An anti-aircraft accident method is proposed, implemented in the decision support module, which is the main element of the flight safety control system and is a dynamic expert system. On the basis of the proposed method, recommendations are formed to the threat countering crew accidents using the information about its psychophysical state, the technical state an aircraft, external influencing factors, as well as a forecast of changes in flight conditions. The advantage of the proposed method is the ability to identify the immediate threat of an accident, as well as the development of management decisions to reduce the impact of the cause of the accident on flight safety. The peculiarity of the method of parrying the threat of an aircraft accident is the classification of management decisions depending on the flight conditions of the aircraft, which will reduce the computational costs for generating a threat parrying signal. Numerical modeling of the work using the assessment of a set of decision support rules made it possible to confirm its performance. The results can be used in systems development for safety an aircraft’s flight, the mathematical support of decision support systems.

Purpose of research. This paper is a description of the methodology for regional socio-economic system management based on the principles and concepts of management theory. Methods. A methodology for regional socio-economic system managing has been developed, taking into account the impact of National projects and the influence of the external environment. The methodology consists of six stages and fourteen techniques that allow describing the regional socio-economic system management in terms and tools of the management theory: the region itself is considered as an object of management experiencing a controlling action formed under some affecting influence. The methodology also assumes the formalization of a negative feedback system and a control system in the developed model of regional socio-economic system management. Results. The methodology of managing the regional socio-economic system can be used in the management process. Those who make management decisions at the regional level usually rely on their own professional skills, past experience, and intuition. However, the heuristic approach to regional management can be extended by the capabilities of the developed methodology, the practical implementation of which can be presented as a decision support system. This will allow regional governments to improve the effectiveness of management decisions based on monitoring the state of socio-economic systems. Conclusion. The methodology for managing the regional socio-economic system provides a complete management cycle: from the formalization of basic concepts to the description of the control and feedback system. The information implementation of the methodology is presented in the form of an automated product – a decision support system - that can be used in the formation of an automated workplace for civil servants.

Awareness of the radio exchange problems and the robust skills of recognizing and eliminating errors in radio communication will help to free up time and attention for the pilot and air traffic controller (ATC) to efficiently carry out their main professional functions in any circumstances. It is vitally important for pilots and ATCs in stressful situations not to focus their attention on the foreign language interaction that is the activity that only accompanies their main job performance. Analysis of aircraft accident investigation reports shows that language-related accidents mostly have psychological nature. The authors suggest a range of mental and psychophysiological qualities that determine professional competence and reliability of pilots and ATC. They also identify the sources of neuropsychic stress in critical situation and the ways to overcome it. The research results enable to design a language training model based on the analysis of the last-minute records and aircraft accident and incident reports to be able to identify typical problems of radio exchange, fatal language errors which led or could lead to a disaster. The research is aimed at improving aircraft operation and eventually increasing flight safety.

An algorithm for countering the threat of an aviation accident is proposed. It is realized in a decision-making support device, which is the main element of the aircraft flight safety control system and appears to be a dynamic expert system. A feature of the proposed device is generation of recommendations to a pilot to get out of an aviation accident upon identifying significant variation in time of the input variables affecting the aircraft flight safety based on information about psychophysical state of the pilot, technical conditions of the control object, external influencing factors, as well as forecast of alterations in the flight conditions. A corresponding block diagram is provided to describe the aircraft flight safety control system. An algorithm to support decision making by the crew is constructed making it possible to generate recommendations for the pilot and signals to the control system to increase the aircraft safety level. The set of decision-making support rules is evaluated for completeness and absence of data inconsistency. Numerical simulation of the algorithm operation accompanied by evaluation of the set of decision-making support rules confirmed its operating capability. Results obtained could be introduced in development of the aircraft flight safety control systems

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

Digital technologies are no longer the future but are the present of civil proceedings. That is why any research in this direction seems to be relevant. At the same time, some of the fundamental problems remain unattended by the scientific community. One of these problems is the problem of classification of digital technologies in civil proceedings. On the basis of instrumental and genetic approaches to the understanding of digital technologies, it is concluded that their most significant feature is the ability to mediate the interaction of participants in legal proceedings with information; their differentiating feature is the function performed by a particular technology in the interaction with information. On this basis, it is proposed to distinguish the following groups of digital technologies in civil proceedings: a) technologies of recording, storing and displaying (reproducing) information, b) technologies of transferring information, c) technologies of processing information. A brief description is given to each of the groups. Presented classification could serve as a basis for a more systematic discussion of the impact of digital technologies on the essence of civil proceedings. Particularly, it is pointed out that issues of recording, storing, reproducing and transferring information are traditionally more «technological» for civil process, while issues of information processing are more conceptual.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.
