The development and use of information and communication technologies (ICTs), and in particular the Internet, have changed the way businesses operate in the last twenty years, providing a number of new opportunities for improving innovation and competitiveness. Today, modern ICT is considered to be the basis for the development of a knowledge society, in which the concept of e-government plays a special role. The main goal of this paper was to examine the perceptions of business users, in terms of perceived barriers and benefits achieved, from the use of electronic public administration services. The survey included 500 companies with the highest business income in Serbia. The data collected were analyzed using Pearson’s correlation coefficient, Mann Whitney’s test and Kruskal-Wallis test. The results of the research showed that the level of acceptance of electronic services is still lower than expected, given the volume of services offered. Also, this study pointed to the need to raise the level of awareness of businesses about e-government services, as well as the need to improve the quality of electronic services, in terms of complete digitization, alignment with enterprise requirements and regular updating of data.

That is about substantial reorganization of the work of relevant organizations on the basis of information and communication technologies, leading to new quality of public services, development of new forms of democracy. The informational age and the age of knowledge that developed the developed countries and slowly touched upon, and the rest of the world implied that human society evolves into a knowledge society where knowledge is considered to be the most valuable resource of the human race. The future will definitely be determined by man's ability to use this knowledge effectively. Technological progress implies different and growing expectations from those who use them, exposing such education to increasing pressures and demands from the environment. Now it is imperative for educational institutions to develop in their student's such knowledge, skills, skills and skills as are required in the environment. The increasing role and importance of information and communication technologies in human society are undoubtedly one of the most important characteristics of today's world. ICT (Information and Communication Technologies) is incorporated into all levels of human organizational activities and has largely influenced communication among people. For this reason, the quality of school work and its direct product the quality of students' knowledge is an essential active and continuous use of ICT in the teaching process.

European Union (EU) gets across ambitious transformation from industrial society over information society to declared competitive knowledge society. Governments of EU members’ states are investing huge amount of money in the knowledge society to achieve economic growth and international competitiveness. Information and communication technologies (ICT) provide an efficient platform for national knowledge management. Thanks to accessible technology, citizens can actively participate in managing their government and country. Continuous development of ICT not only allows passive dissemination of information but also actively helps in knowledge creation. Main prerequisites for the successful use of ICT tools for eGovernment purposes are to have developed sufficient infrastructure providing Internet access, well designed and available eGovernment services and digitally literate users on both sides, i.e. as the public officials and citizens themselves. The paper presents how we are continuously innovating provided education in the field of ICT of specific target group, which will take a part in eGovernment in the future.

The purpose of the article is to consider the main components and advantages of the concept of "service" public administration in the constantly changing conditions of the transition to knowledge, information and information technology. The subject of the research is the process of improving the technology of providing public services for citizens from the point of view of client orientation in order to improve the quality of services provided, which is an important part in the development of the information function of public administration in the Russian Federation in the context of changes. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of public administration caused by transformational changes in the economy and society. Research results: the Russian and foreign experience of the development of the concept of "service" public administration is analyzed, the state within the framework of the service model is considered as an integrating social institution, and the advantages of using information and communication technologies in state and municipal administration are revealed.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

In recent years, the Turkish agricultural sector has had serious problems, such as lower yields, higher input prices, higher production costs and loss of competitiveness in foreign markets, all leading to reductions in both crop and animal production. At the same time, measures such as curtailment of state financial support to farmers and farming businesses, coupled with the increasing costs of production inputs including seeds, fertilizers, sprays, machinery and decreasing crop prices have negatively affected the sector and primarily the farmers. But, besides taking measures affecting structural change, it is also necessary to establish ways of ensuring accurate information exchange between farmers, agri-food industries and institutions for research and development if productivity and improvements in the competitive power of Turkish farmers within foreign and domestic markets are to be assured. The paper outlines the current situation concerning information and communication technologies (ICT) and agriculture in Turkey and the challenges facing the rural sector in striving towards a knowledge society.

This paper explores the uses of information and communication technologies (ICT) in the universities of Castilla y León. We believe that the integration of ICT in the universities is essential for the development of a university system in line with the requirements of the knowledge society. This piece of work must be placed within a research that has analyzed the use of ICT in higher education in the universities of Castilla y León. In our view, the uses of ICT in higher education are one of the main key indicators for its level of integration. With this research, whose goals relate to ascertaining the level of integration of ICT in the universities of Castilla y León, we seek to identify the factors that influence the use-avoidance of ICT by the professors, and to describe the uses that they do of ICT in the development of their profession (teaching and research).For this reason, we have conducted an ex-postfacto research with a descriptive and improvement-seeking motivation. Even though the results of this research highlight the widespread use of ICTs within the universities, they also point out that this use is superficial and indicate a lack of actual integration of ICT in the universities of Castilla y León. El presente trabajo se enmarca dentro de una investigación que ha analizado la utilización que se hacen de las tecnologías de la información y la comunicación (TIC) en la educación superior en los centros universitarios de Castilla y León. Bajo nuestra perspectiva los usos de las TIC por parte del docente se conforman como un indicador esencial para conocer el grado de integración que éstas tienen dentro de las universidades. De esta forma los objetivos principales de la presente investigación se encuentran en relación con la indagación sobre el nivel de integración de las TIC existente en los centros universitarios de Castilla y León, tratando de identificar los elementos que influyen tanto en la utilización, como en el no uso de las TIC por parte del docente universitario, para posteriormente hacer un descripción sobre los usos a los que el profesorado destina las TIC en el desarrollo de su actividad profesional, tanto en el ámbito docente, como en el investigador. Para ello se ha llevado a cabo una investigación ex-postfacto, con una orientación descriptiva y de búsqueda de la mejora, cuyos resultados inciden en una generalización en la utilización de las TIC dentro de la educación superior de Castilla y León, aunque se ha de señalar que esta utilización se encuentra referida a unos usos superficiales de las TIC, lo que denota una falta de integración real de las TIC en las universidades de Castilla y León.
