The article examines the nature and components of the mechanisms of intellectual support of the national security policy of Ukraine, which includes the ideological and value, normative and legal, institutional, organizational and functional mechanisms; it is proved that disclosure of the content of these mechanisms in the conditions of hybrid warfare allows to formulate the priorities of the state policy on the development of intellectual resources of the national security sphere; The subjects of the system of control over the national security policy are analyzed, among which are the state control, the control of the executive authorities and the public control. All types of this contra are carried out using the intellectual resources of the state and society through the activities of subjects of intellectual security of national security of Ukraine.

Globalization has become one of the factors that led to the formation of a new concept of national security, according to which it is an integral part of the system of the highest level (regional, international, global security), which is a consequence of the integration of the world community in an effort to overcome common threats and challenges. Provision of national security is the main task of the foreign policy of the state, the aim of the national security policy is protection of the state and society from external threats. It is established that national security is a process that includes various measures that guarantee the long and free existence and national (state) development, including the protection and defense of the state as a political institution, and the protection of people and the entire society, their benefits and the natural environment from threats that significantly limit its functioning or harm the benefits subject to special protection. The analysis of the process of formation and development of ideas and views on the problem of defining the essence and content of national security showed that national security acts as an extremely complex, contradictory and long-term, but very important and necessary process to ensure sustainable development of society and state, the preconditions of which were established in different historical eras. It has been proved that national security policy and strategy should define the roles and boundaries of different actors of the country's security, appropriate mechanisms of coordination of their activities and rules of interagency support. In the context of globalization, national security strategies should include a realistic assessment of the costs and sustainability of security institutions and plan their development, in addition, national security strategies and policies are not static and require periodic updating.

The author analyzes the legal principles of ensuring national safety and its type - information safety in Ukraine. The study reveals the principles of state security policy. The article deals with the implementation of the idea of the unity of Ukraine through the provision of national safety in information activities (in particular regarding the receipt, use, dissemination, transformation, refutation and protection of information, its sufficiency and truthfulness). Separate analysis of the threats to national safety and the issue of informing about the activities of public figures, individual methods of information war. Consequently, the legal acts of Ukraine define the directions of the state policy, public officials, the basic methods of ensuring national safety and its type - information safety. The state policy on national safety is aimed at ensuring state, economic, information, military, foreign policy, ecological safety, cyber safety of Ukraine on the basis of implementation of relevant strategies, legal acts of the information sphere. For law enforcement activities in the field of information safety is carried out democratic civilian control (which is a kind of public control).

Keywords: state policy, national security, intellectual property National security (“NS”) of Ukraine is achieved through a balancedstate policy in accordance with accepted doctrines, strategies, concepts and programsin such areas as political, economic, social, military, environmental, scientific andtechnological, information, etc.However, many theoretical and practical issues concerning the definition of thecontent, challenges, tasks and mechanisms of implementation of effective functions ofpublic policy and management decisions for the further development of social processesstill remain insufficiently studied. Therefore, the main tasks of the NS system subjectsare constant monitoring of the impact on NS of processes taking place in variousfields (including intellectual property), forecasting, identifying and assessing possiblethreats, destabilizing factors and conflicts, their causes and occurrence consequences.In particular, the impact on NS (especially on defence capabilities) of the significantdevelopment of intellectual property and the full use of intellectual property rights isnot taken into account at all.State NS policy should include measures to prevent the emergence and neutralizationof sources of threats to NS under the influence of the development of intellectualproperty.Theoretical aspects of the state policy of National Security and Defence of Ukraine(“NSDU”) development are considered. The necessity of current problems definition inthis sphere and the inclusion of intellectual property questions in these processes isinvestigated. It is determined that the effective implementation of the state NS policyis impossible without a comprehensive analysis of intellectual property issues impacton the sphere of the NSDU. The importance of further research on the development ofa unified approach to improving the protection of intellectual property and its determinationas a component of NSDU, the development of appropriate recommendationsto address issues of intellectual property in this area and to neutralize sources ofthreats under the influence of intellectual property in the structure of NSDU.


Why has U.S. national security policy scarcely changed from the Bush to the Obama administration? And why does it matter? The theory of “double government” posed by the nineteenth-century English scholar Walter Bagehot suggests a disquieting answer. The public is encouraged to believe that the visible, “Madisonian institutions”—the presidency, Congress, and the courts—make security policy. That belief sustains these institutions’ legitimacy. Yet their authority is largely illusory. Presidential control is nominal, congressional oversight is dysfunctional, and judicial review is negligible. National security policy is made, instead, by a “Trumanite network” of several hundred members that is largely concealed from public view. These officials manage the military, intelligence, diplomatic, and law enforcement agencies that are responsible for protecting the nation. Their primacy is the result not of some nefarious or even purposeful plotting, but rather of structural incentives imbedded deep within the American political system. The Trumanites provide needed expertise, quick-footedness, institutional memory, and policy stability. Their ascendancy is the main reason for the continuity of national security policy. Yet the Trumanites’ dominance threatens democratic accountability, for the U.S. Constitution’s restraints operate primarily upon the hollowed-out Madisonian institutions, not the Trumanite network. The press and public opinion cannot fill the void; both are too manipulable, and their vitality depends upon robust Madisonian institutions powered by an informed and engaged electorate. Instead, widespread political ignorance prevails—and becomes more acute as Madisonian influence declines. The net result is a secretive, unrestrained, and expanding security apparatus that poses a grave threat to democracy.

The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.
