About one-third of all food produced for human consumption worldwide is wasted, particularly in high-income countries. Reducing this waste is key to decreasing negative environmental impacts from the food sector and increasing food security in developing countries. Yet, achieving food waste reduction is challenging. It is widely presumed that efforts at stronger food waste governance may increase food prices, and hence consumer and citizen opposition that renders effective governance politically unfeasible. Here, we assess this critical presumption and argue that policy framing and design can ensure public support for ambitious but costly food waste governance, while policy feedbacks from voluntary firm actions are unlikely to diminish public support. Our empirical analysis uses survey experiments with a population-representative sample (N=3’329) from a typical high-income country with a unique direct democratic tradition, Switzerland. First, in a combined framing and conjoint experiment, we show that messages emphasizing national or international social norms in favor of reducing food waste (policy framing) can increase public support for more ambitious reduction targets. We also show that a majority of citizens support food waste governance that leads to substantial increases in food prices, but only if such policies set stringent reduction targets and are transparently monitored (policy design). Finally, in a vignette experiment, we show that voluntary industry initiatives do not crowd out individuals’ intentions to reduce their food waste nor support for stronger governmental regulation, but even crowd public support in if industry initiatives are unambitious (policy feedback). Our research offers an analytical template for studying public support for food waste governance and shows that there is more political room for adopting ambitious policies than hitherto presumed.

AbstractThe COVID-19 pandemic has forced governments to impose major restrictions on individual freedom in order to stop the spread of the virus. With the successful development of a vaccine, these restrictions are likely to become obsolete—on the condition that people get vaccinated. However, parts of the population have reservations against vaccination. While this is not a recent phenomenon, it might prove a critical one in the context of current attempts to manage the COVID-19 pandemic. Consequently, the task of designing policies suitable for attaining high levels of vaccination deserves enhanced attention. In this study, we use data from the Eurobarometer survey fielded in March 2019. They show that 39% of Europeans consider vaccines to cause the diseases which they should protect against, that 50% believe vaccines have serious side effects, that 32% think that vaccines weaken the immune system, and that 10% do not believe vaccines are tested rigorously before authorization. We find that—even when controlling for important individual-level factors—ideological extremism on both ends of the spectrum explains skepticism of vaccination. We conclude that policymakers must either politicize the issue or form broad alliances among parties and societal groups in order to increase trust in and public support for the vaccines in general and for vaccines against COVID-19 in particular, since the latter were developed in a very short time period and resulted—in particular in case of the AstraZeneca vaccine—in reservations because of the effectiveness and side effects of the new vaccines.

Purpose The purpose of this paper is to present results from the action research project, where sustainability professionals, local businesses and academic researchers collaborated on exploring barriers for food waste recycling in SMEs food outlets in order to inform local policy and business practices in Bristol, UK. Design/methodology/approach The researchers conducted face-to-face, qualitative surveys of 79 catering businesses in three diverse areas of the city. The action research methodology was applied, where a range of co-researchers contributed towards study design and review. Findings The research reveals the main barriers to recycling and how such perceptions differ depending on whether the respondents do or do not recycle, with “convenience” and “cost” being the main issue according to the already recycling participants. On the other hand, participants who do not recycle state that their main reason is “not enough waste” and “lack of space”. Practical implications Participants recommended a range of measures, which could improve the current food waste services in Bristol. For example, they suggest that business engagement should address the barriers voiced by the participants applying the framings used by them, rather than assuming restaurants and cafes are not aware of the issue. By inviting a variety of non-academic stakeholders into the process of research design and analysis, the project addressed the imbalances in knowledge production and policy design. Originality/value Despite the local and qualitative focus of this paper, the results and research methodology could act as a useful guide for conducting food waste action research in the policy context.

Two issue frames quickly emerged in policy and media communications about COVID-19 lockdown measures. Initially, a public health frame advocated for strong quarantine policies to slow the spread of the virus. As the economic costs associated with quarantine measures became clear, an economic frame pushed for an end to (or a relaxation of) these measures to alleviate the economic damage associated with lockdowns. We do not know much about how these competing communication frames affected lockdown support, especially in poor- and middle-income countries. To explore this question, we embedded a framing experiment in a nationally representative telephone survey in May 2020 in Peru, one of the world’s hardest-hit countries by the coronavirus pandemic. The vignette experiment reveals that the economic frame produces a decrease in public support for quarantine measures in Peru. In contrast, respondents exposed to a health frame do not increase their approval of the same measures.

Problems associated with the wastage of food intended for human consumption are well known and the discarding of edible but unconsumed food—avoidable food waste—is clearly undesirable. Interventions to reduce avoidable food waste need to be suitably informed: understanding the causes and consequences of avoidable food waste is instructive in this regard. One hitherto unexplored approach to understand better the causes of food waste is to elucidate associations between the composition of avoidable food waste and the reasons why it is generated. If such associations can be established, data relating to the composition of avoidable food waste can contribute evidence to underpin interventions intended to prevent or reduce avoidable food waste. The aim of this study was therefore to explore links between the causes of avoidable food waste and its composition, and thereby contribute to the development of management measures. Information relating the commonly reported causes of avoidable food waste and its composition (part-consumed, whole-unused and leftovers) was gathered via a series of participatory workshops involving university students. Outcomes of the workshops indicated that individual causes of avoidable food waste rarely lead exclusively to a single type of avoidable food waste, but some relationships were evident. Five of the 13 causal factors explored were considered to lead to all three types of avoidable food waste; a further five were considered to lead mainly to part-consumed and whole-unused food waste. Potential interventions to effect positive change are explored; the value of classifying avoidable food waste to guide interventions was evident, although approaches would need to be aligned with the observed composition of avoidable food waste and the method(s) of intervention considered. Applications of the approach and outcomes of this study are also considered in a policy context.

Following E. E. Schattschneider’s observation that “a new policy creates a new politics,” scholars of “policy feedback” have theorized that policies influence subsequent political behavior and public opinion. Recent studies observe, however, that policy feedback does not always occur and the form it takes varies considerably. To explain such variation, we call for policy feedback studies to draw more thoroughly on public opinion research. We theorize that: (1) feedback effects are not ubiquitous and may in some instances be offset by political factors, such as partisanship and trust in government; (2) policy design may generate self-interested or sociotropic motivations, and (3) feedback effects result not only from policy benefits but also from burdens. We test these expectations by drawing on a unique panel study of Americans’ responses to the Affordable Care Act. We find competing policy and political pathways, which produce variations in policy feedback.

Globally, approximately one-third of food produced for human consumption is lost or discarded, comprising 1. 3 billion tons annually. Factors contributing to food waste from the food manufacturer to the consumer level are numerous. Events that may result in food waste include, but are not limited to, manufacturing food by-products, improper handling within the supply chain (e.g., cold chain deviations), misunderstood food date labels, over-purchasing, and consumer-level temperature abuse. From the manufacturer to consumer, each node in the food supply requires concerted efforts to divert food waste from entering municipal landfills. Depending on the state of the food waste, it is diverted to various outlets, from food donation for consumption to composting for soil amendment. To better understand the opportunities in the United States to divert food waste from landfills, current and emerging federal policies as well as the causes of food waste generation must be understood. Unfortunately, information on both the composition of food waste in the U.S. and how it impacts critical factors in food waste treatment, especially in food waste composting, is limited. Specifically, this review aims to: (1) discuss and compare critical factors that impact the fate of food waste and (2) examine emerging opportunities to advance the processing and products of food waste.

Recent research and real-world processes suggest that effective climate change mitigation policies are not feasible without at least a certain degree of public support. Hence, we investigate the link between existing domestic energy policies and individual policy instrument preferences in 21 European countries. We assume a policy feedback perspective and, thus, start from the idea that the current domestic energy context influences what future policies are possible and preferred by citizens. High political trust and strong climate change attitudes are expected to strengthen this relationship. Our results do not lend support to a general link between existing policies and future policy preferences. However, we find evidence of a positive policy feedback in individuals with strong climate change attitudes and/or high levels of political trust, which, depending on each country’s current energy policy, either hinders or facilitates the energy transition.
