This paper inquires into the implications of the different discursive imaginations on civil societies and the state from the perspective of the social sciences, particularly political science and international relations. It focuses on some interfaces and tensions that exist between civil society on one hand, and the state and its bureaucratic instrumentalities on the other, particularly in the domain of environment and natural resources governance in the context of new regionalisms and of alternative concepts of human security. There is now a new context for regionalism in Southeast Asia, not only among state structures, such as the ASEAN and the various Mekong bodies, but also among local civil societies coming from the region. It is in this context that issues confronting local communities are given a new sphere for interaction, as well as a new platform for engaging state structures and processes. This paper illustrates how dynamic are the possibilities for non-state domains for transnational interactions, particularly in the context of the emerging environmental regionalism. This occurs despite the dominance of neo-realist political theorizing, and the state-centric nature of international interactions.

This paper focuses on the issue social economy entities and the role they play in the public policy. The paper argues in favour of the thesis that social economy entities are an important component of what can be described as the capacity of the public policy system in a given country. They contribute significant resources – intellectual, organisational, executive [financial], etc. – to the system. The larger these resources are, the more efficient the whole system becomes, i.e. the ability to identify key public issues and to program their solutions, to implement these solutions and to evaluate the results of public policy actions in various forms. It indicates that it is in the interest of the State and the general public to strengthen the social economy entity sector.

The picture is very complex but the author outlines the revival of the old academical models, the difficulties to enlist qualified persons in the field of agronomy, the short weight of the scientific outlook, the subordination of the academies to the state as indication of the difficulties in the self-organisation of the civil society.

The main problem of this article is the possibility of using social entrepreneurship related to the provision of communal services to strengthen the sense of social security in people threatened by social exclusion. This problem is important because ensuring social security in a direct and indirect way is the task of the state. This task also ap-plies to people who are socially excluded or at risk of this phenomenon. Its implemen-tation may take place with the participation of social economy entities, supported by the state in a financial manner as well as through appropriate legislation in the scope of shaping the conditions for the development of the social economy. The aim of this study is to get to know the scope of social economy enterprises in the municipal services and their impact on people employed in this type of institutions, including the possibility of increasing the sense of social security of this people and confirming or denying that the majority of people working in this type social economy entities are people who are socially excluded or threatened with this phenomenon.

Abstract Civil society organisations are an integral part of today’s societies throughout the world. They are the main partners of the state, along with the private sector, in the process of developing civil society. Here, we analyse various aspects of the social development of Kuwaiti society, the development strategies of the state, the challenges faced, and the role of civil society organisations by gathering and assessing information using structured questionnaires and statistical methods. The results reveal that civil associations are indispensable in the sustainable development of the state, especially considering the current economic and social challenges experienced in human societies. The study identifies internal and external challenges associated with implementing market-controlling mechanisms and directives for multifarious development under the private sector without inhibiting its growth. The article concludes by identifying the dominant obstacles and challenges development programs of Kuwait face and defines a set of mechanisms capable of solving those challenges effectively.
