Розглянуто сутність та особливості механізму функціонування інвестиційного ринку, правова й ор-ганізаційна база регулювання, підвищення дієздатно-сті механізмів забезпечення сприятливого інвести-ційного клімату в Україні. Узагальнено два підходи щодо визначення місця і ролі інвестицій в економічній системі, які безпосередньо пов`язані з визначенням поняття «інвестиційний ринок». Зазначено, що од-ним із пріоритетних завдань економічної політики України залишається стимулювання інвестиційної діяльності, яка тісно пов`язана з оцінкою стану про-гнозування розвитку інвестиційного ринку. The nature and characteristics of the functioning mechanism of the investment market, the legal and institutional basis of regulation, the increasing of capacity mechanisms to ensure a favorable investment climate in Ukraine are examined. Two approaches to determine the place and role of investment in economic system that is directly related to the definition of “investment market” have been generalized. There has been defined that one of the priorities of economic policy in Ukraine is to stimulate investment, which is closely connected with the evaluation of the prediction of the investment market.

In the article, the author considers project management as a socio-economic system, which has characteristics that are different from other projects. The definition of project management and its essence as a socio-economic system are revealed. The main problems that arise in project management are highlighted, and solutions are proposed that will effectively implement this process. The article provides an overview of the role of educational programs in the development of the competence of professionals in the field of project management. The problems facing project management training and possible solutions are considered, and current trends in project management training are considered.

The research of the scientific article is devoted to topical areas of trade and economic cooperation between Russia and Turkey. Problems were identified both in the implementation of mutual trade between the two countries and in the implementation of bilateral agreements. The main directions for increasing trade turnover and creating a favorable investment climate are identified. The volume of trade turnover is considered in the foreign trade statistics for the results of 2019 and the first half of 2020. The role of agreements signed at the level of heads of organizations and departments of the two countries that ensure the implementation of economic policy is revealed.

Исследование научной статьи посвящено актуальным сферам торгово-экономического сотрудничества России и Турции. Выявлены проблемы как при осуществлении взаимной торговли двух стран, так и при реализации двусторонних соглашений. Определены основные направления по увеличению торгового оборота и формированию благоприятного инвестиционного климата. Объемы товарооборота рассмотрены в статистике внешней торговли по итогам 2019 и полугодия 2020 гг. Выявлена роль соглашений, подписанных на уровне руководителей организаций и ведомств двух стран, обеспечивающих реализацию экономической политики. The purpose of this research is to 􀏔ind out and explain the Socialist Economics, Tan Malaka, according to Islamic economics. This type of research was library research by using content analysis. The results showed that in the perspective of Islamic economics, the Socialist Economics, Tan Malaka has similarities in terms of objectives and goals. The form of the equation among others is the equality ofconcepts of justice, prosperity and welfare which are the goal of the economic system. This equation was also seen in the form of abolition of slavery and oppression.Beside the spirit of brotherhood, and mutual help or assistance proposed by Tan Malakawere also owned by Islamic economics. The role of the State in socialist economic policy Tan Malaka is also owned by Islamic economics. The prominent difference in Tan Malaka's socialist economy in terms of Islamic economics lies in the ways or instruments he uses such as zakat, infak, shadaqoh, waqf, banning ribs and so forth. In addition, differences are also seen in the philosophical foundations and rules that support the economic system.

The surge in the appointments of technocrats to the top economic portfolios of finance since the 2009 Great Recession, and even the formation of fully technocratic governments in Europe, raises questions regarding the role of technocrats and technocratic governments in economic policy in democracies. Who are the technocrats? Why are they appointed in the first place? What is their impact on economic policy, and finally what are their sources of policy influence? Surprisingly, we know little about the role of technocrats in economic policy despite their prominent presence in Eastern Europe since the early 90s and in Latin America since the early 80s. Technocrats were behind major market-conforming reforms in Latin America with lasting economic and political effects in the region. Technocrats we also appointed in many former Eastern European countries to reform the system of production and the labor market. Yet, to this day, we have little systematic knowledge and even less cross-regional comparative work on the policy effects of technocratic appointments. Moreover, the term “technocrat” itself does have a shared meaning and is not uniformly used by scholars across the European and American continents, further inhibiting the study of technocrat policymakers. This article seeks to advance the study of technocratic government by providing a clear definition of a technocrat and of technocracy more generally; by reviewing the extant literature on the role of technocrats in economic policy with a special focus on the sources of their policy influence and finally by proposing a theoretical framework for understanding the role of technocrats as policymakers.

One of the key problems in managing the development of territorial socio-economic systems is inconsistency and contradictory interests of various economic agents. In modern conditions, it is impossible to avoid the need to reconcile interests, even when one of the parties is the subject of management. The article examines the process of regulating behavior of economic agents in the system of strategic management of territorial development. The procedures of decision-making and the influence of various factors on them, including regulators are analyzed. Developing of an approach to managing the behavior of economic agents in the territorial socio-economic system based on the interests of not only management systems, but also the economic agents themselves.Methodology.The research is based on the principles of system and complexity, factor analysis, comparative analysis, grouping methods, economic and mathematical modeling, elements of set theory and fuzzy logic are also used.The general methodical scheme of behavior management of economic agents at the regional level, characterized by the presence of an iterative procedure of differential impact on the factors and deterministic properties of the behavior of agents with a mechanism for assessing the degree of influence of regulatory actions based on feedback, is proposed. The developed approach allows to form within the framework of market mechanisms, the target scenario of the behavior of economic agents in the process of developing a coherent strategy for the development of the regional socio-economic system.The development and adoption of managerial decisions should be based on taking into account the interests of all stakeholders. Therefore, this role of public authorities also includes the definition of regulators, allowing adjusting and coordinating the behavior of other economic agents. It is also should be mentioned that management bodies can also act as interacting agents. Accordingly, local self-government bodies act not only in the role of an element of management system, but also in the role of a legally independent counterparty when interacting with the governing bodies of a constituent entity of the Russian federation.

Abstract. As the criticism of the definition of the phenotype (i.e., clinical diagnosis) represents the major focus of the Research Domain Criteria (RDoC) initiative, it is somewhat surprising that discussions have not yet focused more on specific conceptual and procedural considerations of the suggested RDoC constructs, sub-constructs, and associated paradigms. We argue that we need more precise thinking as well as a conceptual and methodological discussion of RDoC domains and constructs, their interrelationships as well as their experimental operationalization and nomenclature. The present work is intended to start such a debate using fear conditioning as an example. Thereby, we aim to provide thought-provoking impulses on the role of fear conditioning in the age of RDoC as well as conceptual and methodological considerations and suggestions to guide RDoC-based fear conditioning research in the future.

The main determinants of forming and functioning of business-groups such as allocation of property rights in Soviet enterprises, networks of directors and executive authorities in the Soviet economic system as well as import of new institutes and inefficient state enforcement are in the center of analysis. Origins, structure, organization and management within the groups and the role of shareholding and informal control rights are considered.

The Ukrainian socio-economic crisis has been developing for years and resulted in the open socio-political turmoil and armed conflict. The Ukrainian population didn’t meet objectives of the post-Soviet transformation, and people were disillusioned for years, losing trust in the state and the Future. The role of workers’ remittances in the Ukrainian economy is underestimated, since the personal consumption and stability depend strongly on them. Social inequality, oligarchic control of key national assets contributed to instability as well as regional disparity, aggravated by identity differences. Economic growth is slow due to a long-term underinvestment, and prospects of improvement are dependent on some difficult institutional reforms, macro stability, open external markets and the elites’ consensus. Recovering after socio-economic and political crisis will need not merely time, but also governance quality improvement, institutions reform, the investment climate revival - that can be attributed as the second transformation in Ukraine.
