The AIDS Commission (KPA) is an institution formed in 2013 that has the function of leading, managing and coordinating efforts to prevent and control the Human Immunodeficiency Virus (HIV)/Acquired Immunodeficiency Deficiency Syndrome (AIDS) which is chaired directly by the Mayor of Pekanbaru. This paper aims to understand, examine in-depth and explain how the Mayor's leadership is in the prevention and control of HIV/AIDS in Pekanbaru, including Regional Apparatus Organizations, Health Organizations and Non-Governmental Organizations. This study uses a qualitative method with informant withdrawal techniques through Stratified Sampling, converted to the Snow Ball technique. This study showed that the mayor leadership in preventing and overcoming AIDS was autocratic due to the policies were made in the form of mayor regulations. The decisions were made only from the Mayor, causing weaknesses including unclear policy objectives, budgeting, and ambiguity regarding oversight by the legislative institution (DPRD) of Pekanbaru. It has an impact on communication, resources, disposition and bureaucratic structures.

ABSTRAKHuman Immunodeficiency Virus/Acquired Immunodeficiency Syndrom (HIV/AIDS) merupakan salah satu masalah kesehatan di Indonesia termasuk di wilayah kabupaten Banyumas, Jawa Tengah. HIV/AIDS merupakan penyakit menular yang menyerang sistem kekebalan tubuh. Infeksi tersebut menyebabkan penderita mengalami penurunan ketahanan tubuh sehingga sangat mudah untuk terinfeksi berbagai macam penyakit lain. Sebelum memasuki fase AIDS, penderita terlebih dahulu dinyatakan sebagai HIV positif. Sejak bulan januari-juni tahun 2018 ditemukan kasus baru sebanyak 123 kasus. Sedangkan jumlah kasus komulatif sejak ditemukannya HIV/AIDS pada tahun 1993 hingga tahun 2018 sebanyak 1.146 kasus. Data kasus di Banyumas ini berasal dari laporan VCT (Voluntery Councelling and Test) dari Rumah sakit Prof. Margono Soekardjo dan RSUD Banyumas. Dalam aktivitas pencegahan dan penagguangan HIV/AIDS diperlukan strategi komunikasi. Karena strategi komunikasi merupakan salah satu aspek keberhasilan program pencegahan dan penanggulangan HIV/AIDS. Strategi komunikasi yang dilakukan oleh Pemerintah Kabupaten Banyumas belum memberikan pengaruh pada paradigma dikalangan masyarakat tentang HIV/AIDS. Sehingga tujuan dilakukannya pelatihan pada mitra adalah sebagai upaya meningkatkan kemampuan tehnik komunikasi tentang HIV/AIDS pada mitra dan penyebaran leaflet tentang pencegahan dan penatalaksanaan HIV/AIDS pada mitra. Hasil dari pelaksanaan pelatihan pada mitra didapatkan terdapat peningkatan pengetahuan dan teknik komunikasi. Metode yang digunakan dalam pelatihan meliputi ceramah, tanya jawab, diskusi dan penayangan video. Tahapan kegiatan dimulai dengan icebraking, pretest, penyampaian materi, praktik ketrampilan dan ditutup dengan posttest. Kata kunci: pelatihan; teknik komunikasi; HIV/AIDS ABSTRACTHuman Immunodeficiency Virus / Acquired Immunodeficiency Syndrome (HIV / AIDS) is one of the health problems in Indonesia, including in the Banyumas district, Central Java. The communication strategy carried out by the Banyumas Regency Government has not yet influenced the paradigm among the community regarding HIV / AIDS. So that the aim of conducting training for partners is as an effort to improve communication technical skills on HIV / AIDS to partners and to distribute leaflets on HIV / AIDS prevention and management to partners. The results of the implementation of training on partners found that there was an increase in knowledge and communication techniques. The methods used in the training include lectures, question and answer, discussion and video viewing. The activity stages began with icebraking, pretest, delivery of material, practice skills and closed with a posttest. Keywords: training; communication techniques; HIV / AIDS

Abstract Background The role of non-governmental organizations in the field of AIDS prevention and control is increasingly being valued in China and even the world.This research aimed to study the status of social capital and performance of core members of non-governmental organizations (NGOs), as well as the relation between the two, in the field of HIV/AIDS prevention and control in China. Methods We used a multi-stage stratified cluster random sampling method to conduct a survey among 327 core members of 212 NGOs in the field of HIV prevention and control in eight provinces in China from July to December 2015. The questionnaire included items on demographic characteristics of core members, a social capital scale, and an organizational performance scale. We analyzed the data using chi-squared test and logistic regression.Results From the perspective of social capital, the core personnel of NGOs with extensive social networks and high levels of social support accounted for a relatively low proportion of the total sample, at 29.1% (95 people) and 36.7% (120 people), respectively. The chi-squared test results indicated the statistical significance of differences in factors such as educational background of the core personnel. The logistic regression analysis results indicated that trust in social capital was positively correlated with structural performance (OR = 2.21, 95% CI: 1.24–3.95). Social support, cohesion, and sense of belonging were correlated to the level of personal authority in performance evaluation (OR = 2.78, 95% CI: 1.43–5.39). The results also showed no statistically significant correlation between social network in social capital and performance level.Conclusions Improvement in social capital can promote better organizational performance. For the core members of NGOs, improvement in the level of social capital and performance was conducive to playing an active role in HIV/AIDS prevention and control. Our results can provide insights for decision-making and guiding the activities of NGOs engaged in HIV/AIDS prevention and control services.

Perilaku seksual beresiko merupakan suatu aktivitas seksual berkaitan dengan hubungan seks yang dilakukan individu dengan pasangan seksnya sehingga rentan tertular penyakit menular seksual seperti HIV/AIDS. Penyakit HIV/AIDS merupakan suatu penyakit yang terus berkembang dan menjadi masalah global yang melanda dunia. Human Immunodeficiency Virus (HIV) yaitu virus yang memperlemah kekebalan tubuh pada manusia. Sedangkan Acquired Immunodeficiency Syndrome atau Acquired Immune Deficiency Syndrome (AIDS) adalah sekumpulan gejala dan infeksi (atau sindrom) yang timbul karena rusaknya sistem kekebalan tubuh manusia akibat infeksi virus HIV, atau infeksi virus-virus lain yang mirip yang menyerang spesies lainnya. Penyakit HIV/AIDS telah menjadi pandemi yang mengkhawatirkan masyarakat dunia karena disamping belum ditemukan obat dan vaksin untuk pencegahan, penyakit ini memiliki window periode dan fase asimtomatik (tanpa gejala) yang relatif panjang dalam perjalanan penyakitnya. Berdasarkan angka kejadian kasus HIV/AIDS terdapat peningkatan diseluruh dunia, termasuk indonesia. Salah satu hal yang dianggap menjadi sumber penyebaran HIV/AIDS adalah perilau seks beresiko. Pemberian penyuluhan sebagai upaya penyebarluasan informasi mengenai HIV/AIDS guna peningkatan pengetahuan masyarakat diharapkan dapat menimbulkan sikap positif masyarakat terhadap HIV. Adapun penyampaian informasi dapat dilakukan dengan berbagai metode misalnya pendidikan kesehatan yang diberikan oleh tenaga kesehatan dapat berupa pamflet atau spanduk di tempat beresiko tinggi.

This study was conducted due to the increasing trend of people living with Human immunodeficiency virus infection and acquired immune deficiency syndrome (HIV/AIDS) (HIV/AIDS) in Subang Regency, West Java Province. This phenomenon was marked by high population mobility. Thus, this study aims to analyze the network model for HIV/AIDS prevention and control in Subang Regency. In this study, a networking approach by collaboration was adopted using six dimensions, namely, governance, administration, organizational autonomy, mutuality, norms and leadership. A qualitative approach is applied to explain a dataset which was a collection of observation and in - depth interview and supported by secondary data from relevant informants who are involved in preventing and reducing HIV/AIDS in Subang Regency. These informants were the actors who represent government agents and non-government organizations. Result showed that all dimensions of collaboration occur on an iterative, cyclical and dynamic process. However, on a practical approach, this model is implemented on a linear and causality basis and can explain a system towards problem-solving and new values forming.

Resumen: El presente artículo presenta una propuesta de intervención desde los municipios, la prevención y control del Síndrome Metabólico (SM), cuya detección utilizan criterios nacionales e internacionales; para su abordaje se adoptan los ejes esenciales de la Atención Primaria de Salud. Asimismo, se presentan avances en materia de coordinación intergubernamental, intersectorial e interinstitucional, entre los que destaca la constitución de la Red integrada, inicialmente, por Xalapa, Coatzacoalcos, Minatitlán, Jáltipan, Agua Dulce y Moloacán, municipios donde se estableció una Mesa Interinstitucional. Acquired immune deficiency syndrome (AIDS) pertama kali dilaporkan pada awal tahun 1980-an,merupakan infeksi human immunodeficiency virus (HIV). Penyakit ini telah menjadi pandemi yang meluassecara cepat khususnya di Afrika dan Asia. Pada tahun 2005 terdapat 40,3 juta orang di seluruh duniahidup dengan HIV/AIDS, termasuk diantaranya 4,9 juta infeksi baru dan 3,1 juta tercatat meninggaldunia.1-3 Selama tahun 2005, diperkirakan 700.000 anak di seluruh dunia baru terinfeksi HIV. Sekitar90% memperoleh infeksi dari ibunya selama kehamilan, kelahiran atau menyusui.4,5 Di Rumah SakitCipto Mangunkusumo (RSCM) Jakarta, prevalens anak yang terinfeksi HIV 46 anak sepanjang tahun2005. Abstract The COVID-19 pandemic has exposed health system weaknesses of economically wealthy countries with advanced technologies. COVID-19 is now moving fast across Africa where small outbreaks have been reported so far. There is a concern that with the winter transmission will grow rapidly. Despite efforts of African Governments to promptly establish mitigating measures, rural areas, especially in sub-Saharan Africa, risk being neglected. In those settings, faith-based and other non-governmental organizations, if properly equipped and supported, can play a crucial role in slowing the spread of COVID-19. We describe our experience in two rural health facilities in eSwatini and Ethiopia highlighting the struggle towards preparedness and the urgency of international support to help prevent a major public health disaster.

Tuberkuloma serebral merupakan komplikasi sistem saraf pusat yang jarang dan berbahaya akibat infeksi tuberkulosis (TB). Kondisi imunosupresif pada infeksi human immunodeficiency virus infection and acquired immunodeficiency syndrome (HIV/AIDS) merupakan faktor resiko dari perkembangan penyakit. Dilaporkan kasus seorang perempuan berusia 23 tahun dengan riwayat HIV/AIDS dan dalam pengobatan TB aktif dengan keluhan nyeri kepala dan pusing berputar sejak 1 minggu sebelum masuk rumah sakit. Pemeriksaan neurologis dalam batas normal. Pemeriksaan penunjang laboratorium menunjukkan penurunan kadar CD4 absolut dan dilanjutkan CT scan kepala dengan kontras. Pasien mendapat terapi utama deksametason, kotrimoksazol, dan obat anti tuberkulosis. Kata kunci: HIV/AIDS, tuberkuloma, tuberkulosis

HIV/AIDS is a disease that continues to grow and become a global problem that swept the world. According to WHO (World Health Organization) data in 2017, the discovery of cases of HIV (Human Immunodeficiency Virus) in the world reached 36.9 million people living with HIV, estimated at 0.8% of people aged 15-49 years worldwide living with HIV. The purpose of this study was to determine the implementation of HIV/AIDS prevention and control policies in Helvetia Health Center, Medan. This research uses descriptive qualitative research. The informants chosen in the in-depth interview are the holders of HIV/AIDS prevention and control policy programs at the Helvetia Health Center. The number of respondents who filled out the questionnaire was 30 randomly drawn. Triangulation was carried out to check the validity of the data obtained from the results of interviews with informants and the results of filling out the questionnaire by the community in the Helvetia Puskesmas work area. Based on the results of research and discussion on the implementation of HIV/AIDS prevention and control policies conducted by the Helvetia Health Center using the theory of George C. Edward III, it is known that the communication between the implementers of the HIV / AIDS policy program at Helvetia Health Center with the target groups has been going well, the resources the HIV / AIDS program at Helvetia Health Center as a whole is good enough, the disposition or attitude of implementing tendencies already looks very good and the bureaucratic structure factor that can be seen from the indicators is also known that it has been going well.   Penyakit HIV/AIDS merupakan suatu penyakit yang terus berkembang dan menjadi masalah global yang melandadunia. Menurut data WHO (World Health Organization) tahun 2017, penemuan kasus HIV (Human Immunodeficiency Virus) di dunia mencapai 36,9 juta orang hidup dengan HIV, diperkirakan sebanyak 0,8% orang berusia 15-49 tahun di seluruh dunia hidup dengan HIV. Tujuan penelitian ini untuk mengetahui pengimplementasian kebijakan pencegahan dan penanggulangan HIV/AIDS di Puskesmas Helvetia Medan. Penelitian ini menggunakan jenis penelitian kualitatif yang bersifat deskriptif. Informan yang dipilih dalam wawancara mendalaman adalah pemegang program kebijakan pencegahan dan pengendalian HIV/AIDS di Puskesmas Helvetia. Jumlah responden yang mengisi kuesioner sebanyak 30 yang diambil secara acak. Triangulasi dilakukan untuk memeriksa keabsahan data yang diperoleh dari hasil wawancara terhadap informan dan hasil pengisian kuesioner oleh masyarakat diwilayah kerja Puskesmas Helvetia. Berdasarkan hasil penelitian dan pembahasan mengenai implementasi kebijakan pencegahan dan pengendalian HIV/AIDS yang dilakukan oleh Puskemas Helvetia yang menggunakan teori George C. Edward III, diketahui bahwa komunikas iantara pelaksana program kebijakan HIV/AIDS di Puskesmas Helvetia dengan kelompok sasaran telah berjalan dengan baik, sumberdaya pada program HIV/AIDS di Puskesmas Helvetia secara keseluruhan  sudah  cukup  baik, disposisi atau sikap kecenderungan pelaksana sudah terlihat sangat baik dan pada faktor struktur birokrasi yang dapat dilihat dari indikator-indikator juga diketahui bahwasannya telah berjalan dengan baik.
