Purpose – The purpose of this paper is to apply analysis of public discourses on Ze Xiao to explore and interpret the power relationships shaping inequality in admission to public junior high schools in urban China. Design/methodology/approach – This study first introduces the rise of Ze Xiao as an educational phenomenon in China. It then elucidates power relationships in public school admission by analyzing continuities and changes in stakeholders’ interaction in public school admission. It concludes by discussing educational reform for equal public school admission in urban China. Data were collected from written and spoken texts about public school admission, including newspaper articles from the 1980s to the 2000s, policy documents and interviews with relevant stakeholders. Findings – Findings demonstrate that multi-layered power relationships caused diverse inequalities in admission to public secondary education in urban China. These are represented by political and institutional privileges and an imbalance in education development during the social transition from a profit-driven approach in the 1990s to a balance-centered one after 2000. Arguably, there is a necessity to further promote a systematic reform to terminate the privileges and imbalance for an equal and balanced public secondary education in urban China post-2015. Originality/value – This study attempts to make a contribution toward reconstructing the meaning of inequality in admission to public junior high schools in urban areas by revealing the power relationships among stakeholders constituted through their interactions in public education during the different stages of socio-economic development in urban China.

The study critically looked at teacher distribution in Ghana's Primary and Junior High Schools in Sekyere Central District; in the Ashanti Region of Ghana. Data were gathered from Education Monitoring Information Systems (EMIS) from the District Education Office, Nsuta for the analysis. Evidence from the rural communities in teacher deployment for the 2021 academic year for 10 rural Primary Schools and 5 Junior High Schools depicted a gloomy picture because there was uneven teacher deployment to these areas where their services are needed. There was a huge teacher deficit in the rural communities so the question of quality and equitable education will not be achieved if policymakers fail to provide incentive packages to the rural teachers. The paper recommends that rural teachers' conditions of service should be different from those of their colleagues in the urban areas. When this is done, teacher manpower utilization and retention of teachers in rural communities would be improved.

This paper is motivated by the Regulation of the Governor of East Java Number 19 of 2014 about the subject of local language as a local content that is required to be taught in elementary schools/madrasah, Madura and Javanese language. In the regulation, Using language is not included as one of the local contents. Meanwhile, the Local Regulation of Banyuwangi stated that Using language should be thought in elementary schools and junior high schools since 2007. It certainly caused paradox between the Regulation of the Governor and the Local Regulation of Banyuwangi Regency. This paper highlights how Using Bayuwangi language has high language vitality and is able to accommodate with other languages (i.e. Gintangan Village, Rogojampi District, Banyuwangi). The ability of Using language to survive within the society obviously draws questions as to why the Regulation of the Governor is unable to observe from the ethics and emic point of views. The ethics point of view mostly theoretically, which is probably temporary and needed to be verified, while the emic point of view tends to be practical, historical and concrete. A compromised solution may needed to be sought, for example only languages that are truly maintained by its people and proved to have high ethnolinguistic vitality that should be preserved, while others probably should be sacrificed. ABSTRAK Makalah ini bertolak pada Peraturan Gubernur Jawa Timur Nomor 19 tahun 2014 tentang mata pelajaran bahasa daerah sebagai muatan lokal wajib diajarkan sekolah/madrasah yaitu bahasa daerah Madura dan bahasa Jawa. Di dalam Peraturan Gubernur Jawa Timur tersebut Bahasa Using tidak diikutsertakan dalama muatan lokal tersebut. Sementara itu, Peraturan Daerah Banyuwangi yang memberlakukan bahasa daerah Using diajarkan di SD dan SMP sejak tahun 2007. Hal ini tentunya timbul paradoks di dalam Peraturan Gubernur dan Peraturan Daerah Kabupaten Banyuwangi. Tulisan ini menyoroti bagaimana bahasa Using Banyuwangi memiliki vitalitas bahasa yang tinggi dan mampu berakomodasi dengan bahasa di luar bahasa Using (sampel Desa Gintangan, Kecamatan Rogojampi, Banyuwangi). Kemampuan bahasa Using yang dapat bertahan di masyarakatnya tersebut tentunya memunculkan pertanyaan mengapa Peraturan Gubernur tidak melihat dari sudut pandangan etik dan emik dalam bahasa. Pandangan etik lebih banyak bersifat teoretis, masih bersifat sementara dan perlu diuji kebenarannya. Sementara pandangan emik lebih bersifat praktis, kesejarahan, dan kenyataan yang konkret. Untuk itu perlu dicari penyelesaian kompromistis, hanya bahasa yang benar-benar dipelihara oleh masyarakatnya, yang terbukti vitalitas etnolinguisnya tinggi, dan yang perlu dilestarikan.

A questionnaire survey was conducted on Food-dependent Exercise-induced Anaphylaxis (FEA) among 11.647 children in 11 kindergartens. Eleven elementary schools and five junior high schools of a city with the cooperation of school personnel. The incidence of FEA was 0% in the kindergartens. 0.06% in the elementary schools and 0.21% in the junior high schools. If severe urticaria is included in the criteria for FEA, the latter appears to be more common than has been reported up till now. The longest intervals between eating and onset of the symptoms, and between the start of exercise and the onset of the symptoms were three and half hours, and fifty minutes, respectively. Therefore, attention should be paid for three to four hours after eating, when children exercise. Since only 31.1% of the teachers had heard of FEA, more information about FEA should be given to them.

This research aims at studying the implementation of School Based Management (SBM) that has been implemented both in the Elementary Schools and Junior High Schools, and proposing a model on how School Based Management is institutionalized at a university. The implementation will be focused on three pillars of SBM: school management, effective teaching, and community participation. The result of the research shows that the implementation of SBM at Elementary schools and Junior High Schools still need serious improvement. The understanding on School Based Management based on its three pillars at university (LPTK) is various and still needs socialization to the leaders and lectures. The initial phase is arranged thourgh five steps: socialization, training, workshop, internship, and mentoring, Supporting products of the SBM implementation that have become a guidance book and a reference book may be modified. Abstract Background: Sustainable development is a global trend, prompting the development of green school buildings. Green building and low-carbon campus promotion in junior high schools and elementary schools were researched in this study to facilitate improved environmental protection, energy saving, and carbon reduction as well as the construction of green, low-carbon campuses. Methods: A review of green building certification approvals was used to establish a green campus assessment system with suitable sustainability factors. Relevant indicators were constructed using the Fuzzy Delphi Method and the Analytic Hierarchy Process. Questionnaires were administered to various types of experts regarding the decision sequence for constructing a green, low-carbon campus in junior high schools and elementary schools. Results: The decision most highly prioritized by all experts was related to lifestyle education and policy management. A healthy campus environment was assigned second place. Energy- and carbon-saving planning and the ecoenvironment were ranked lower. The results provide a reference for architectural planning and implementation, for schools, and for researchers. Conclusion: The government can use them to inform appropriate policies and to establish priorities and indicator weights for promoting green, low-carbon school campuses. Education resources can thereby be reasonably allocated, green building quality on campuses enhanced, and energy-saving and carbon-saving measures implemented.
