The article deals with elucidating the general features of various systems of civil service organiza-tion. The relevance of the study is due to the fact that Ukraine's participation in globalization and European integration processes reflects the necessity to study the experience of states that make up the Western law tradition, which should focus on civil service systems, based on the state's tasks within democratic societies and permanent public administration reform in Ukraine. The focus is on the distinguishing of three classic systems of civil service organization that are immanent to the European community states: career, job and mixed system. It is indicated the prevalence of career models within the abovementioned states. The determinant feature of the modernization model of the civil service is the management of purely public interests and demands.

Civil service systems are a key analytic unit in modern public administration, but theory about them lags behind their practical importance and the attention they have received from scholars. This article argues that theory building has focused on bureaucracy rather than civil service systems per se and that empirical research has been dominated by functionalist logic. Future research needs to define more rigorously and measure the properties of civil service systems and study them more holistically, particularly in relation to their environments. Three ideal types are discussed to illustrate some of the implications of these recommendations.

The article examines public administration reform (PAR) in Bulgaria and the main factors that shaped the reform agenda and dynamics. PAR is examined along five key dimensions – transparency and accountability, civil service and human resources management (HRM), public service delivery and digitalisation, organisation and management of government, and policy-making coordination and implementation. The article argues that there are four main factors influencing reform dynamics and determining policy outcomes in the Bulgarian case: the specific political choices made by government elites, external influence of the EU and of past national legacies, and the importance of institutions and reform mechanisms. To illustrate these factors at work, the article examines three policy initiatives, i.e. e-government, the reduction of administrative burden, and civil service reform. The article presents a longitudinal analysis and a qualitative case-study approach, utilising Annual Reports on the Status of the Public Administration 2001–2018, mapping European Semester Documents 2011–2017, an inventory of PAR initiatives 2005–2018, and interviews of public officials. The pushes for reform have been top-down, externally-driven, and stop-and-go in nature. The results confirm previous findings that Bulgaria is among the EU countries with the poorest record in PAR, struggling to overcome communist legacies and high levels of corruption and politicisation. The Bulgarian case highlights several important lessons: the importance of political will and political dynamics for the outcome of reform efforts; the importance of external pressure and financing; the difficulty of uprooting long-standing legacies in administrative traditions; and the limitations of the top-down approach as an obstacle to the sustainability of reform efforts.

The purpose of the article is to analyze the implementation of civil service reform to increase citizen participation in investment processes for European and Euro-Atlantic integration of Ukraine. Methodology. Various forms of citizen participation in public administration processes, which allows to form a good balance of advantages and disadvantages in this process for the implementation of European integration reforms is based on the methods of theoretical generalization, grouping and comparison have been researched. The analysis of the main advantages and disadvantages of promoting citizen participation in public administration processes is based on the methodology of system analysis and synthesis. Results. It was identified on the basis of the analysis of the main advantages and disadvantages that the advantages of citizen participation in public administration processes far outweigh the disadvantages to ensure better quality of services and living standards of citizens. The main shortcomings of citizen participation in public administration processes have been studied, which will help solve the problems of citizen participation in public administration processes in the context of European integration. Various forms of citizen participation in public administration processes have been developed in order to form a good balance of advantages and disadvantages in this process in order to implement European integration reforms. Different levels of citizen participation in public administration processes are analyzed, which contributes to the effective involvement of citizens in public administration processes for the implementation of European integration reforms. It was found that supporting the processes of socio-economic reform of the civil service through the strategy of public administration will help to implement the main European administrative reforms of public administration in Ukraine. Based on the analysis, it is concluded that supporting the transformation processes in Ukraine by investing in civil service reform helps to build the basic European principles of public administration in Ukraine. It is substantiated that measures to support civil society will be possible due to the training of civil servants, which will provide an opportunity to build the stable and efficient economy of Ukraine. Scientific novelty. The expediency of creating different levels of citizen participation in public administration processes is substantiated: informing, consulting, recommendations, joint development of plans, joint decisions, delegation. Practical significance. The results of the study form the scientific and practical basis for conducting various analytical and forecasting studies in terms of justifying greater participation of citizens in investment processes of public administration.

The article presents the experience of using models of public service organization in the European community. The analysis of the most widespread models of public service in Europe is carried out on the basis of the presented material. The general tendencies of the presented models development of public service are also revealed. The possibility of using the experience of organizing models of public service in countries with the search for the optimal model of organization of government, including Ukraine is examined. The article presents the key characteristics of the public service organization, which are reflected in the corresponding model – a systematized set of conditions and characteristics of the public service, which reveals its organizational and functional features. The article clarifies and summarizes the presented models of public service, outlines the characteristics of classical, mixed and new models of civil service. The classic models of public service – career, job and mixed are described in detail. Special attention is given to «new models of public service» (modernization, transitory, model of new public service, postmodern model). In practice none of the countries of the European Community today has one or another model of public service in its purest form. The article analyses of each separate model of public service, and it is concluded that elements of public service of the listed countries only gravitate to any one model and, as a rule, combine elements of others. Current trends in public service reform indicate the convergence, mutual enrichment and interpenetration of different models of civil service in the European environment. Particular emphasis is put on the influence of a number of factors, such as (the peculiarity of the historical development of the state, the specifics of the legal system, the form of government, political regime), and so on. The author shows that there are a number of closely studied models of public service: the modernization model, which is based on «society-oriented service»; a transient model of public service, the hallmark of which is «self-centred service»; models of the new public service; postmodern model of public service or as it is abbreviated as Post – MPS. It should be noted that there is a widespread influence of a mixed model of public service, which is characterized by the existence within the personnel system of a certain list of positions with its own specific regime of career organization and access to public service. This article aims to elucidate the tradition of Japan’s public administration emphasizing the civil service system. A number of studies explain the impact of the tradition (norms, values, and institutions), in shaping the process and result of public administration reform. By applying the historical institutionalism perspective, this study reveals how the legacy of the past, the tradition promoted by the Meiji Restoration, creates the new tradition of public administration. This study selects Japan as a typical case representing Asian developmentalists. The remarkable Meiji restoration marked the process of adoption and adjustment of the Germanic traditions in the bureaucracy modernization. Norm institutionalization has established the new norms and civil service system. The basic norms consist of legality, consensus, and seniority. It develops the "kyaria" denoting recruitment, selection, and promotion influenced by seniority, long term performance, and prestigious university recommendation and produces competent and dominant mandarins in the policy process. However, the parliament continuously initiates the reform to reduce the mandarin's domination and heighten political control over the bureaucracy. The reform has not yet changed the power balance of two institutions since the ”kyaria's” embeddedness in Japan's polity produces two consequences. First, it contributes to public administration modernization. The mandarin’s outstanding performance increases political legitimacy and social acceptance to the "kyaria"system. Second, the parliament cannot drastically reduce the mandarin’s role since the lifetime employment model enriches them with knowledge and experience of the government affairs. Conducting cautious reform and, at the same time, working closely with the mandarin are the primary reform strategy of the parliament.

For Ukraine strategic partnership with NATO is an integral part of the European integration course as complementary to the process of internal reforms in the context of the implementation of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part. The significant part of the thesis is devoted to classifications of indicators that measure the European integration progress. In addition to the existing classifications, the author suggests using a new one that analyzes all indicators according to two parameters: (1) as markers of how public administration values (legality, integrity/honesty, transparency, accountability, effectiveness) are adjusted and level of trust for public institution was changed over time; (2) as measurements of ability to integrate into different fields (policies, economy, law approximation, social field etc). The analysis of these indicators helped to generate their taxonomy to measure a progress. The author has specified that the lack of deep relations within regional trade agreements with democratic countries results in poor quality of regulation and ineffective governmental performance in Ukraine.
