The purpose of the article is to consider the main components and advantages of the concept of "service" public administration in the constantly changing conditions of the transition to knowledge, information and information technology. The subject of the research is the process of improving the technology of providing public services for citizens from the point of view of client orientation in order to improve the quality of services provided, which is an important part in the development of the information function of public administration in the Russian Federation in the context of changes. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of public administration caused by transformational changes in the economy and society. Research results: the Russian and foreign experience of the development of the concept of "service" public administration is analyzed, the state within the framework of the service model is considered as an integrating social institution, and the advantages of using information and communication technologies in state and municipal administration are revealed.

The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The fundamentals of improving the quality of student training from the point of view of the development of a vocational education system are investigated. The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.

This research aims to understand about the education developing model of MuhammadiyahBoarding School Jombang, factor endowments and a barrier, as well as the efforts of addressing and resolving the various obstacles. This research uses qualitative methods with a phenomenology approach to the subject: caregivers, ustadz – ustadzah and director ofMuhammadiyah Boarding School Jombang. This research uses data collection techniques of observation, interview, and document. Whereas the data collected is analyzed through the stages of data reduction, data display and take conclusion. The results showed that the education developing model of Muhammadiyah Boarding School Jombang combines educational systemof formal education by using ekspositori strategies, inquiry, CTL,as well as evaluation system formative and summative. In this boarding schools utilizes information and communication technologies as a means of supporting education and quality of ustadz- ustadzahin accordance with the field of their education, barriers in these boarding schools is the lack of ustadz – ustadzah qualified and competent in their field, not the lack of adequate facilities and infrastructure, and lack of funding there are various attempts are made to overcome these obstacles include: improving the quality of human resources (ustadz – ustadzah), searching for ustadz – ustadzah that corresponds to the field of education, to improve the existing infrastructure as well as cooperation with communities and agencies for the provision of infrastructure and the provision of funds.

The development and use of information and communication technologies (ICTs), and in particular the Internet, have changed the way businesses operate in the last twenty years, providing a number of new opportunities for improving innovation and competitiveness. Today, modern ICT is considered to be the basis for the development of a knowledge society, in which the concept of e-government plays a special role. The main goal of this paper was to examine the perceptions of business users, in terms of perceived barriers and benefits achieved, from the use of electronic public administration services. The survey included 500 companies with the highest business income in Serbia. The data collected were analyzed using Pearson’s correlation coefficient, Mann Whitney’s test and Kruskal-Wallis test. The results of the research showed that the level of acceptance of electronic services is still lower than expected, given the volume of services offered. Also, this study pointed to the need to raise the level of awareness of businesses about e-government services, as well as the need to improve the quality of electronic services, in terms of complete digitization, alignment with enterprise requirements and regular updating of data.

The accelerated development of information and communication technologies (ICT) over the last three decades has encouraged researchers to analyse the impact of this phenomenon on the labour market. The potential decline in employment resulting from the proliferation of ICT may reduce access to basic energy services and even lead to energy poverty in the form of inability to heat the apartment as needed, allocating a significant part of revenues to expenses related to heating or problems with the timely payment of energy bills. Because access to energy is of fundamental importance for improving the quality of life and is crucial from the point of view of economic development, it is justified to verify the hypothesis that the accelerated development of ICT in EU countries may contribute to an increase in unemployment and, consequently, translate into a higher level of energy poverty. The described research results were obtained thanks to a comparative factor analysis based on secondary data. The analysis showed that in the period 2009–2019, the use of ICT had a limited impact on the unemployment rate in the EU and had a significant impact on reducing the level of energy poverty in EU Member States. As regards the impact of ICT factors on the level of energy poverty, only IP traffic showed a significant impact in this area. When it comes to the labour market, it was found that employment is chiefly influenced by economic factors such as labour costs.

The term e-health refers to all areas where information and communication technologies (ICT) are used for health. E-health appears more and more as a relevant solution to meet the challenges health systems are facing. However, despite its interest, e-health has long remained underexploited in Burkina Faso even if many softwares have been the subject of investments in hospitals as part of a modernization of administrative operations, which does not directly contribute to the quality of care. Hospital information systems (HIS) are the foundation on which e-health is based. They organize, at the IT level, the exchange of information between departments within the same hospital. It is on those systems that the shared medical record (SMR) is based. In this paper, we present an inventory of the implementation of e-health in Burkina Faso. We collected data on hospital information systems deployed in major hospitals in Burkina Faso. Then we analyzed the level of interoperability of those hospital information systems and we finally proposed an interoperability approach adapted to Burkina Faso.

The article examines the destructive socialization of the individual from the point of view of the synthesis of philosophical and pedagogical approaches. The first considers it as a phenomenon that arises in the programs of propaganda of destructive cults, implemented through the use of modern information and communication technologies; the second approach is aimed at finding possible ways to solve the indicated problem, which is investigated within the framework of media pedagogical science, which closely correlates with the processes of interaction between the subject of information and its media agent. The work focuses on the formation of a new vector in the development of media pedagogy by rethinking its target content.

(TIC), en pro de mejorar la provisión de servicios, el acercamiento y las relaciones de la administración pública con los ciudadanos. Por esta razón, en este artículo se analiza cómo las TIC e Internet son utilizadas por parte del gobierno central en la prestación de servicios públicos. Realizada la revisión bibliográfica-documental, se concluye que el gobierno electrónico es una herramienta tecnológica con la potencialidad de incluir social, política y económicamente a los ciudadanos, por este hecho, el reto de la administración pública es involucrar a éstos en las actividades de la gestión pública. El Gobierno Electrónico Nacional está compuesto por soluciones institucionales y e-servicios que en su gran mayoría son soluciones que, de manera aislada, las instituciones públicas han desarrollado con anterioridad, además de una nueva institucionalidad con una planeación estratégica inicial y base legal que le permite iniciar su desarrollo y reflexión. Finalmente, si bien es cierto que existe un aumento del Indice de Desarrollo del Gobierno Electrónico (EGDI) en este último periodo bianual, éste es una oportunidad de mejora para la Administración Pública Nacional. AbstractIn order to improve the Public Administration service delivery, approach, and relations with citizens, the Ecuadorian central government administration has developed activities based on information and communication technologies (ICTs). Therefore, this article presents an analysis of the way ICTs and Internet are used by the central government to deliver public services. Once the bibliographic and documentary review is finished, the conclusion is that the electronic government is a technological tool with the potential of including citizens from the social, political, and economical point of view. Hence, the challenge of public administrations is to involve citizens in the government administration activities; the national electronic government is composed of institutional solutions and e-services mostly are solutions in isolation public institutions have developed previously, besides a new institutional framework with an initial strategic planning and legal basis that allows you to start your development and reflection. Finally, while it is true that there is an increase in e-government development index (EGDI) in the last two-year period, the electronic government is an improvement opportunity for the National Public Administration.

The subject of this article is certain anti-corruption trends that utilize digital technologies and can be taken into account in setting the priorities of anti-corruption legal policy of the Russian state. The author examines new opportunities for corruption prevention in the conditions of systematic implementation of information and communication technologies in the area of public administration. The goal of this work is to outline new opportunities for corruption prevention using digital technologies in public administration and various spheres of social life. The scientific novelty lies in the generalization and comprehensive analysis of digital technologies in the area of corruption prevention. The conclusion is made that the new digital technologies create unprecedented opportunities for modification of the model of anti-corruption policy, shifting the focus from administrative, criminal and other mechanisms of bringing to responsibility the participants of corruption relations to the benefit of development of the mechanisms for technical incapability, economic insolvency and inexpediency of corruption actions, ties and relationships. The information and communication technologies on their own are the tool of legal policy; not self-standing and without reference to the general principles of corruption prevention, they are able to generative destructive occurrences of technocratic bureaucracy, totalitarian political control, and systemic violations of human rights and freedoms.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.
