This paper (in Russian) deals with the topic of excessive growth of conference papers of Russian authors in Scopus and Web of Science databases. We present international comparisons of publication, citation and internationalization trends for conference papers for 50 countries to show anomalous growth for Russia in recent years. We proceed to sectoral analysis to show that the universities are mostly affected, not the Russian academy of sciences, and hypothesize that such behavior stems from increased government evaluation pressure and simplistic bibliometrics usage, which conforms to the trend observed in other countries. The paper also includes a brief review of the market for organizing local conferences and indexing them in the Web of Science and Scopus via major international publishers, and the notion of virtual (pre-epidemic) predatory conferences. We conclude with several policy recommendations.

The article presents an analysis of the current state of the Russian segment of publications on physical and chemical biology (PCB) in the international database Web of Science Core Collection (WoS CC) for the period 2000–2019. The main task of the study is to analyze the dynamics of changes in the arrays of Russian publications in the field of physical and chemical biology, including determining the average citation rate of publications; analysis of the impact of international cooperation on publication activity; identification of leaders at the level of research institutions and individual specialists. The study is based on a bibliometric analysis of publication arrays presented in the Web of Science Core Collection (WoS CC) database for the period 2000–2019. It is shown that after a period of decline in publication activity, starting in 2015, previously lost positions in the share of publications in the world array were restored in Russia. However, the citation of Russian publications lags significantly behind the performance of the of the main competitor countries. It is shown that Russian publications without foreign participation are cited 3–4 times less often than workswith foreign co-authorship. Throughout the entire study period, there was an increase in the number of co-authors in publications, as well as the share of publications made with the participation of five or more co-authors: by 2019, such publications accounted for almost 64%, in 2000 there were about 40% of such publications. It is shown that the main contribution to the Russian documentary stream on physical and chemical biology is made by the research institutes of the Russian Academy of Sciences (RI RAS) – 68% of publications and 67% of all citations. Research institutes of the Russian Academy of Sciences have a significant impact on the publication activity of universities: in the period 2012–2019. The share of joint publications of universities and research institutes of the Russian Academy of Sciences was 55% of the array of university documents and 62% of all citations to university publications. The article presents the ratings of Russian scientific organizations by the share of publications in the Russian array in the field of physicochemical biology, as well as scientists by the largest number of publications and the highest average citation.

The article covers one of the most difficult periods in IMEMO history, which dates back to 1990s, when Russia was going through the deepest (since 1917) structural transformation. This transformation also affected the field of science, which significantly lost its former government support. Allocations from the budget (less than 40% as compared to the previous period) were not enough even to pay wages to employees, aside from material and technical provision of researches. Research institutes, being part of the Russian Academy of Sciences, were forced to look for additional sources of funding to provide financial support to scientists and further researches. IMEMO was not an exception. Amid massive brain drain of the most skillful young scientists from the field of science, the IMEMO management by all chances strived for retaining the core of the scientific potential. All resorts were exploited: space was leased, separate scientific and commercial enterprises of small business were established within the IMEMO territory, search for grants both domestically and abroad was encouraged, employees assignment to foreign scientific centers was practiced, double job holding was rewarded for those who needed it. From the money raised, the Fund of Scientific, Technical and Social Development of the Institute and the Fund of Social Support to Scientists were established, which helped mitigate the financial situation among employees. In 1990s, IMEMO was one of the rare institutes of the Russian Academy of Sciences not to practice delay in wages payment, with salaries volume exceeding those at similar academic centers, though the task was just to make both ends meet. Despite the difficulties, the research team continued to work. Books and articles appeared, international conferences were held, policy recommendations delivered. The “World Economy and International Relations” journal played a significant role publishing the results of the most interesting researches.

The article considers current problems of Russia´s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.
