of population and regions in production relations. The speed and efficiency of the developing commercial interactions between the territories came to the fore. Overcoming institutional and technical backwardness of the country and its territories involved a consistent expansion of the “effective national territory” by means of market development, spatial mobility of the main factors of production, capital, labor, and transport infrastructure improvement. The spatial expansion played a special part. The arctic zone of the North of European Russia presented great opportunities due its unique natural resources, and also prospects of solving geopolitical problems. This should have contributed to a new qualitative growth of production and transition to a new stage of development. Scientific research of the European part of the arctic territories, which was carried out at the time, was a part of the program of modernization of the North of European Russia, which unfolded on the pan-European scale. It was supported by the reorganization of administrative-territorial structure based on traditional structures of grass-roots management and prompted growing interest in the periphery as a source of resources for the growing economy; scientific research of the arctic territories intensified, as it became practical. Thanks to scientific research, the development of the Arctic territories became dynamic, which speeded up the integration of the region (in our case, the Komi krai) into the national space.

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

Twelve lichen species and two lichenicolous fungi, of them seven that belong to Micarea prasina group, are reported for the first time for St. Petersburg or the whole Leningrad Region. The lichenicolous fungus Intralichen baccisporus is new to Russia, and the lichen Micarea nowakii – for European Russia. A comparative table of characteristics for seven species of Micarea prasina group is presented.

Calypogeia azurea is reported for the first time in the Leningrad Region and for the second time for the Republic of Karelia. Description of C. azurea based on alive collections from the Leningrad Region and the Republic of Karelia, and their photographs are provided. The variability of the species in studied specimens is rather broad and corresponds to the plants from Great Britain and Nordic countries. C. azurea is known in Russia from alive collections from the Northwestern European Russia, Caucasus, South Urals, South Siberia and South Kuril Islands. Ecology and differentiation of C. azurea are discussed. The revision of all kept in LE specimens from Russia, Latvia, Finland and Georgia identified as C. trichomanis, nom. rej., has shown that most of them cannot be attributed to C. azurea or C. muelleriana, which usually correspond to this rejected name. Except two specimens from Finland and one from Georgia tentatively attributed to Calypogeia cf. azurea, they represent mostly materials of C. integristipula, partly of C. neesiana and exceptionally of C. suecica and C. fissa. LE older collections of C. trichomanis from Caucasus are C. fissa, from Arctic Siberia and Arctic Far East are C. muelleriana.

The Arctic is characterized by a significant potential in terms of mineral resources, raw materials, hydrocarbons, and energy. In the North, mining and extractive industries are booming, but the expansion of exploration in the severe climate conditions requires the use of advanced technologies, many of which have not been developed and adopted in Russia. For this reason, there is a need to promote investment activity in the Arctic. This chapter discusses the most effective customs instruments for the attraction of foreign investments, identifies critical problems in the sphere of development of investment collaboration between Russia and non-Arctic countries of Asia (China, Japan, and the Republic of Korea), and offers practical solutions in the field of investment collaboration in the High North.
