The objective of this study was to identify and evaluate image building strategies in selected Polish regions. A mail questionnaire survey was carried out in 2013 in the regions of Pomorze (Pomerania), Pomorze Zachodnie (West Pomerania), Małopolska (Lesser Poland), Podkarpacie (Subcarpathia), Warmia and Mazury (Warmia and Masuria), and Podlasie. The importance of image building strategies is widely recognized by the local authorities, but most strategies are implemented on a short-term or medium-term basis. Image building strategies are often regarded as auxiliary measures that contribute to the achievement of strategic development goals. In the analyzed regions, image building is often reduced to strictly promotional measures. The relevant strategies focus on too many landmarks of regional identity, which detracts from their effectiveness. An absence of regular market surveys and evaluations also contributes to the weakness of regional image building strategies.

Problem setting. In the direction of balanced regional development, the state has the opportunity to use such a direct lever of influence on the process as strategic planning. At present stage of reforming of the system of public administration of regional development, its role and importance are especially growing, because strategic planning makes it possible to predict the further development of territories. General purpose of strategic planning is to move to indicative forecasting, information support for objective management decisions at the regional, local and national levels, including concerning increase and effective realization of resource potential of the region, overcoming of depression of territories, realization of structural transformations. Recent research and publications analysis. Issues related to regional development are covered in works of such scholars as E. Alaev, G. Balabanov, P. Bubenko, Z. Varnalii, S. Haluza, Z. Herasymchuk, А. Holikov, H. Huberna, M. Dolishnii, L. Zaitseva, U. Ipatov, B. Kliianenko, V. Kravtsiv, O. Krainyk, N. Kuznetsov, L. Kuzmenko, A. Mazur, T. Maksymova, A. Marshalova, S. Melnyk, І. Mykhasiuk, N. Mikula, Y. Navruzov, O. Novoselov, V. Symonenko, D. Stechenko, H. Stolbov, L. Taranhul, S. Tiahlov, V. Khodachek, L. Chervona, М. Chumachenko, B. Shtulberh, M. Yankiv and others. Taking into account the significant achievements of the scholars in the field of regional studies, insufficiently complete and in-depth study of the issues of strategic planning of regional development is still worth emphasizing. Highlighting previously unsettled parts of the general problem. The main purpose of the article was to present a wide range of results of the study on the analysis of the problem and to justify the prospects of strategic planning of regional development. Paper main body. Public administration of regional development in Ukraine should take into account basic trends of reforming processes in the European Union. Like in European countries, in Ukraine there are normative documents, which frame the strategic planning, i.e. there is every reason to talk about the functioning of the regional development planning system. The main components of this system include: strategic plans for socio-economic development; spatial plans of territorial development (schemes of planning of the territory of the region, general plans and town-planning documentation of settlements); medium-term plans for socio-economic development of the region and targeted development programs for certain areas of activity; short-term programs of socio-economic development. Strategic, medium-term and short-term program documents of socio-economic development of the region are related to creating a favorable environment for the development of the regional economy and citizens’ life, meeting basic needs of business sector and people in various services, forming competitive advantages to enter outer markets, stimulation of entrepreneurial activity, active attraction of investments, development of various sectors of economy, etc. Spatial plans of different levels relate to the development of the territory as an object of implementation of urban policy of local authorities, they are tied to a specific space. Therefore, we can talk about two types of program documents. Both types are closely interrelated, contribute to improving the efficiency of the territory, but differ from each other. Today, in the field of strategic planning of regional development in Ukraine there are many problems resulting from the lack of a comprehensive system of strategic planning of regional development in the country. In particular, these are the following: inconsistencies between different strategic and planning documents; lack of clear links between planning documents and the budget; lack of a unified approach to planning, uncertainty of the status of sertain strategic documents, political and legal consequences of their non-implementation; inefficient system of public policy evaluation; lack of responsibility for making ineffective management decisions. The main directions of strategic planning were identified: intellectual growth of territories, which involves economic development based on the growing development of production infrastructure, knowledge, research, inventions, patents and innovations, i.e. reorientation of regional economies to an innovative model of development; sustainable and continuous growth of territories for creation of an economy based on the efficient use of resources, in particular, environmental resources, and increasing the efficiency of use of natural resources, economic potential of the region; comprehensive growth of living standards through the development of social infrastructure, increasing employment, human resources development and achievement of social well-being; increasing the investment attractiveness of regions and intensifying innovation activity therein, as well as increasing the competitiveness of regions. Conclusions of the research and prospects for further studies. Strategic planning of regional development is a powerful tool to unite the interests of the public, local business and local authorities, which has a positive impact on the business climate, community welfare, and competitive position of the territory. It is a creative process of defining strategic directions and agreeing on realistic goals and objectives, implementation of which will help to achieve a better future.

In 2019, a textbook “Macroeconomics” was published in London, on the pages of which the authors presented a new monetary doctrine — Modern Monetary Theory, MMT, — an unorthodox concept based on the postulates of Post-Keynesianism, New Institutionalism, and the theory of Marxism. The attitude to this scientific concept in the scientific community is ambiguous. A smaller part of scientists actively support this doctrine, which is directly related to state monetary and fiscal stimulation of full employment, public debt servicing and economic growth. Others, the majority of economists, on the contrary, strongly criticize MMT, arguing that the new theory hides simple left-wing populism, designed for a temporary and short-term effect. This article considers the origins and the main provisions of MMT, its discussions with the mainstream, criticism of the basic tenets of MMT, and also assesses possible prospects for the development of MMT in the medium term.

Network dimensioning is a critical task in current mobile networks, as any failure in this process leads to degraded user experience or unnecessary upgrades of network resources. For this purpose, radio planning tools often predict monthly busy-hour data traffic to detect capacity bottlenecks in advance. Supervised Learning (SL) arises as a promising solution to improve predictions obtained with legacy approaches. Previous works have shown that deep learning outperforms classical time series analysis when predicting data traffic in cellular networks in the short term (seconds/minutes) and medium term (hours/days) from long historical data series. However, long-term forecasting (several months horizon) performed in radio planning tools relies on short and noisy time series, thus requiring a separate analysis. In this work, we present the first study comparing SL and time series analysis approaches to predict monthly busy-hour data traffic on a cell basis in a live LTE network. To this end, an extensive dataset is collected, comprising data traffic per cell for a whole country during 30 months. The considered methods include Random Forest, different Neural Networks, Support Vector Regression, Seasonal Auto Regressive Integrated Moving Average and Additive Holt–Winters. Results show that SL models outperform time series approaches, while reducing data storage capacity requirements. More importantly, unlike in short-term and medium-term traffic forecasting, non-deep SL approaches are competitive with deep learning while being more computationally efficient.

ObjectivesTo perform a multidimensional assessment of women who experienced severe maternal morbidity (SMM) and its short-term and medium-term impact on the lives and health of women and their children.DesignA retrospective cohort study.SettingA tertiary maternity hospital from the southeast region of Brazil.ParticipantsThe exposed population was selected from intensive care unit admissions if presenting any diagnostic criteria for SMM. Controls were randomly selected among women without SMM admitted to the same maternity and same time of childbirth.Primary and secondary outcome variablesValidated tools were applied, addressing post-traumatic stress disorder (PTSD) and quality of life (SF-36) by phone, and then general and reproductive health, functioning (WHO Disability Assessment Schedule), sexual function (Female Sexual Function Index (FSFI)), substance abuse (Alcohol, Smoking and Substance Involvement Screening Test 2.0) and growth/development (Denver Developmental Screening Test) of children born in the index pregnancy in a face-to-face interview.ResultsAll instruments were applied to 638 women (315 had SMM; 323 were controls, with the assessment of 264 and 307 children, respectively). SF-36 score was significantly lower in the SMM group, while PTSD score was similar between groups. Women who had SMM became more frequently sterile, had more abnormal clinical conditions after the index pregnancy and a higher score for altered functioning, while proportions of FSFI score or any drug use were similar between groups. Furthermore, children from the SMM group were more likely to have weight (threefold) and height (1.5 fold) for age deficits and also impaired development (1.5-fold).ConclusionSMM impairs some aspects of the lives of women and their children. The focus should be directed towards monitoring these women and their children after birth, ensuring accessibility to health services and reducing short-term and medium-term repercussions on physical, reproductive and psychosocial health.

The author explores the problem of reflecting the collective memory of Siberians about the exiled Decembrists in the memorial space of Irkutsk at different historical stages. The aim of the article is to characterize the developing dynamics of a segment of the memorial space system that includes Irkutsk's memorial places associated with the Decembrists in the chronological framework of the Soviet period of Russian history. The study is based on the principle of historicism. The methodological reference point of the research is the problem field of memory studies; the concepts of the places of memory of P. Nora and cultural memory of J. Assmann and A. Assmann are used. The author also employs historical-genetic and historical-comparative methods. Within the framework of the Soviet period, three stages of forming the segment of the Irkutsk memorial space associated with the memory about the Decembrists were identified. The first stage, from the 1910s till 1925, reflects the general weakness of Irkutsk city residents' collective memory about the Decembrists, which was manifested in neglecting memorial sites, and the beginning of the awakening of interest in the Decembrists among the local liberal-minded intelligentsia. At the second stage, from 1925 (the 100th anniversary of the Decembrist uprising) till the 1960s, under the influence of the state politics of memory that recognized the Decembrists as the first generation of Russian revolutionaries, the intelligentsia of Irkutsk were actively forming the locus of the Decembrists' memorial space in their city. Based on the memory about the Decembrists, the intelligentsia was constructing their social identity. But the local authorities did not provide the intelligentsia with the desired support, which significantly complicated achieving the memorialization tasks. At the third stage, in the 1960s-1980s, the memory about the Decembrists' stay in Irkutsk was in demand among the local authorities, who used it especially actively during celebrations dedicated to the anniversaries of the city. Many memorable places were designated, and their protection was improved. The sharply increased attention of Irkutsk local administration and city residents to the exiled Decembrists reflected the growth of their regional identity. The author revealed the dependence of reflecting the collective memory about the Decembrists in the Irkutsk memorial space on the state and regional politics of memory, as well as on the local intelligentsia initiatives, for which the memory about the Decembrists served as one of the foundations for constructing their social identity.

AbstractIn the Rio de la Plata salinity, temperature, chlorophyll a (chl a), and densities (ind. m−3) of the copepods Acartia tonsa and Paracalanus parvus were measured from January to November in 2003 by following a nested weekly and monthly design. Such sampling yielded two separate datasets: (i) Yearly Dataset (YD) which consists of data of one sampling effort per month for 11 consecutive months, and (ii) Seasonal Weekly Datasets (SWD) which consists of data of one sampling effort per week of any four consecutive weeks within each season. YD was assumed as a medium-term low-resolution (MTLR) dataset, and SWD as a short-term high-resolution (STHR) dataset. The hypothesis was, the SWD would always capture (shorter scales generally captures more noise in data) more detail variability of copepod populations (quantified through the regression relationships between temporal changes of salinity, temperature, chl a and copepod densities) than the YD. Analysis of both YD and SWD found that A. tonsa density was neither affected by seasonal cycles, nor temporal variability of salinity, temperature and chl a. Thus, compared to STHR sampling, MTLR sampling did not yield any further information of the variability of population densities of the perennial copepod A. tonsa. Analysis of SWD found that during summer and autumn the population densities of P. parvus had a significant positive relationship to salinity but their density was limited by higher chl a concentration; analysis of YD could not yield such detailed ecological information. That hints the effectiveness of STHR sampling over MTLR sampling in capturing details of the variability of population densities of a seasonal copepod species. Considering the institutional resource limitations (e.g. lack of long-term funding, manpower and infrastructure) and the present hypothesis under consideration, the authors suggest that a STHR sampling may provide useful complementary information to interpret results of longer-term natural changes occurring in estuaries.
