The optimization of the methods for the formation of the spatial-energy distribution of the probing radiation power and the processing the receiving signal by the locating laser information-measuring systems (LIMS), taking into account the spatial-temporal structure, is carried out, and the analysis of the existing methods of their processing is carried out too. An assessment of the integral criteria for the LIMS functioning when operating in conditions of interference has been made. The calculation of the parameters of the LIMS main links was carried out, taking into account the correlation between the resolution of the optical system and the capabilities of object detection, recognition and classification. A method was developed for the formation of the probing radiation density distribution and the receiving signal processing, taking into account its space-time structure, which made it possible to determine the optimal duration of the laser probe pulse. The determined duration makes it possible to eliminate errors in measuring the parameters of an object's movement under the influence of a combination of destabilizing factors and a lack of signal processing time, which will ensure the accuracy of the target detection and recognition.

The article is devoted to increasing the reliability, noise protection and improving the metrological characteristics of active power measuring converters. Much attention is paid to the problem of developing effective methods for constructing structural diagrams of active power measuring converters. This is explained by the growing requirements for the basic metrological characteristics of active power measuring converters as elements of information – measuring systems. The main attention in the work is paid to the development of ways to correct the influence of destabilizing factors in working conditions. The undoubted advantage of the work is a thorough analysis of the instrumental errors of the measuring channel, the original means of correction of the phase error and the error due to the limited suppression coefficients of in-phase interference. The obtained simulation results in the Electronics Workbench environment made it possible to determine the most effective way to protect against interference.

Medical workers have become a most affected population group during the pandemic of the new coronavirus infection (COVID-19). They were the first to start fighting against an unknown infection and at that stage their psychoemotional state determined not only correct evaluations of a situation but also relevant planning regarding control over it. Our research aim was to reveal risk groups among medical workers regarding developing emotional burnout syndrome and peculiarities of reacting to stress in an emergency epidemic situation. We applied our own author’s anonymous online poll available at Google platform to examine psychoemotional state of medical workers. The poll had a built-in “Scale of perceived stress-10” that included two sub-scales; one of them measured a subjectively perceived level of the situation strain and the other, the amounts of efforts made by medical workers to overcome it. The poll was performed in November–December 2020; overall, 638 medical workers took part in it. They were of different age and sex and had different positions and working experience. We established great variability in individual levels of overstrain as per the stress perception sub-scale (Ех < 0; Ех = –0.59) with more “low” than “high” values as per this sub-scale (Аs > 0; Аs = 5.66). Having analyzed variability of values as per the stress overcoming sub-scale, we revealed that they were homogenous (Ех > 0; Ех = 3.98) with prevailing “high” values (Аs < 0; Аs = –6.97). Medical workers with their working experience being shorter than 5 years turned out to be a risk group with the most destructive reactions to long-term affecting stress factors at work and at home during the COVID-19 pandemic. Apart from them, high mental risks were also detected for workers who treated patients with COVID-19 as well as those who had previously had the coronavirus infection. The research allowed obtaining actual data on psychoemotional state of medical workers during the COVID-19 pandemic and determining potential risk groups regarding developing emotional burnout syndrome. We substantiated the necessity to constantly provide psychological trainings for medical workers with their focus on peculiarities of their reacting during the first meeting with destabilizing factors and with further adjustment of educational programs provided for potential risk groups.

Abstract The study is one of the first to examine both the prevalence of life instability among older adults with HIV (OAWH) in a community clinic and its relationship to their mental health. OAWH (N=623) from a community medical clinic completed an interviewer-administered assessment (English/Spanish) which included an additive Life Instability Index (LII) composed of indicators at the individual (e.g. education, housing instability, employment status) and community (e.g. poverty, transportation) levels. Participants were a mean age of 60 years (SD = 5.90) with the majority identifying as Black-non-Hispanic (65.9%), cisgender male (60.8%), and heterosexual (80.6%). Participants reported an average of 6.08 destabilizing factors (SD = 1.44). In multiple linear regression analyses LII was significantly related to increased substance use among participants (b= 0.08, p &lt; 0.01), but not with anxiety or depression. An LII is an innovative approach to assess the relationship between OAWH’s mental health and social determinants of health.

A specific sample area was selected, where an assessment model was made for the stability of a slope subjected to anthropogenic impacts. A hillside slope zone from the foot of the Vitosha and Lozen mountains in the southern periphery of the Sofia Kettle was chosen as an exemplary area for a part of the hazards arising in the Trans-Balkan valleys. The anthropogenic impact on their slope stability was studied on three particular slopes. The study area is about 1.25 km2 and has a maximum distance of up to 3.80 km between the slopes. Landslide processes resulting from anthropogenic impact often occur on the territory of the Sofia Valley. The rise of construction, the development of hard-to-reach terrains with steep slopes, their undercutting, the seismic impact and the low values of the strength-deformation parameters of the geological varieties building up the respective terrains contribute to their occurrence. The deforestation, the loads with heavy embankments, the hydration and the inhomogeneity of the layers of the earth base have a strong destabilizing effect. The paper presents the results of field and laboratory tests and analyses of slope stability by the method of Fellenius. The severity of the impact of the various destabilizing factors was assessed.

Technologies for range-finding measurements between spacecraft are increasingly used in achieving the targets of modern spacecraft. The stability of the systematic error is one of the main factors affecting the accuracy of achieving a target. This determines the requirement to ensure the stability of the systematic error at the level of several centimeters in the presence of destabilizing factors and a tendency to increase the spacecrafts active life in orbit. Apart from searching for methods implemented directly in the onboard equipment, it is advisable to consider mathematical methods that are applicable at the stage of processing measurements when achieving the spacecraft targets. The paper describes the technology for determining and accounting for calibration corrections for spacecraft onboard radio-technical equipment intended for range-finding measurements and exchanging information between spacecraft. This technology is based on statistical processing of residuals of linear combinations of measured parameters relative to their high-precision calculated analogs, obtained using a posteriori ephemeris-time information. The use of this technology makes it possible to compensate for the change in the constant component of the systematic measurement error at the stage of spacecraft operation in orbit.

The problem of finding the optimal solution in a self-organizing autonomous group robotic system under conditions of uncertainty is considered. A method for assessing the quality of group management based on a statistical and probabilistic decision-making criterion under uncertainty conditions has been developed. A distinctive feature of the method is the use of trust metrics. This approach allows us to identify and reduce the influence of destabilizing factors in the process of information interaction in an autonomous group of cyber-physical objects. The results can be used in the development of algorithms for group control of swarms of autonomous robotic complexes.

Keywords: state policy, national security, intellectual property National security (“NS”) of Ukraine is achieved through a balancedstate policy in accordance with accepted doctrines, strategies, concepts and programsin such areas as political, economic, social, military, environmental, scientific andtechnological, information, etc.However, many theoretical and practical issues concerning the definition of thecontent, challenges, tasks and mechanisms of implementation of effective functions ofpublic policy and management decisions for the further development of social processesstill remain insufficiently studied. Therefore, the main tasks of the NS system subjectsare constant monitoring of the impact on NS of processes taking place in variousfields (including intellectual property), forecasting, identifying and assessing possiblethreats, destabilizing factors and conflicts, their causes and occurrence consequences.In particular, the impact on NS (especially on defence capabilities) of the significantdevelopment of intellectual property and the full use of intellectual property rights isnot taken into account at all.State NS policy should include measures to prevent the emergence and neutralizationof sources of threats to NS under the influence of the development of intellectualproperty.Theoretical aspects of the state policy of National Security and Defence of Ukraine(“NSDU”) development are considered. The necessity of current problems definition inthis sphere and the inclusion of intellectual property questions in these processes isinvestigated. It is determined that the effective implementation of the state NS policyis impossible without a comprehensive analysis of intellectual property issues impacton the sphere of the NSDU. The importance of further research on the development ofa unified approach to improving the protection of intellectual property and its determinationas a component of NSDU, the development of appropriate recommendationsto address issues of intellectual property in this area and to neutralize sources ofthreats under the influence of intellectual property in the structure of NSDU.
