The paper discusses technical aspects involved in developing seeding control systems for grain seeders and sowing machines. Construction and technological parameters of seeding control systems are based on the analysis of the available machinery. As a result an operation-performing unit was constructed and tested in field trials. The RatinalRose visual simulation environment was used to design the software of the seeding control system. The environment allowed for interpreting the volume concentration of particles. A procedure for collecting and presenting data was developed. COMPAS com106 puter program was used to create a 3D design of the sensor and measure its parameters, then the sensor case was made using a 3D printer. Field trials involved comparing 2 identical drills under identical conditions. The drill equipped with the seeding control system had better indices of time saving and efficiency (by 22 %). The study results allowed us to develop the software for the seeding control system and determine the optimal design and process parameters of the seeding control sensor for a pneumatic drill in order to reduce clogging in the seed pipes and improve the quality of seed distribution.

The three-pulse system of automatic control of the water level in the boiler drum received maximum distribution in the energy sector, as well as its modifications, which have the following disadvantages : the presence of static control errors at the end of the transition process in the development of internal disturbances and disturbances of superheated steam flow; large level deviations with sharp and significant changes in the load, which often leads to unloading or shutdown of the boiler or power unit. To eliminate these drawbacks, invariant systems for automatic regulation of the power supply of the drum boiler were previously developed. In work the system of automatic control of technological parameters of water level in a drum of steam boilers is considered. The description of control systems and a detailed description of the electrical power systems of the control system are given. Various methods of tuning the PI controller of a typical three-pulse automatic power control system are considered. The application of the method of structural-parametric optimization and the theory of invariance makes it possible by changing the structure of the system and optimizing the dynamic adjustment of the automatic power control system to significantly improve the quality of maintaining the water level in the boiler drum. Invariant automatic control systems eliminate static control errors under all influences and can significantly improve the quality of maintaining the level under variable conditions. The methods are proposed to significantly improve the quality of water level control in the boiler drum, eliminating the shortcomings of the typical automatic control system. The results of the work can be used in the design of power control systems of steam drum boilers. The results obtained can be used in the development of adaptive control systems for other thermal power facilities.

The roller and sieve machines most commonly used in Russia for the post-harvest processing of root and tuber crops and onions have a number of disadvantages, the main one being a decrease in the quality of sorting due to the contamination of working bodies, which increases the quantity of losses during sorting and storage. To obtain high-quality competitive production, it is necessary to combine a number of technological operations during the sorting process, such as dividing the material into classes and fractions by quality and size, as well as identifying and removing damaged products. In order to improve the quality of sorting of root tubers and onions by size, it is necessary to ensure the development of an automatic control system for operating and technological parameters, the use of which will eliminate manual sorting on bulkhead tables in post-harvest processing. To fulfill these conditions, the developed automatic control system must have the ability to identify the material on the sorting surface, taking into account external damage and ensuring the automatic removal of impurities. In this study, the highest sorting accuracy of tubers (of more than 91%) was achieved with a forward speed of 1.2 m/s for the conveyor of the sorting table, with damage to 2.2% of the tubers, which meets the agrotechnical requirements for post-harvest processing. This feature distinguishes the developed device from similar ones.

A good fuzzy control table is the key to a fuzzy control system, and the systems performance mainly depends on the quality of the table. Based on analyzing fully the principles of a typical fuzzy control systems and the procedures of building a fuzzy control table, this paper presents a new method of applying the boolean association rule data mining techniques to mining of fuzzy control table directly from the database of manual operating records.

In Ukraine, the condition of surface water near industrial enterprises is extremely critical. The operation of enterprises leads to intensive water pollution with industrial and domestic wastewater. Therefore, improving the quality of treatment facilities through the introduction of automated control systems is an urgent problem. For the operation of automated control systems for typical cleaning processes, a software package is required, which is developed on the basis of appropriate algorithmic software and mathematical models of processes. To obtain them, methods of mathematical and simulation modeling and block diagram method of algorithmization were used. In order to assess the quality of the developed algorithm for controlling the process of buffer wastewater neutralization during operation, a comparison of control system operation based on this algorithm with the most successful foreign variants of neutralization control systems was made. Simulation for the average values of operating parameters Q = 75 m3 / h, CP = 75 g / l, and Ck = 2 g / l at minimum b = 0.02 g / l pH and maximum buffer value b = 0.47 g / l pH, and also with  unidirectional extreme combination of parameters Q = 50 m3 / h, CP = 100 g / l, b = 0,02 g / l pH and Q = 100 m3 / h, CP= 50 g / l, for minimum b = 0.02 g / l pH and maximum buffering value  b = 0.47 g / l pH shows that the best quality of transient processes is for the control system operating on the basis of the developed algorithm. For any combination of parameters, the transients for this control system provide better quality transients. Studies have shown that the control system based on the developed algorithm in comparison with the previously proposed systems provides better process control by reducing the time of transients and reducing the dynamic deviation of the output parameters, which improves the quality of wastewater treatment. Given the non-stationary process and high requirements for the cleaning parameters, manual control of this process is beyond the power of even an experienced operator. The developed mathematical model describing the dynamics of the wastewater neutralization reactor with buffer properties and the process control algorithm made it possible to proceed to the development of the control system software, which is necessary for the automated control of this process.

The article concerns the problem of structure-and-parametric optimization of a cascade automatic control system (CACS) by an example of a boiler power controller and a fuel controller. This CACS, which is a part of automatic control systems for power units, consists of two loops, viz. of an inner loop (which purpose is stabilization of the system) and an outer loop (designed for the adjustment) and, also, of two controller, viz. an outer controller (which is a basic one) provided for stabilization of the output value of the object (in our case, of the actual power unit capacity) and of an inner controller (which is an auxiliary one) provided to regulate fuel consumption. The internal controller builds up the control action with the aid of the boiler load controller of the power unit. As compared to single-loop automatic control systems, the cascade  system provides better quality of transient control due to the higher performance of the internal loop of the system. This advantage is especially noticeable when compensating for disturbances that come through the channel of regulating impact. The article presents two methods of setting, viz. the fuel controller and the boiler power controller. The application of these methods can improve the quality of power control and reduce fuel consumption in transient modes in comparison with the setting of these controllers of a typical power unit automatic power control system. The results of computer simulation of transient processes in CACS for input step surge and internal perturbation confirm the advantages of the methods are presented in this article.

Abstract The paper is devoted to consideration of the problem of constructing a discrete-continuous decentralized nonlinear combined control system for two-link robotic manipulator with restrictions in control signals. The mathematical model of the manipulator is presented as a two-channel dynamic plant with nonlinear cross-links. As methods for solving this problem V. M. Popov’s hyperstability criterion and the conditions of L-dissipativity are used. With the help of simulation, the quality of the proposed control system is shown. The results obtained in article may be useful for construction the control systems for manipulators with many degrees of freedom and also for control various mechanical systems.

В статье рассмотрен вопрос повышения точности и качества управления приводом сетевых насосов в составе судовых тепловых установок в системе отопления судна путем применения адаптивной системы автоматического управления. При использовании классических систем управления на основе ПИД-регуляторов для управления мощностью электродвигателя по критерию обеспечения заданного давления в системе теплоснабжения в условиях резкопеременных тепловых нагрузок могут возникать ситуации разрегулирования системы вследствии возникновения дополнительного давления в тепловой установке при термическом расширении теплоносителя. Для обеспечения надежности и безаварийности работы судовых тепловых установок при резкоперменных нагрузках авторами рассматривается возможность использования для управления мощностью электропривода адаптивной системы управления. В статье рассмотрена схема управления с адаптацией коэффициентов ПИД-регулятора на базе нейронной сети (нейросетевой оптимизатор). Нейросетевой оптимизатор был применен как надстройка над ПИД-регулятором в схеме управления мощностью сетевого насоса в составе судовой тепловой установки. Рассмотрены зависимости характеристик систем управления от структуры и параметров модифицированных критериев точности и качества управления. Адаптация параметров регулирования позволяет обеспечить достижение желаемых параметров с меньшими затратами мощности при сохранении уровня надежности и исключить разрегулирование системы управления при резкопеременных тепловых нагрузках. The article discusses the issue of improving the accuracy and quality of control of the drive of network pumps as part of ship thermal installations in the ship's heating system by using an adaptive automatic control system. When using classical control systems based on PID regulators to control the power of the electric motor according to the criterion of providing a given pressure in the heat supply system under conditions of sharply varying thermal loads, situations of system maladjustment may occur due to the appearance of additional pressure in the thermal installation during thermal expansion of the coolant. To ensure the reliability and trouble-free operation of ship thermal installations under abruptly variable loads, the authors consider the possibility of using an adaptive control system to control the power of an electric drive. The article describes a control scheme with adaptation of the PID controller coefficients based on a neural network (neural network optimizer). The neural network optimizer was used as a superstructure over the PID controller in the power control circuit of a network pump as part of a ship's thermal installation. The dependences of the characteristics of control systems on the structure and parameters of the modified criteria for the accuracy and quality of control are considered. Adaptation of control parameters allows achieving the desired parameters with lower power consumption while maintaining the level of reliability and eliminating deregulation of the control system at abruptly varying thermal loads.

The purpose of this study was to analyze the effect of the competencies of the apparatus and internal control systems on the quality of financial statement information and good governance. The study was conducted at the Makassar City Government. The population in this study was 44 Indonesian: Regional Working Unit (SKPD) in the Makassar City Government consisting of 687 people, and a sample of 268 respondents were obtained through the Slovin formula. Data from the questionnaire were analyzed using the Structural Equation Model using AMOS 18. The results found that the overall variables studied were apparatus competence and internal control systems both directly and indirectly had a positive and significant effect on the quality of financial statement information and good governance in the City Government Makassar. The dominant direct effect is the internal control system on the quality of financial statement information and good governance in the Makassar City Government. The dominant indirect effect is the internal control system through the quality of financial statement information on good governance in the Makassar City Government.

Among the promising automatic control systems, logical-dynamic control systems that change both the structure and parameters of the control device using switches formed on the basis of a certain logical algorithm have proven themselves well. The use of logical algorithms as part of MACS subsystems for complex technical objects makes it possible to increase the static and dynamic accuracy of control due to purposeful qualitative and quantitative changes in the control signal. This approach will give the control system fundamentally new properties that allow to fully take into account the nature and dynamics of the movement of the control object. When developing existing logical control algorithms, the issues of their application for multi-connected and multifunctional objects control were not considered. Common to existing logical algorithms is that when switching the structure and/or changing parameters, only the dynamics of its own subsystem is taken into account, which is unacceptable in the case of multi-connected dynamic object control, since cross-links have a significant impact on the quality of control. Thus, the problem of synthesis of logical algorithms for multi-connected objects control is an actual theoretical and applied problem. Despite the considerable amount of research conducted in this area, the application of logical algorithms for complex multidimensional objects control is not sufficiently considered, and there is no unified design concept for this type of MACS, taking into account the required quality of functioning in various operating modes. In this regard, there is a need to synthesize algorithms for logical multi-connected control that form control signals in order to coordinate the actions of all separate MACS subsystems in accordance with new external conditions and operating modes. The problem under consideration determined the purpose of this work and the research objectives.

This study analyzes the quality of human resources, internal control systems, and interpersonal communication on civil servants' performance in the Karanganyar Regency. In running the government, the quality of reliable human resources has a major role in organizational activities. This research method uses a type of causality research with data analysis stages consisting of instrument testing, classical assumption test, multiple linear regression analysis, individual parameter test, simultaneous test, and determination coefficient tests (R2). The results of multiple analyses show that the quality of human resources, internal control systems, and interpersonal communication positively affect employee performance. The F test results show that together the variables of human resource quality, internal control systems, and interpersonal communication have a significant effect on employee performance. The R2 test result is 0.302, which means that the performance of employees in Karanganyar Regency can be explained by the variables of human resources, the internal control system, and interpersonal communication by 30.2 percent. In comparison, the remaining 69.8 percent was explained by other variables that were not observed, such as national culture, leadership, and commitment. Key Words:  Human Resources, Internal Control System, and Interpersonal Communication Penelitian ini menganalisis kualitas sumber daya manusia, sistem pengendalian internal, dan komunikasi interpersonal terhadap kinerja PNS di Kabupaten Karanganyar. Dalam menjalankan pemerintahan, kualitas sumber daya manusia yang handal memiliki peran utama dalam kegiatan organisasi. Metode penelitian ini menggunakan jenis penelitian kausalitas dengan tahapan analisis data yang terdiri dari pengujian instrumen, uji asumsi klasik, analisis regresi linier berganda, uji parameter individu, uji simultan, dan uji koefisien determinasi (R2). Hasil analisis ganda menunjukkan bahwa kualitas sumber daya manusia, sistem pengendalian internal, dan komunikasi interpersonal berpengaruh positif terhadap kinerja karyawan. Hasil uji F menunjukkan bahwa secara bersama-sama variabel kualitas sumber daya manusia, sistem pengendalian internal, dan komunikasi interpersonal berpengaruh signifikan terhadap kinerja pegawai. Hasil uji R2 sebesar 0,302 yang artinya kinerja pegawai di Kabupaten Karanganyar dapat dijelaskan oleh variabel sumber daya manusia, sistem pengendalian intern, dan komunikasi interpersonal sebesar 30,2 persen. Sebagai perbandingan, 69,8 persen sisanya dijelaskan oleh variabel lain yang tidak diamati, seperti budaya nasional, kepemimpinan, dan komitmen. Kata kunci:  Sumber Daya Manusia, Sistem Pengendalian Internal, dan Komunikasi Interpersonal
