Relevance of the research topic. In the context of economic transformation, issues of increasing the efficiency and effectiveness of budget expenditures as a tool for social development are actualized. Budget expenditures should be planned taking into account the dynamic and cyclical nature of economic processes, the need to ensure a sufficient level of institutional economic transformation, the use of effective financial and budgetary mechanisms and tools, in particular, a sound system for monitoring the efficiency of use of budgetary funds. A well-balanced approach to budgetary architecture is an important prerequisite for stimulating economic growth and ensuring macroeconomic stability. At the same time, the architecture of budget expenditures influences the structural transformations in the branches of economy, the development of human potential. Formulation of the problem. At this stage of the development of the public finance system, it is advisable to determine the appropriate institutional framework for budgeting as a tool for social development, directions for full implementation of the medium-term budget planning process in the budget process, improving the effectiveness of budget programs. At the same time, the choice of financial regulation instruments in the area of budget expenditures involves taking into account the leading experience of countries with both developed and transformational economies. Analysis of recent research and publications. The problem of increasing the efficiency and effectiveness of budget expenditures as a tool for social development is quite common in scientific research. These are the works of well-known domestic and foreign scientists: J. Buchanan, W. Mitchell, J. M. Keynes, T. Bogolib, I. Zapatrina, L. Lysyak, O. Samoshkina, I. Chugunov and others. Highlighting unexplored parts of a common problem. The above issues are actualized in connection with the strengthening of globalization processes, unfavorable internal economic environment, which requires solving a number of specific tasks related to the need to strengthen coordination of spending units and improve approaches to the formation of quality levels of performance of budget programs in order to establishment of the degree of achievement of targets, goals, objectives, which will strengthen the relationship between the financial resources used and obtained and results. Goal setting, research goals. The objectives of the study are: to reveal the role of budget expenditures as a tool for social development; to analyze and estimate the expenditures of the consolidated budget of Ukraine identify the main factors that affect the budgetary architecture; open up provisions for improving the efficiency and effectiveness of budgetary use. The purpose of the study is to substantiate the priorities of the budgetary policy in the sphere of expenditures in the conditions of economic transformations. Research method or methodology. The set of scientific research methods is applied in the article: systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Basic material presentation (results of work). The role of budget expenditures as a tool for social development is identified. The analysis and estimation of expenditures of the consolidated budget of Ukraine have been carried out. The main factors that influence the budgetary architecture are identified. Provision is made to improve the efficiency and effectiveness of the use of budget funds. The priorities of the budgetary policy in the sphere of expenditures in the conditions of economic transformations are substantiated. Area of application of results. The results of this study can be applied in the process of forming and implementing the budget policy of Ukraine, reforming the public finance system. Conclusions according to article. Expenditure budgetary policy, through the use of a set of fiscal instruments, allows solving the challenges facing the country at a certain stage of social development, achieving the necessary macroeconomic proportions and accelerating economic growth. In the context of economic transformations, the important tasks of budgetary policy in the sphere of expenditures are: improving the efficiency and effectiveness of the use of budgetary funds; optimization and concentration of budget funds in priority directions of socio-economic development of the country; full implementation of the medium-term budgetary planning in the budget process, which is one of the effective tools for regulating socio-economic processes and a precondition for transparency and efficiency of the budget process.

This study investigates the main factors driving the evolution of the securitization of loans to Italian small and medium-sized enterprises (SMEs). The value of securitization increased in last two years, even though it has not been used as collateral for central banks. The disposal of non-performing loans (NPLs) may have been rather triggered by increasing attention of the international institutions to such an issue, within the general purpose of financial stability. The purpose of this paper is to interpret such a phenomenon focusing on Italian banks and restricting the analysis to the case of securitizations backed with loans to small and medium-sized enterprises (SMEs). The interesting result that emerges, supported by econometrically tested empirical evidence, is that given the orientation of international financial institutions, such as the ECB and the EBA, and reacting to incentives coming from the fiscal policy authorities for the public guarantee of loans, banks have been using securitization to reduce the burden on their bad balance sheets due to (NPLs). It was found that the public guarantee had a positive impact on SME securitization, whereas securitization in other sectors has not been affected significantly. Such evidence suggests that, in the absence of a public guarantee, the financial stability target would have been at risk, and the effectiveness of collateral-based policies in the recent past must be improved to enhance access to credit for SMEs.

<p><em>The advent of oil in the GCC countries has led their governments to assume an ever-increasing role in the economy and to build comprehensive welfare states, based largely on the provision of employment in the public sector and the generous supply of social services and heavily subsidized utilities, to their citizens. Moreover, an intricate web of regulatory and restrictive rules and regulations has come into existence over time, resulting in a private sector that is not competitive, is not outward-looking and is generally rent-seeking. The aim of this paper is to investigate the challenges that are preventing Kuwait from succeeding in diversifying its economy and developing a competitive private sector and the pre-requisite enabling environment, thereby reducing its dependence on the oil sector. </em><em>Results of the analysis carried out in this study reveal that developing the role of private sector in the economic transformation of Kuwait could be achieved through a three interconnected strategies: i</em><em>mproving the enabling environment for business to free private sector investors from existing regulations and red tape, developing new markets and opportunities through the creation of new investment opportunities, and ensuring competitiveness and integration with the regional and world economies.</em></p>

Relevance of the research topic. The implementation of an effective budget policy for the formation and implementation of the budget in the system of financial and economic relations plays an important role in the process of regulating the socio-economic development of the country. In the conditions of transformational transformations, budget policy is an important tool for the influence of public administration bodies on socio-economic processes. Improving the soundness of fiscal policy requires the application of a systematic approach given the importance of development and coordination of financial and budgetary institutions. Formulation of the problem. The importance of budget policy development in the conditions of transformational transformations is conditioned by the necessity of substantiation of conceptual provisions of coordination of components of financial and budgetary policy taking into account dynamism and cyclicity of economic processes. At the same time, when forming and executing the budget in order to ensure dynamic balance, an important condition is compliance with the principles of transformation, which determine the basic model of ensuring financial and budgetary stability and balance. Analysis of recent research and publications. The issue of budget policy development is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Lysyak, L. The above issues are relevant in connection with the deepening of the processes of transformation. An important task is to increase the stability of the budget system, which will help create conditions for macroeconomic stability and sustainable economic growth. It is advisable to develop tools for budget regulation. Problem statement, research goals. The objectives of the study are: to reveal the role of budget policy of economic growth, to substantiate the peculiarities of the formation and implementation of budget policy. Carry out an analysis and assessment of the revenue and expenditure side of the state budget. The purpose of the study is to reveal the directions of budget policy in the conditions of transformational transformations. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of budget policy of economic growth is revealed, the peculiarities of formation and implementation of budget policy are substantiated. The directions of budget policy in the conditions of transformational transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial and budgetary policy of Ukraine, reforming the public finance system and its components. Conclusions in accordance with the article. Fiscal policy is an effective tool of macroeconomic regulation, volatility of economic development and dynamism of social processes determines the need to develop new approaches to budget formation and implementation in the system of financial and economic relations in order to strengthen the regulatory financial and budgetary mechanism to stimulate economic growth. It is important to have a mutually agreed combination of components of the financial and budgetary mechanism, which will help optimize the budget architecture and ensure the innovative direction of economic development. The main prerequisites for ensuring a quality level of budget architecture are the effectiveness of approaches to institutional support for the development of the budget environment.

The study of the organizations and manager work is relevant today, while requiring continuous improvement and understanding. However, there are few studies on the organizational structure and the manager work in the public sector. Thus, the purpose of thispaper is to identify the role of the public administrator through administrative processes and management activities, with emphasis on the structure and strategies developed. As a methodology, the case study was adopted at the Universidade Estadual Paulista, Faculty of Science and Engineering of Tupã/SP, where the data were collected from free observation (3 months immersed), interviews and document analysis. Firsts results, there is a need for a formal and effective communication between administrative areas, which have their specific functions and are formalized in the organizational chart. Also, that the planning process is carried out from top to bottom and there is a greater participation of the executive coordination and of teachers than of technical-administrative servants and students, because of the Collegiate System Representation. It is also pointed out that, although strategic planning is formal and results in a formalized tactical and operational plan, the organization executes its activities based on short and medium-term demands, because of emerging actions that do not follow the established plan. Therefore, despite the existence of several unmapped processes, the unit administrators follow a logical and standardized flow of actions to achieve their goal.

In the conditions of economic transformations the financial strategy acts as the important economic lever of influence of public administration bodies on social and economic development of the country. The functional purpose of financial strategy is the result of the evolution of the role and importance of state functions in socio-economic development. Depending on the dynamics of socio-economic processes, the tasks of the financial strategy and the tools for its implementation should be adjusted. The financial strategy in the conditions of economic transformations should be directed on formation of long-term potential of economic growth and increase of well-being of the population taking into account demographic tendencies and indicators of the macroeconomic forecast of social and economic development of the country.

The profession of explainer is still pretty much undefined and underrated and the training of explainers is many times deemed to be a luxury. In the following pages we make the argument that three main factors contribute to this state of affairs and, at the same time, we try to show why the training of explainers should really be at the core of any science communication institution. These factors are: an erroneous perception of what a proper scientific training means for explainers; a lack of clear definition of the aptitudes and role of explainers required by institutions that are evolving and diversifying their missions; and an organizational model based on top-down practices of management and activity development which underappreciates the potential of the personnel working directly with the public.

The most important aspects of effective citizen-government interaction, successful development of civil society institutions, community and state depend on forming, legal consolidation and practical use of an effective forms and mechanisms of participatory democracy in Ukraine. Effective practical use of participatory democracy depends on the legal framework, the government's willingness to cooperate, as well as the competence and willingness to engage with civil society activists and the proper development of civil society institutions that contribute to democratization and development of Ukrainian society. The levels of citizen-government interaction including an informational, informational-consultative, mutual participation have been expanded by singling out the constant dialogue and mutual participation, public control and e-democracy. The citizens’ appeals, electronic petitions, public hearings, meetings of citizens at the place of residence, local initiatives, local referendum, advisory bodies, self-organization bodies, public discussions and public expertise as the forms of participatory democracy have been described in the article. The differences between the forms of participatory democracy in terms of the order of their preparation, implementation and legal consequences have been indicated. The role of public participation in the budget process has been determined and the participation budget was singled out as a tool of the community for better understanding of local budget and forming their own projects. The advantages of practical use of participatory democracy for the public and the government have been clarified, in particular, strengthening the level of mutual dialogue, increasing its efficiency and the government's response to public problems; growing citizens' trust in the government; improving the image of government through the implementation of transparency, openness and involvement; and consideration of public recommendations by the subjects of power within the framework of certain procedures.

The analysis and assessment of financial security indicators of Ukraine is carried out. The directions of financial and budgetary policy on ensuring the stability of the public finance system are revealed. Area of application of results. The results of the study can be used in the process of reforming the public finance system. Conclusions according to article. In order to increase the stability of the public finance system, at this stage of socio-economic development of the country, it is advisable to: substantiate sustainability indicators – the basis of a transparent system of continuous monitoring of public finance system development and its components; introduction of effective management financial and budgetary tools – systematic assessment of the state of financial and budgetary security; improving the efficiency of financial and budgetary policy in the field of ensuring the stability of the public finance system and political responsibility for its results.

Public interest (citizens, investors, interest groups, NGOs, media and similar) in the urban planning process and proposed planning solutions, certainly is not negligible, however, according to the opinion of the professional public, it has often been wrongly directed and conducted. The legal basis, which in rudimentary outlines prescribes the procedure of the public insight/hearing, i.e. the presentation of the planning document, does not provide sufficient input, however, also does not prevent organization of more qualitative and productive communication with the interested individuals, not only at the very finalization of plan development, but also at the initial phases of the initiative for decision making or forming the conceptual solution. In order to better comprehend the real needs of the citizens, urban planners should much earlier than the public insight i.e. presentation of already formed solutions, get in touch with citizens, interview them, organize workshops, insights and meetings on specific topics, trying to explain the planning procedures, standards and norms, as well as to present all that which is required in order to raise the quality of life in the neighborhood and provide some level of public interest and good, and thus increase the value of real estate. On the other hand, the citizens knowing their living environment the best should participate more actively in its creation, by indicating to the problems and needs, reacting to certain topics and thus assisting the professionals in shaping and committing their planning solutions. To that respect this paper provides certain recommendations, based on international experience, by implementation of which the satisfactory level of democracy (more transparency, inclusivity and effectiveness) of the procedure should be provided in Serbia as well.
