Era internet digambarkan oleh Bill Kovach dan Tom Rosenstiel (2012) sebagai era banjir informasi, sehingga masyarakat kebingungan mencari informasi akurat. Dalam konteks sekarang ini, pernyataan tersebut menjadi relevan karena Indonesia sedang menghadapi wabah virus COVID-19. Liputan wabah COVID-19 merupakan breaking news sepanjang hari sejak awal Maret 2020. Masyarakat sulit membedakan berita-berita, mana yang akurat dan mana hoax yang dirilis media, termasuk media online/siber. Catatan Dewan Pers April 2020 menunjukkan bahwa banyak pemberitaan COVID-19 bersifat sensasional sehingga menimbulkan kepanikan dan ketakutan pada masyarakat karena media terus menerus mengeksploitasi penderitaan pasien korona. Objectives: untuk menggambarkan kualitas pemberitaan wabah COVID-19 yang dirilis antaranews.com LKBN ANTARA, sebagai satu-satunya kantor berita BUMN di Indonesia sejak 2007, dengan kewajiban menyebarkan kepentingan pemerintah (PSO – public service obligation), dan juga dijual ke berbagai media. Methods: menggunakan analisis isi deskriptif dengan tujuh elemen kualitas berita Lacy&Rosenstiel (2015) dan McQuail (2005) yakni presentation quality, trustworthiness, diversity, depth and breadth information, comprehensive, public affairs, objectivity, dengan unit analisis 50 item berita COVID-19 di DKI Jakarta. Implication: apa pun posisi wartawan, di perusahaan pers atau di BUMN, maka secara professional perlu menyajikan berita berkualitas sesuai fungsi sosial media massa yang menjadi hak publik.Kata Kunci: kualitas berita; media online;objektivitas

Perusahaan Badan Usaha Milik Negara (BUMN) diberi tugas untuk memberikan pelayanan umum kepada masyarakat atau public service obligation (PSO) yang berorientasi sosial dan memperoleh laba, yang kinerjanya perlu ditingkatkan. Informasi Risiko yang akurat, lengkap, dan pada waktu yang tepat, akan memberikan sinyal awal untuk mengkritisi minimal 2 (dua) aspek yang mempengaruhi masa depan BUMN terkait dengan kebolehjadian terjadinya risiko dan dampak yang diakibatkannya, sedangkan Informasi Modal manusia sebagai aset Perusahaan untuk membangun kapabilitas dan sikap tenaga kerja, penguatan organisasi, yang pada akhirnya akan menentukan keberhasilan pencapaian tujuan BUMN. Hasil penelitian dengan metoda descriptive statistic menunjukkan bahwa Informasi Risiko belum mencukupi dalam memberikan pengaruh nilai tambah bagi Perusahaan pada level Unit Bisnis; Informasi Modal Manusia belum diterapkan sesuai harapan Unit Bisnis; Keputusan Manajemen belum dilaksanakan secara tepat; dan Kinerja Unit Bisnis belum tercapai sesuai dengan target yang ditetapkan. Hasil penelitian dengan metoda multivariate statistic menunjukkan bahwa Informasi Modal Manusia lebih berpengaruh daripada Informasi Risiko dalam mempengaruhi Keputusan Manajemen; Keputusan Manajemen lebih berpengaruh daripada Informasi Modal Manusia dan Informasi Risiko dalam mempengaruhi Kinerja Unit Bisnis; uji variabel intervening pengaruh Informasi Risiko melalui Keputusan Manajemen berpengaruh signifikan pada Kinerja Unit Bisnis; dan Informasi Modal Manusia melalui Keputusan Manajemen berpengaruh signifikan pada Kinerja Unit Bisnis. Pencapaian Kinerja Unit Bisnis paling signifikan dipengaruhi oleh Informasi Modal Manusia melalui Keputusan Manajemen sebagai prioritas utama untuk ditindaklanjuti.

This article investigates the unique role of applied public service colleges in engaging with communities through economic development and entrepreneurship-related activities. Schools of public administration, affairs, and service are often distinctively tasked with being public facing, connecting and working with outside agencies, nonprofits, and other stakeholders. Using a case study of Ohio University’s Voinovich School of Leadership and Public Affairs, which employs a public-private partnership model to find solutions to challenges facing communities, the economy, and the environment, the authors discuss the emerging engagement role of these schools using a typology of strategies brought forth by the Association of Public and Land Grant Universities. The authors outline seven specific programs run by the Voinovich School and discuss the activities, services, and intensity of each. As opposed to other forms of civic or community engagement, this article focuses primarily on economic engagement, such as technical assistance, business development, and related activities that drive regional and rural economic growth. Having a deeper comprehension of how such programs operate to enhance engagement and interaction between academics and outside stakeholders can be an important aspect of growing similar connections in other schools to further pursue regional connectivity and development.

Publicly funded broadcasters with a track record in science programming would appear ideally placed to represent climate change to the lay public. Free from the constraints of vested interests and the economic imperative, public service providers are better equipped to represent the scientific, social and economic aspects of climate change than commercial media, where ownership conglomeration, corporate lobbyists and online competition have driven increasingly tabloid coverage with an emphasis on controversy. This prime-time snapshot of the Australian Broadcasting Corporation’s main television channel explores how the structural/rhetorical conventions of three established public service genres – a science programme, a documentary and a live public affairs talk show – impact on the representation of anthropogenic climate change. The study findings note implications for public trust, and discuss possibilities for innovation in the interests of better public understanding of climate change.

When Tanzania and Uganda had gained their independence and Kenya was about to gain hers, it was clear that a large number of Africans would be finding themselves placed in positions of considerable responsibility in the public service before they had had the opportunity to acquire any substantial amount of experience in the management of public affairs. Among those who played a prominent part in considering how this problem could best be tackled was the Secretary-General of the East African Common Services Organisation. A. L. Adu had previously served as Commissioner for Africanisation in Ghana and had later been head of the civil service in that country, and he had considerable experience of similar problems in West Africa. He had also been one of the first Africans to attend the Imperial Defence College in the U.K., and had been impressed by the contribution which training of the staff college type could make to the development of administrative skills in those whose experience at the lower levels of the administrative ladder had necessarily been limited.

Pulau-pulau terpencil dan terluar pada umumnya merupakan daerah terpencil, miskin, tidak berpenduduk dan jauh dari perhatian pemerintah. Angkutan laut yang ada saat ini baru dapat menghubungkan ibukota kecamatan dengan ibukota kabupaten, maupun ibukota provinsi, sedangkan pada tingkat desa masyarakat masih menggunakan speed boat dan perahu kecil yang disebut pompong. Oleh karena itu, diperlukan peran pemerintah pusat dan pemerintahan provinsi, kabupaten/kota dalam hal pemberian public service obligation, bahwa perlu dikembangkan layanan angkutan laut perintis yang menghubungkan antar desa dengan ibukota kecamatan, dengan kapasitas kapal yang disesuaikan dengan perkiraan jumlah penumpang yang ada. Penelitian ini bertujuan untuk menyusun konsep peningkatan pelayanan angkutan laut pada pulau-pulau terpencil di Provinsi Kepulauan Riau. Berdasarkan hasil analisis, dari 19 pulau terluar di Provinsi Kepulaun Riau hanya 4 pulau yang dihuni oleh penduduk dan 1 pulau sebagai pangkalan militer, yakni: Pulau Senoa berada di wilayah Kecamatan Bunguran Timur memiliki indeks konektivitas sebesar 0,05602221, Pulau Subi Kecil berada di wilayah Kecamatan Subi dengan indeks konektivitas sebesar 0,05602221, Pulau Karimun Kecil berada di Kecamatan Tebing dengan indeks konektivitas 0,02433643, dan Pulau Pelampung dan Pulau Nipah berada di Kota Batam, dengan indeks konektivitas 0,0000448.

AbstractThe 1945 Constitution of the Republic of Indonesia regulates natural recources in its particular article. Then, the Energy Law and the Oil and Gas Law regulate the state’s control of oil and natural gas. In the sectoral regulations of oil and gas, there is a public service obligation (PSO) which must be assumed by the Government and State Owned Enterprises (SOE). Meanwhile, in the SOE Law introduced entity Perum and Persero. Where in Perum entities carrying out public service, while the Persero entity to assume the role for profit. But in practice found a PSO on the oil and gas sector carried by state-run entities Persero. IntisariDalam Undang-Undang Dasar Negara Republik Indonesia 1945 diatur penguasaan negara terhadap sumber daya alam. Kemudian UU Enegi dan UU Minyak dan Gas Bumi mengatur penguasaan negara terhadap minyak dan gas bumi. Dalam pengaturan sektoral di bidang tersebut juga mengatur kewajiban pelayanan umum yang harus diemban oleh pemerintah dan BUMN. Sementara itu dalam UU BUMN diperkenalkan  entitas Perusahaan Umum (Perum) dan Perseroan Terbatas (Persero). Dimana entitas Perum mengemban peran pelayanan umum (public service), sementara entitas Persero mengemban peran mencari keuntungan (profit oriented). Namun dalam praktek ditemukan kewajiban pelayanan umum pada sektor minyak dan gas bumi diemban oleh BUMN dengan entitas Persero.

Tujuan penelitian, yaitu untuk menganalisis kinerja keuangan Perum BULOG selama menerima penugasan PSO pada tahun 2015—2018 melalui tinjauan terhadap laporan keuangan dan analisis rasio yang diproksikan dengan rasio likuiditas, solvabilitas, aktivitas, dan profitabilitas. Data yang digunakan adalah data sekunder berupa laporan keuangan dan laporan tahunan yang dilengkapi dengan penelitian lapangan melalui proses wawancara. Metode analisis data menggunakan metode kombinasi untuk menyimpulkan data berupa angka menjadi analisis deskriptif. Hasil penelitian menunjukkan penurunan kinerja penjualan dan peningkatan beban keuangan perusahaan. Rasio likuiditas dan solvabilitas berada dalam kondisi baik, rasio aktivitas mengalami fluktuasi, dan adanya trend penurunan pada rasio profitabilitas. Saran dari penelitian ini adalah Perum BULOG perlu melakukan kontrol pada persediaan, liabilitas jangka pendek, dan optimalisasi segmen komersial.

This article examines three fundamental questions with respect to the place of e-government in graduate education for careers in public service. First, where does e-government fit in the curriculum of graduate programs in public policy and administration? Second, might we expect the answer to this question to vary depending on the institutional home and type of public affairs degree? Third, should we expect programs to offer a required course on e-government or should we aim to integrate material on e-government throughout the curriculum? These questions are approached through standards developed for public affairs education in the United States, but they are examined in the context of international variations in governance, technology and education. The article first traces the development of e-government across the globe, summarizing important issues and consideration that government must answer as they pursue e-government initiatives. It then reviews standards that have been developed for public affairs education in the U.S. and turns to the question of how to incorporate e-government in the curriculum. E-government involves much more than technological and information management questions. Thus, it has implications for the entire public affairs curriculum. It is unlikely that a single course can successfully covers technical, managerial, and policy dimensions of e-government. For most programs, it will be more productive to explore e-government across a range of courses in the existing curriculum. The approach that is taken is likely to be affected by institutional settings, resources, and faculty competencies. It is also likely to be shaped by the broader social, economic, and political environments in which programs operate. Although the stage of e-government development in the country is likely to make a difference, we can also hope that our training will also shape e-government's development.
