Today, in the conditions of transformational transformations, the recreational potential of reservoirs is used only partially, in connection with the priority of development of other branches of activity (health-improving). This is despite the fact that the value of water resources is involved in the processes of all areas of activity. That is why the issue of land management formation of recreational land use of water protection zones and coastal protection strips requires an integrated approach. Which is carried out through the assessment of recreational and tourist potential of territories and settlements to emphasize the characteristics and features that are important in the implementation of recreational activities and have a direct impact on the planning organization of land use. For the purpose of verifying the set of general intelligence, the author schematically presents the concept of "structural components that form the land use of cultural landscapes ". It has been established that in a city, the assessment of the attractiveness of land use of landscapes for recreational activities should determine the originality of recreational land use in accordance with regional and local specifics and landscape diversity. It has been seen that as a result of using various methodological approaches to assessing the recreational potential of land use of the water protection zone and the coastal protection strips, the following should be established: the recreational capacity of land use of the territory; permissible recreational load; recreational digression. In addition, according to the results of the assessment, it is proposed to divide the recreational land use of the territories of water protection zones and coastal protection strips by popularity rating, in particular, with high, medium and low potential values. As an example, the state of recreational potential in Kyiv was considered and it was established that the land management arrangement of the city needs an immediate solution for further development of recreational land use. Also, the author, due to the lack of established boundaries of water protection zones, presents a characteristic of acute social and environmental problems of land use of water bodies in Kyiv. It has been established that if there are restrictions on the use of land and other natural resources, but there is no information about them, then there is a possibility of the occurrence of various types of damage to the land use of water protection zones and coastal strips. That is why, it is proposed to allocate functional land use zones of the coastal protection strips by types of development, which will allow more efficient use of the existing potential of recreational land use of water protection zones and coastal protection strips within Kyiv and its greening and generally increase capitalization. In the process of working on the article, the author considered the issue of establishing and ensuring compliance with the land use regime of water protection zones and coastal protection strips (on the example of the city of Kyiv). The urgency of considering this issue lies in the importance of optimizing land use as one of the most important tools to protect water bodies from technogenic and anthropogenic impacts and, in general, to improve the water-ecological situation of the hydrological regime. From which the purpose of the work follows, namely, to study the features of optimization of land use of water protection zones and coastal protection zones in Kyiv by the method of land management for the environmental safety of the city's population and public welfare in general. As a result of the research process, the theoretical basis was formed by scientific works related to the essence of the task, as well as legislative and regulatory legal acts of Ukraine on land use regulation. The information and statistical base was an extract from the scheme of planning restrictions of the General Plan of Kyiv and data of the State Service of Ukraine on Geodesy, Mapping and Cadastre, the State Statistics Service of Ukraine. As a result of research, it was revealed that according to the legislation on the lands of cities and urban-type settlements, the size of the water protection zone, as well as the coastal protection zone, is established according to existing at the time of installation of a water protection zone concrete building conditions. Nevertheless, the example of the city of Kyiv shows that such information may be missing. The author describes the problematic issues of the land management process of works on establishing the boundaries of water protection zones and coastal protection zones and restrictions on the use of land and other natural resources. Expertly determined the approximate possible area, taking into account the specific building conditions and possible flooding at the maximum flood water level. The model of optimization of land use of the territorial community by means of establishment of restrictions in use of the earths and other natural resources occupied by water objects is proposed. At the same time, the model combines technological, instructional and administrative tasks of land use optimization. In addition, the optimality criteria and restrictions on the use of these criteria proposed in the model, which make it possible to unambiguously determine the location of the boundaries of water bodies and restrictions on the use of lands and other natural resources, taking into account the interests of land users and legislation. The authors of the article aim to study the evolutionary changes in methodological approaches to the formation and management of land use of water protection zones and coastal strips. As a result, four phases of land use development of water protection zones and coastal strips are considered. In particular those which took place in the following periods: 1950–1970, 1970–1990, 1990 to the present, and it is also noted that the fourth phase (period) is coming. The essence of it is to create a system of land use (formation and management) of water protection zones and coastal strips, based on environmental and socially-oriented management and institutional government support. The authors note that one of the most important principles is a comprehensive approach to the formation and management of protected land use of water protection zones and coastal strips. For this, one of the first attempts to generalize international and national experience in the development of an integrated approach is presented. And also a variety of factors that to the greatest extent accelerated the development of an integrated approach to the formation and management of land use of water protection zones and coastal zones with different levels of economic development.The authors found that the sustainable (balanced) development of land use in water protection zones and coastal zones requires solving a number of problems, which in turn are divided according to their scale. In particular, global (affects the interests of the population of the whole Earth), regional (determine the conditions of development of individual regions) and local (determine the conditions of development of specific cities, towns, territorial communities). The ratio of scales and priorities of different disciplines in the system of complex formation and management of land use of water protection zones and coastal strips is also presented, which allowed the main problems to be conditionally divided into: nature protection (or, also called — ecological); natural, social and economic. It is noted that the relationship between the level of management and the scale and priority of the problem is a methodological basis for building a vertical structure of integrated formation and management of land use of water protection zones and coastal strips

The article deals with violations of the legal regime of land use within the boundaries of water protection zones (on the example of the Novosibirsk reservoir). Examples of the use of land for the place of "wild" rest of the population, storage of household garbage. With the use of earth remote sensing data, examples of unauthorized seizure of land within the boundaries of water protection zones, as well as plowing of these lands and the organization of industrial production are shown. The conclusion is made about the need for short-term work on the establishment and consolidation of the boundaries of water protection zones and coastal protective strips.

The state of water protection zones of small rivers in the territory of RSO-Alania, both in the mountainous part of the Republic and in the flat part, is mainly assessed. Recommendations are given for improving activities in the field of environmental compliance in the protected areas of small rivers.

The issue of establishing the boundaries of water protection and coastal stripes in Ukraine were examined in the article. The purpose of the study is to present the practical results of the formation the boundary delimiter of coastal protection stripes, based on scientific and methodological approaches to the development of land management projects for the establishment of coastal protection stripes and modern technologies in the area of geographic information system. Theoretical principles of establishing the boundaries of water protective zones and coastal protective stripes on water resources are analyzed. Regulatory basic documents on the subject of use in the establishment of water protection zones and coastal protection stripes have been explored. It is noted that the size of water protective zones and coastal protective stripes can be set in accordance with the provisions of the Land Code of Ukraine, and according to the especial projects in land management. It is suggested the procedure for establishing coastal and water protective zones is based on determining the hydrographic characteristics of water sites and morphological parameters of coastal areas using remote sensing data and geoinformation system and includes six steps: 1. Determination of morphometric parameters of water sites. 2. Obtaining relief data and its application 3.Determining the steepness of the slopes. 4. Construction of catchment areas and determination of surface effluent directions. 5. Creation of a buffer zone around water sites (construction of a protective stripe and a water protective zone). 6. Combining layers of informative maps for the final definition of boundaries. The use of the methodology is presented on a specific example, namely the pond in the village Gremyache, Rivne region. Methodology will provide a technical background for establishing and decision-making on the size of water protective zones and coastal protection stripes around water objects. One more aspect of the problem, solved by the methodology proposed in the article, involves informative supporting of decisions in a sphere of controlling water fund lands at the regional level as part of the planning measures for sustainable regions development and protection of water objects. The article is devoted to the study of changes that have occurred during the development of the land management project for the allocation of land when changing regulations in the field of land management and cadastre. Land management projects for the allocation of land plots are developed in the case of the formation of new land plots from state and communal lands and in the event of a change in the purpose of land plots. They can also provide for the division, consolidation of land owned by one person. The main documents regulating the technological process of land management project development for land allotment are the Land Code and the Law of Ukraine "On Land Management", which consists of 6 stages: obtaining a project development permit, concluding an agreement with the developer of land management documentation, project development, project approval, entering data into the State Land Cadastre and project approval. Identified changes in the technological process of development of land management project for the allocation of land, which include: 1. The powers of local governments and executive authorities to transfer land ownership have been changed. At the same time, powers were tied to the boundaries of territorial communities instead of the boundaries of settlements. 2. Simplified the procedure for cadastral survey of land. The procedure of agreeing on the boundaries of the land plot and restrictions, transferring the boundaries in kind (on the ground) and establishing boundary markers becomes optional. 3. The state examination of land management documentation was canceled. 4. Simplified the procedure for approving the land management project for the allocation of land. The agreement with the territorial body of the State Geocadastre on the location of the land plot and the bodies implementing the state policy in the field of cultural heritage protection, forestry, water management, environmental protection, urban planning and architecture has been canceled. The following is added to the cadastral plan of the land plot: information on the transfer in kind (on the ground) of the boundaries of protection zones, coastal protection strips and beach zones, sanitary protection zones, sanitary protection zones and zones of special land use regime and land boundaries; information on the established boundary markers.

In accordance with the water management zoning of the territory of Ukraine, the Poltva river basin belongs to the Vistula river basin region. The evaluation methodology of the channel and floodplain river complex state was proposed by Himko R. V. (2005). According to this methodology, the parameters (23 indicators), characterizing river state by points scale (5 quality classes), were defined. The research included three steps. During the preparatory stage cartographic materials were investigated and the coastal protection zones were highlighted. The fieldwork stage included: visual assessment of water quality and of the state of channels; identification of sources of pollution and clogging of waters and coastal areas; study of features of anthropogenic load within floodplains. In the third stage, generalization and evaluation works were carried out. Wastewater discharges from enterprises and coastal settlements affect the water quality of the study area. Lviv has the greatest economic impact on the Poltva river due to its channelling within the city and due to large volumes of wastewater discharges (121.4 million m3 in 2017). The water quality of the Poltva River tributaries depends on sewage discharges from small industrial and public utilities, as well as on unauthorized sewage discharges in villages. Significant parts of the river channels are regulated. Drainage systems, that occupy much of the study area, as well as ponds and small reservoirs, directly affect on the hydrological regime of the rivers. The level of land-use of coastal territories is characterized by their urbanization level and their level of plowing. The urbanization of the upper reaches of the Poltva river valley is a determining factor that has influenced the sanitary status of its channel. Outside the Lviv city, many coastal areas (within the coastal protection zones) are plowed. Overgrowing of waters and obstruction of channels by water and coastal plant remains lead to a significant deterioration of sanitary conditions of the rivers, hence to secondary contamination of its waters. Geoecological state of the Poltva river channel and floodplain complex was designated as «unsatisfactory» (4th grade from 5 classes), of Yarychivka and Gologirka river complexes – as «satisfactory» (3rd grade), of other rivers – as «rather good» (2nd grade). The rivers of the Poltva watershed are under significant economic influence. To improve the geoecological state of river channels and floodplains, a complex of water protection measures is required: reduction of insufficiently treated wastewater discharges of Lviv city; cleaning of watercourses; monitoring of compliance with water protection rules etc.
