Problem setting. In the direction of balanced regional development, the state has the opportunity to use such a direct lever of influence on the process as strategic planning. At present stage of reforming of the system of public administration of regional development, its role and importance are especially growing, because strategic planning makes it possible to predict the further development of territories. General purpose of strategic planning is to move to indicative forecasting, information support for objective management decisions at the regional, local and national levels, including concerning increase and effective realization of resource potential of the region, overcoming of depression of territories, realization of structural transformations. Mykhasiuk, N. Mikula, Y. Navruzov, O. Novoselov, V. Symonenko, D. Stechenko, H. Stolbov, L. Taranhul, S. Tiahlov, V. Khodachek, L. Chervona, М. Chumachenko, B. Shtulberh, M. Yankiv and others. Taking into account the significant achievements of the scholars in the field of regional studies, insufficiently complete and in-depth study of the issues of strategic planning of regional development is still worth emphasizing. Highlighting previously unsettled parts of the general problem. The main purpose of the article was to present a wide range of results of the study on the analysis of the problem and to justify the prospects of strategic planning of regional development. Paper main body. Public administration of regional development in Ukraine should take into account basic trends of reforming processes in the European Union. Like in European countries, in Ukraine there are normative documents, which frame the strategic planning, i.e. there is every reason to talk about the functioning of the regional development planning system. The main components of this system include: strategic plans for socio-economic development; spatial plans of territorial development (schemes of planning of the territory of the region, general plans and town-planning documentation of settlements); medium-term plans for socio-economic development of the region and targeted development programs for certain areas of activity; short-term programs of socio-economic development. Strategic, medium-term and short-term program documents of socio-economic development of the region are related to creating a favorable environment for the development of the regional economy and citizens’ life, meeting basic needs of business sector and people in various services, forming competitive advantages to enter outer markets, stimulation of entrepreneurial activity, active attraction of investments, development of various sectors of economy, etc. Spatial plans of different levels relate to the development of the territory as an object of implementation of urban policy of local authorities, they are tied to a specific space. Therefore, we can talk about two types of program documents. Both types are closely interrelated, contribute to improving the efficiency of the territory, but differ from each other. Today, in the field of strategic planning of regional development in Ukraine there are many problems resulting from the lack of a comprehensive system of strategic planning of regional development in the country. In particular, these are the following: inconsistencies between different strategic and planning documents; lack of clear links between planning documents and the budget; lack of a unified approach to planning, uncertainty of the status of sertain strategic documents, political and legal consequences of their non-implementation; inefficient system of public policy evaluation; lack of responsibility for making ineffective management decisions. The main directions of strategic planning were identified: intellectual growth of territories, which involves economic development based on the growing development of production infrastructure, knowledge, research, inventions, patents and innovations, i.e. reorientation of regional economies to an innovative model of development; sustainable and continuous growth of territories for creation of an economy based on the efficient use of resources, in particular, environmental resources, and increasing the efficiency of use of natural resources, economic potential of the region; comprehensive growth of living standards through the development of social infrastructure, increasing employment, human resources development and achievement of social well-being; increasing the investment attractiveness of regions and intensifying innovation activity therein, as well as increasing the competitiveness of regions. Conclusions of the research and prospects for further studies. Strategic planning of regional development is a powerful tool to unite the interests of the public, local business and local authorities, which has a positive impact on the business climate, community welfare, and competitive position of the territory. It is a creative process of defining strategic directions and agreeing on realistic goals and objectives, implementation of which will help to achieve a better future.

The paper features the problems of strategic management of social and economic development at the regional and municipal levels. Currently, the legal and the regulatory framework that ensures the management of socio-economic development at the regional and municipal levels is quite dynamic and corresponds with the current conditions and challenges. The legal and regulatory framework in the field of strategic management is formed not only as an institutional basis for socio-economic development: it also represents a thoroughly developed system of methods and tools for developing strategic documents and ensuring their implementation. However, normative legal documents reflect, as a rule, a traditional view of the implementation of the strategic planning process, formed within the scientific schools of design and planning, with the inclusion of individual elements of advanced technologies of strategic management. Federal authorities have consistently formed the basis for the actual strengthening of the role of the methodology of strategic management in regional and municipal management. The consistent implementation of the program-target approach, the methodology of strategic planning, the principles of project management in the practice of state and municipal management forms the basis for applying the principles of agile public administration as the basis for strategic management in real-time. Independence, initiative, innovation, openness, agile, competence, and high motivation will increasingly determine success in the practice of state and municipal government. Hence, successful work on overcoming the resistance of the administrative bureaucratic management system will be a pledge of effective implementation and application of mechanisms and technologies of project management and agile public administration.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. Introduction. In the conditions of the economy cyclicality and the imbalance of financial and economic relations, it is necessary to consider budget planning as one of the most important state regulation tools of the country’s socio-economic development. The issue of financial-budgetary planning is largely used separately from strategic planning issues. In addition, in modern economic science, Ukrainian scholars have not disclosed the question of its combination with the approaches of strategic planning of regional development, which is carried out on the basis of smart specialization. Purpose. To reveal approaches of improving the methodology of financial and budgetary planning by defining approaches of strengthening its interrelation with strategic planning on the basis of smart specialization, which will promote the effective use of the resourses of state regional development fund, increase the level region’ economic and innovative growth. Results. Financial-budgetary planning is a key instrument for managing the country’s financial system, which is closely linked to socio-economic and strategic planning of regional development, in particular. Currently, among the sources of regional development financing there resourses of the state fund of regional development, local budgets, international technical assistance (sectoral support programs, projects funded from the funds of the European Union). In 2019 30.8 bln UAH will be allocated for regional development (for comparison, in 2018 – UAH 25.4 billion). The largest amount of budget funds of the state fund of regional development in 2015–2018 was directed to financing projects in the field of education – 1066 million UAH, road infrastructure – 812.5 million UAH, physical culture – 284.4 million UAH, social protection – 100, 1 mln. UAH. At the same time,projects dedicated to the development of the economy, creation of new industries, development and implementation of innovations are remained unfulfilled. Today, in the European Union, the condition for obtaining funds for financing regional development is the availability of smart specialization strategy. Partnership, dialogue between business, science, public and government is a key condition for smart specialization. Conclusions. Financial and budgetary planning should be regarded as an instrument of state regulation of socio-economic development, which is represented by a set of organizational, methodological measures for determining the volumes, sources and directions of using budget funds in accordance with the results of strategic planning of regional development on the basis of smart specialization in order to ensure sustainable, innovative, economic development of regions.

In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. The features of strategic planning of regional economic development in the sphere of public administration in Ukraine are considered. In today’s conditions, the state of regional socio-economic and ecological development in Ukraine require the improvement of provision of strategic management by the regional economic development in public administration in Ukraine. The ways for improving the provision of strategic management by the regional economic development in public administration in Ukraine are determined.

Relevance of the research topic. The development of public relations requires an increase in the effectiveness of budgetary resource management in solving the priority tasks of the country's socio-economic development and obtaining the maximum socially beneficial effect from the use of budgetary funds. Issues of strategic program targeted management of budgetary resources in the mechanism of social development, evaluation of the effectiveness of budgetary expenditures, the introduction of medium-term budget planning are becoming of current importance. The issue of ensuring rational formation, optimal distribution and efficient and effective use of budgetary resources to meet the needs of society require a deepening study of the theoretical and methodological foundations of the program targeted management of budget expenditures in the system of state strategic planning, evaluation of the effectiveness and socio-economic efficiency of budget expenditures and budget activities, medium-term budget planning taking into account the criteria for priority and budget effectiveness. The study of program targeted management of budgetary resources in the mechanism of social development is actualized due to the need to effectively address the strategic priorities of the country's development in various spheres of public relations, the use of budget expenditures as an effective tool for regulating economic and socio-demographic processes in the country. Setting the task, the purpose of the study. The task of the study is to reveal the features of the effective functioning of the program targeted management of budgetary expenditures in the system of state strategic planning and forecasting to rationalize the distribution and use of budgetary resources in order to achieve priorities of the budget and socio-economic policy of the state. The purpose of the study is to reveal and improve the theoretical and methodological basics of the program targeted method of managing budgetary resources in the mechanism of public development. Method or methodology for conducting research. The article uses a set of scientific methods and approaches, including dialectical, systemic and structural methods, comparative and factor analysis, methods of scientific abstraction, analysis and synthesis. Presentation of the main material (results of work). The essence of the program targeted method of managing budget resources and the peculiarities of its functioning in the mechanism of public development are revealed; improved provisions for long-term forecasting and medium-term program targeted planning of budget expenditures in the system of state strategic planning and forecasting; developed approaches to assessing the effectiveness and socio-economic efficiency of budget expenditures and budget activities. The field of application of results. The results of the study can be used in the process of formation and implementation of state policy in the field of budget expenditures. Conclusions according to the article. Strategic program targeted management of budgetary resources provides for long-term forecasting of budget expenditures within the framework of the country's socio-economic development strategy, budget strategy, sectoral strategic plans, as well as medium-term program targeted planning of budget expenditures within the framework of a long-term budget expenditures forecast, taking into account the criteria for prioritizing public development and budget effectiveness. A systematic assessment of the effectiveness and socio-economic efficiency of budget expenditures allows you to create an integrated closed-loop budget expenditure management system aimed at ensuring dynamic optimization of the allocation and use of budgetary resources based on the criteria of the expected and achieved level of budgetary expenditures effectiveness in order to minimize budget losses and maximize budget results for all stages of the budget process.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
