Russian aircrews in Africa (eyewitness narrative accounts)

The last decade of the 20th century saw another boom in the supply of Soviet-made civil aircraft to the countries of Africa. Hundreds of highly qualified aviation specialists from all post-Soviet states were involved in its operation and maintenance. Market relations, new for many of them, the aggressive way of doing business on the part of entrepreneurs, as well as the complicated military and political situation in some regions, have led to the formation of a certain type of business and personal relationships. Lessons learned over the thirty years of work in special economic and socio-cultural conditions are still actual. Nevertheless, this aspect of Russia-Africa relations remains one of the least studied. Analysis of the narratives of the eyewitnesses - pilots, flight engineers, translators - is still the only way to know more about some hallmarks of the African aviation market, which still has a significant shadow segment. For this study the narratives of a Russian flight engineer who has worked as a flight crew member in various African countries for more than ten years were collected. The recollections presented relate to the first organized trip to South Africa and Mozambique in 1992, and to the later period of private contract work in Angola and Rwanda, and are interesting because they trace the formation of psychological and ethnocultural aspects of business and personal contacts with the employers, local residents and co-workers.

Adoption of development agendas at different levels – national, regional, continental, and global level – has led to an unprecedented increase in demand for official statistics. This increase has not only brought to the fore a litany of challenges facing National Statistical Systems (NSSs) in Africa but also it has created opportunities for strengthening statistical production and development. This paper underscores the need for countries to take full advantage of these opportunities and increase investments in statistics, undertake data innovation, and expand and diversify data ecosystems, leveraging on the foundations of the data revolution for sustainable development and in line with current international statistical frameworks. The paper posits that these improvements will not happen coincidentally nor through ad hoc, piecemeal and uncoordinated approaches. Rather they will happen through more systematic, coordinated and multi-sectoral approaches to statistical development. The National Strategy for the Development of Statistics (NSDS) is presented as a comprehensive and robust framework for building statistical capacity and turning around NSSs in African countries. The paper unpacks the NSDS; elaborates the NSDS processes including; mainstreaming sectors into the NSDS, the stages of the NSDS lifecycle and the role of leadership in the NSDS proces; highlights NSDS extension; presents the design and implementation challenges, and the key lessons learned from the NSDS processes in Africa in the last 15 years or so.

Innovation is critical for enterprises and the country’s economy, and it has resulted in an improvement in living standards. There may be appropriate lessons to learn from other countries, but their adoption must be assessed due to education and living standards variations. This paper aims to build an in-depth understanding of the stimulating factors for ICT innovations from Sweden, and examines their adoption in the context of a developing country, Sri Lanka. ICT innovations significantly impact development in other sectors, as they can ease doing business and other essential services. This study is based on seven interviews, including key people leading innovation activities in Sweden. Then, it critically analyses and presents the application of stimulating factors in Sweden to the context of a developing country, namely Sri Lanka. The results indicate that education and mindset, a risk-taking environment, embracing failures, digitalisation and collaboration are the critical determinants of ICT innovations in Sweden. This research is vital for educational policymakers in universities, technology transfer offices, and governmental policymakers.

Recently, African countries have been making efforts to expand their higher education systems. However, neither capacity nor quality have kept pace with demand, leading to a steady increase in students studying abroad. In this paper, we aim to analyse the development of enrolments in Portugal, one of the main destinations for students from Portuguese-speaking African countries (PALOP). Descriptive analyses were performed, disaggregating enrolments according to degree level, disciplinary area of study, and institution type. The results show that the choices of students from PALOP countries have followed different trajectories, in some cases with similarities. The public sector has the largest presence of these students, and polytechnic institutions have been the most frequent choice. Most of the students were enrolled in first degrees, except for those from Mozambique. Enrolments in Health, Services and "hard" sciences have increased, which may reflect the growing demand for highly qualified labour force in these countries. This paper highlights the continued importance of PALOP students for the internationalisation of Portuguese higher education and the need to avoid considering them as a homogeneous group of students.

The importance of diaspora and transnational knowledge production, innovation, and development is of growing interest, particularly in the developing world. The phenomenal increase in high human capital migration from poor to rich countries has historically led to what is commonly known as brain drain, which has negatively impacted the capacity of such countries to innovate. Yet more recently the emergence of the phenomenon of transnationalism has demonstrated the potential to transform brain drain into brain circulation, for the mutual benefit of both sending and receiving contexts. This article uses the case of Zimbabwe to explore the role of diasporan professionals, scholars, and entrepreneurs in contributing to knowledge production, innovation, and development initiatives in their countries of origin. Zimbabwe is an example of many African countries that have experienced substantial attrition of highly qualified knowledge workers for various reasons. A qualitative approach, involving interviews and documentary evidence, enabled the researchers to engage with the Zimbabwean diaspora to capture their narratives regarding the challenges and opportunities, which were then used to develop successful transnational knowledge production initiatives.


This is a key chapter in this book. It is central to the book’s message and explains fully the concept “doing business in Africa.” The chapter further classifies African business opportunities into enabling and specific opportunities. Specific opportunities are precise areas of Foreign Direct investments. The enabling opportunities are resources and institutions that make investing and doing business in Africa possible and easier. These resources and institutions include USA, European, Chinese, Brazilian, and Indian strategies to promote investment and “doing business in Africa.” These strategies further include linkages and several USA, European, Indian, Brazilian, and Chinese institutions focusing on promoting African trade and business. Moreover, the various perspectives of Foreign Direct Investment in Africa are elucidated and African countries are classified according to their economic development and performance levels.

In the aftermath of the October 2000 Martin County coal waste spill, which leaked over 300 million gallons of coal waste into two creeks, local residents expressed concerns related to water contamination. This chapter outlines the series of actions taken by government agencies and the local water district, many of which eroded confidence in the safety of public water supplies and decreased trust in government. Based on over ten years of research and engagement on the issues raised by this disaster, we reflect upon the lessons learned by this disaster and subsequent government, media and citizen action in response to it. We conclude that high levels of civic engagement and local newspapers are key factors to promote democracy, justice, and resilience at the community level.

This paper develops a framework (a) to examine whether or not the African business environment hinders or promotes the knowledge economy (KE), (b) to determine how the KE affects economic performance, and (c) how economic performance relates to the inequality-adjusted human socioeconomic development (IHDI) of 53 African countries during the 1996-2010 time period. We estimate the linkages with three related equations. The results support a strong correlation between the dynamics of starting and doing business and variations in KE. The results also show that there exists a weak link between KE and economic performance. Nonetheless, KE-influenced performance plays a more important role in socioeconomic development than some of the conventional control variables like foreign direct investment (FDI), foreign aid, and even private investment.
